Steve,
My recollection on the City Plan NC and MMN at College and Co. Rd. 32 was more of a legacy decision
than a policy decision in that the old Shenandoah LDGS PUD ODP had shown those uses at the location
and they were just carried forward. I think we sort of expect grocery stores to locate about 1 and 1/2 miles
apart, but there are more examples of where that is not the case than where it is (e.g., King Soopers at
Taft Hill/Elizabeth and Safeway at Taft Hill/Drake).

Attached is my initial draft of the Staff Report to P&Z for the Front Range Structure Plan Amendment and
Rezoning. Staff is recommending Denial. A hard copy is being given to each of you.
Please review and comment or add/delete.
Clark and Ken,
If we want to include the reason for denial being the existing NC & MMN area one mile south in
Shenandoah I need some language as to how the City determined the distance separation between these
types of land uses.
