HomeMy WebLinkAboutTALON ESTATES - PDP - 42-05A - SUBMITTAL DOCUMENTS - ROUND 1 - TRAFFIC STUDYTalon Estates (formerly Falco,, Ridge) Transportation Memorandum The distribution and assignment of the traffic will be towards Taft Hill Road and then likely partially to the north and partially to the south. Given the trip generation, this results in new peak hour trips along Taft Hill Road of less than 10 vehicles in the peak hour, or an impact of less than one (1) percent. Multi -Modal Analysis As indicated by the Larimer County Urban Area Street Standards, a transportation memorandum (or waived TIS) is appropriate if: ■ paved pedestrian facilities exist adjacent to the site or the proposed use will not generate any new pedestrian traffic; and ■ paved bike lanes exist adjacent to the site or the proposed use will not generate any new bicycle traffic. The memorandum also needs to discuss the continuity and adequacy of pedestrian and bike facilities adjacent to the site as well as access to the most direct transit route adjacent to the site. As noted in the existing conditions, detached paved sidewalks currently exist along Taft Hill Road. A sidewalk should be provided along Falcon Drive to Taft Hill Road. Nearby destinations utilizing this sidewalk might include Drake Crossing to the north, or Olander Elementary School about ''/z to the south off of Taft Hill Road. The sidewalk is detached (except at some intersections) and continuous. The improvement of Falcon Drive should include accommodations for bike traffic along the local road. Once on Taft Hill, the existing striped bike lanes along Taft Hill Road provide for connectivity to major nearby attractions. The nearest bus stop is''/z mile to the north, and can be accessed via either the continuous sidewalks or bike lanes. Conclusions and Summary of Findings This study identified, documented and addressed the transportation impacts of the proposed 13 single family dwellings called Talon Estates (formerly Falcon Ridge) in southwest Fort Collins. The following conclusions can be drawn from the study: ■ The proposed development is feasible from a traffic engineering standpoint. Once constructed, the development is estimated to generate 159 daily trips, including just 19 in the am peak hour and 17 in the pm peak hour. This does not require a more detailed traffic impact study. ■ The development will utilize Falcon Drive to access South Taft Hill Road. Falcon Drive is a local residential street, and the intersection at Taft Hill Road is a fully improved intersection with sidewalks, bike lanes, and northbound left turn lane on Falcon Drive. ■ The addition of the proposed site traffic will have a very minimal (insignificant at less than 1%) impact on the roadway network, including Taft Hill Road. ■ Facilities for pedestrians, and bicycles should be provided along Falcon Drive such that existing facilities along Taft Hill Road can be accessed. Transit users can utilize existing bike and pedestrian facilities to get to the closest bus stop at Drake Crossing. Page 3 of 3 Talon Estates (formerly Falco, , Ridge) Transportation Memorandum Existing Conditions The proposed project is a small residential infill development in southwest Fort Collins. The property is located north of Falcon Drive just west of Taft Hill Road and is currently undeveloped. The development proposal is to place 13 single family dwellings on the site. The access to the development will be via Falcon Drive to Taft Hill Road. Falcon Drive is a local residential roadway. Its right -of way is 60 ft in width and the roadway is currently unpaved. Parking is allowed on both sides of the road. Traffic is limited to that created by the immediate land uses (approximately 'h dozen single family dwellings), which would result in an average daily traffic on Falcon Drive of < 100 vehicles. South Taft Hill Road is classified as a four -lane arterial and currently carries approximately 25,000 vehicles per day. The typical section includes two travel lanes in each direction, a center turn lane or raised median, detached sidewalks and striped, concrete bike lanes. The intersection of South Taft Hill Road and Falcon Drive includes a northbound left turn lane into Falcon Drive. Existing Pedestrian Facilities There are no paved sidewalks along Falcon Drive. Along Taft Hill Road there are paved, detached sidewalks on both sides of the street. This sidewalk is continuous to the north and south. Existing Bicycle Facilities Taft Hill Road is on the City of Fort Collins bikeway system with striped on -street bike lanes. Existing Transit Facilities TransfoM the City's transit service does not provide service along Taft Hill Road in this area. The closest route is Route 6 with a bus stop approximately 'h mile to the north at Drake Crossing (Drake and Taft). Route 6 runs 12 hours per day with 1 hour headways. Proposed Development The proposed development on this lot is for 13 single family residences. A site plan is included. As discussed with City Traffic Engineering staff in February 2005, this is a small scale in -fill development that, based upon trip generation would quality for a TIS waiver. However, a brief transportation memorandum that discusses the trip generation and overall impact is appropriate. The Institute of Transportation Engineers (ITE) Trip Generation Manual, 7'h Edition provides anticipated trips that will be generated by this development. Using land use code 210 (single family dwellings), details of both the anticipated daily and peak hour trips due to the proposed development is shown in the table below (no deduction is taken due to internal, pass -by, or multi -modal trips). The purpose of this study is to address the existing and proposed transportation system in the immediate vicinity of the proposed project and then determine the impact (and mitigation measures if necessary) of the traffic produced by the proposed development.
