RE: Talon Estate PDP
Dear Mr. Olt,
RECEIVED
fM2P
CURRENT PLANNING
The Fort Collins - Loveland Water District has reviewed the above mentioned project and submits the
following comments.
The existing District water services are to be connected to the new Fort Collins water line after
the water line has been put into service. The District's existing water line must remain in service
until all water services have been relocated.
The District will require a signature block on the construction sheets that affect District facilities.
All work on or around District facilities are to be coordinated with the District.
The property needs to be excluded from the District boundaries. The Petition for Exclusion
packet can be obtained at the District's office
Please do not hesitate to contact me at 226-3104, ext. 104, if you have any questions or require additional
information.
Respectfully,

[3/27/07] There are discrepancies on service line locations within the
utility plans between the overall utility plan and the sanitary sewer plan and
profile sheets. It still appears that some of the sewer services are shown on
the high side of the lots which may eliminate basements
[2/ 12/07] Coordinate locations of water/sewer services between utility
plans and landscape plans. Some of the sewer services on the landscape
plan are toward the high side of the lots.
Number: 87 Created: 2/ 12/2007
[3/27/07] How much clear distance between water main and storm sewer
at the point of crossing? 12" required.
[2/ 12/07] Show 16" water main on storm sewer plan and profile sheet.
Also include the FCLWD water main. (Has set of utility plans been provided
to the district for review?)

[3/27/071
[2/ 12/07] Add FCLWD signature block.
Number: 119 Created: 3 / 27 / 2007
[3/27/07] Revise grading to minimizes cuts on Falcon Drive over 16-inch
water main and thereby, eliminate the need for insulation.
Number: 129 Created: 3 / 29 / 2007
[3/ 29 / 07] See redlined plans for other comments.
This development proposal may now be scheduled for an
Administrative Public Hearing. Contact me to work with you in scheduling
the date, time, and place for this hearing.
Be sure and return all red -lined plans when you formally submit Final
Compliance Plans.
If you have any questions regarding these issues or any other issues related
to this project, please feel free to call me at 221-6341.

[3/28/07] Both Longwing Drive and Broadwing Road are acceptable street
names.
[1/3/07] STREET NAME: Talon Drive cannot be used, because it is too
similar to an existing street name. Also, because this street makes a 90-
degree turn, it is required to become a second, new street with a separate
name. Contact me with prospective street names and I can confirm whether
they're acceptable.

[3/27/071 Please add the City's standard erosion control notes dated
September 2003 to the plan set and delete any other notes related to erosion
control.

[3/27/07] The City requires a detailed grading plan for residential lots to
include all the detailed information that is needed for the lot to be
constructed per plan. This includes the building envelope, building FF
elevations, lot corner spot elevations, high points or break point spot
elevations within the lot that show a minimum of 2% grade to the lot
corners, and actual final grading contours that show grading around the
structures. A variance would be required to do anything less. The City
recommends a meeting to discuss alternatives for a variance. This can be
done now or after hearing. Also, why are the FF elevations so high above
the sidewalk elevations? Is the plan to have garden level back yards,
walkouts? Driveways may be extremely steep with these FF elevations.
[2/ 15/07]
[ 1 / 4 / 07] At final compliance, a detailed grading plan will be required
showing final grades and building F.F. elevations.
Number: 118 Created: 3 / 27 / 2007
[3/27/07] Since the FCLWD line is being abandoned, can the storm sewer
be moved south to 10 feet north of the proposed sanitary sewer.

[3/28/07] Hi Justin! Great submittal! I didn't have enough time this week
to review the plans for Final Compliance items, sorry!! I will look at the
plans in greater detail with your first round of Final Compliance review but
everything looks good for hearing. Great job! : )

[2/7/07] Repeat. Until this information is shown, the street grades may
need to be adjusted to meet the minimum cover requirements.
[1/6/07] Plan and Profile sheets - Please show the water line (keep in mind
minimum cover requirements set forth in section 12.2.2. Show and station
all proposed driveways, provide missing slope info & missing VC info, and
for both street widenings - show, label and dimension in accordance with 7-
24. You can provide a detail off to the side if scannability becomes an issue.

[3/23/07] (FC) You are doing this, just the notation is wrong on a couple of
sheets. No biggie. See red -lines.
[2 / 8/ 07] Final Compliance - mid -block cross -pans must be 12' minimum.
Number: 130 Created: 3 / 30 / 2007
[3/30/07] If the District's water line is to be abandoned, it must be
abandoned in accordance with LCUASS 22.1.2.A.2.c keeping in mind that
you still have to meet minimum cover requirements required by 12.2.2. If
you can't get the minimum cover over the abandoned pipe, then you'll need
to remove the old pipe and backfill in accordance with 22.2.3.

[3/23/07] (FC) Use a radius instead of angle points where the sidewalk
meanders around. Also, suggest increasing the width of the sidewalk by 2'
and just doing concrete to the existing fence because you can't use gravel or
mulch in that area (see 16-1 in Chapter 16 of LCUASS). Landscaping this
area is tough ... very hard to maintain BUT whatever you come up with that
doesn't contradict 16-1 is ok by me : )

accordance with 706. Per LCUASS 9.4.2, driveways must be perpendicular
to the CL of the road, plus or minus 10 degrees, for a minimum of 25' from
the curb.
[ 1 / 5/ 07] All existing driveways along Falcon Drive must be built in
accordance with detail 706.

[2/ 13/07] Len Hilderbrand of Xcel Energy offers the following comments:
a. An existing gas main ends at 448' west of the west right-of-way line of
South Taft Hill Road. The main is a 3/4" MW steel pipe.
b. To serve the proposed new lots in this development, the existing 3/4"
main will need to be re -enforced to a new 1-1/4" main.

STAFF PROJECT REVIEW
City of Fort Collins
Stewart & Associates, Inc. Date: 04/02/2007
c/o Kevin Forbes, P.E.
103 South Meldrum Street
Fort Collins, CO 80521
Staff has reviewed your submittal for TALON ESTATES, PDP - TYPE 1, and
we offer the following comments:
ISSUES:
Department: Current Planning Issue Contact: Steve Olt
Topic: General
Number: 125 Created: 3 / 29 / 2007
[3/29/07] City staff has determined that the latest set of revised plans as
submitted are in a condition to enable staff to schedule an Administrative
Public Hearing. Comments expressed in this letter may be addressed with
the Applicant's formal Final Compliance Plan submittal for review, after the
public hearing.
Topic: Landscape Plans
Number: 123 Created: 3 / 29 / 2007
[3/29/07] The Landscape Plan specifies 1.25" caliper street trees, which are
permitted by the table in Section 3.2.1(D)(4) Tree Species and Minimum
Sizes of the Land Use Code, for street trees on a Residential Local Street.
However, a neighbor has expressed a request for this development to
provide as much landscaping as possible to help mitigate the visual impact
of a number of new homes across Falcon Drive from the existing homes. The
standard minimum street tree size is 2.0" caliper. Although not required by
the City, it would be a significant and more considerate gesture if this
developer would initially plant at least 2.0" caliper street trees along the
Falcon Drive frontages. If the developer is willing, please make this change
in the Plant List on the Landscape Plan.
Number: 124 Created: 3 / 29 / 2007
[3/29/071 On the Landscape Plan, please label, or indicate "Typical"
somewhere, the Property Boundary.
Topic: Site
Number: 49 Created: 2 / 2 / 2007
[3/29/071 However, the Property Boundary must be labeled on the Site &
Landscape Plans so that it can be distinguished from the lot lines.
[2/2/07] Please label the Property Boundary on the Site Plan. Falcon Drive
should not be shown to be included in the Property Boundary as it appears
to be on the Site Plan. The Landscape Plan and Subdivision Plat are correct.
