RE: Variance Request — Talon Estates
Ms. Langenberger:
The Talon Estates subdivision is in the final stages of the submittal/approval process with the
City of Fort Collins. This letter requests a variance for that subdivision regarding Section
7.4.1.6.3 of the Larimer County Urban Area Street Standards (LCUASS), regarding vertical
alignment, which states, "No single point grade break shall exceed 0.40 percent."
As a part of the Talon Estates development, the owner is improving Falcon Drive (which
borders the property on the west and south) around the development and eastward to the
intersection with South Taft Hill Road. Storm drain inlets currently exist at a low point
between the development and South Taft Hill Road. This project proposes to replace one of
these inlets and keep the other, with the low point in the road needing to remain at that
location. Flows in the west gutter of South Taft Hill Road are directed southward at the
intersection via a 14' concrete crosspan. In order to keep those flows from turning westward
down Falcon Drive, there exists a high point just west of the intersection. It is impossible to
maintain the low point and high point in Falcon Drive while meeting LCUASS standards
regarding maximum grade breaks and vertical curves. A variance to these requirements is
requested for that section of Falcon Drive, as shown on sheet C6.1 of the construction set,
which indicates a grade break of 4.8%.
As the proposed variance occurs so near to the intersection, travel over the crest will occur at
minimum rates of speed, with traffic from the west being required to stop at the intersection.
This variance creates no compromise to public health and safety, nor will the City of Fort
Collins incur any additional costs for maintenance because of it. This design will not reduce
the design life of the road or intersection.
