Dear Steve and Cameron,
Thank you for the favorable approval of the Talon Estates Project Development Plan.
I would like to take this means to discuss with you the condition of the soil on the site
where the pit silo has been located.
First I would like to say that I became a part owner of this land in 1973 and full owner in
1977. Also I had lived within a short distance of this site since 1962. Prior to this time
the land was owned and operated by a farmer who used this particular site for the storage
of his corn silage each year. The bottom of the pit silo is grown over with grass which
will be excavated out during construction to enable good compaction when this area is
filled. Just within the past few days I did dig with a backhoe a 4' X 3' trench the full
length of the pit silo to see if it was ever used as a dump site. The only thing I discovered
was 2 pieces of barb wire and 2 pieces of concrete. These were on top of the ground and
not within the excavation. The barb wire would be from the fencing surrounding the
whole site and the concrete pieces could have been used for weights for covering the
silage. The excavation did not show any signs of any previous dumping as it was just
clean dirt with only a few rocks now and then showing.
Since my time of ownership, now being 34 years, I know that neither I or any of my
family or hired help has ever used this site as a dumping site. When I build houses I am
very particular that nothing gets buried in the excavation of the basement when it is
backfilled. I just don't cover up debris that should go to the county dump. Also since this
site is well in the north west corner which is far from the gate leading into the overall site
it would be somewhat difficult for anyone else to drive in the site and dump anything in
the pit silo.
I have visited by phone with a soils consultant and he stated that if a Phase I
Environmental Audit was done on the site I would be the one that would be questioned
about the history and past use of the site. This seems to be an important step and the first
step of any such audit. With the information I have provided above, the investigation
most likely would not go any further. However the cost for this could be as much as
$2,000.00 to get this far.
I can understand and appreciate you folks as planners the need for you to consider the
input from neighbors regarding the planning. I would be happy to show the excavation I
did of the site to the one who brought it up at the public hearing to see if this discovery
satisfies his concerns if this is necessary. Hopefully this information would be sufficient
