Reavis. I have had personal meetings with Mr. Fischbach and Mr. Phillips
concerning our fears. Our meetings have met with impasse. As seen by us,
the problem with the South College Access Plan as now proposed is the fact
that as designed and implemented it would put a majority of the businesses
out -of -business and drive down property value because there would no longer
be access to both north and south bound lanes of College Ave..
The South College Access Plan calls for limiting access to College by means
of a dividing median on College, the closing of the frontage roads at Skyway
Dr., Saturn Dr., Smokey St., and Bueno Dr. and the building of rearage roads
as access to businesses along College.
The major dilemma with any development of the property, as noted by File
#3-00, will include as compulsory improvements the building of a limiting
access median on College and facilitate the closing of the frontage roads.
There exist no monies for the rearage roads, which has planned funding as a
"redevelpmenf' project. What in effect that means is that we have been
slated for removal.
Our situation is much like South College from Thunderbird Plaza to
Foothill's
Mall where all the businesses are located on frontage roads connected to
College at intersections. Would you ask those businesses to close all the
frontage roads at the intersections and then not have rearage roads
McClelland Dr., Mason, and J.F.K. Parkway? Any business not located at a
corner property would be closed within weeks! Ed Carrol, Peppers, AGS Auto
Glass, BMW, JoAnn Fabrics, The Egg and I, Wok & Roll, Thunderbird Plazza,
Sutherlands Lumber, Dellenbach Chev-Caddilac-Subaru, Red Lobster, Markley
Moter, and several banks.
Our objection concerning this property as to any rezoning or development is
that at our expense it not show unfair favor to a developer in that they
have
access to College Ave. and we do not. We will vehemently oppose any damage
to our ability to do business or profit from property. What we ask is that
the 5 basic points we have given to CDOT and the City Transportation
Department be met in order for us to accept a South College Access Plan.
They are as follows:
1. Right of safe entry to both northbound and southbound lanes of College
(287)
2. Frontage along College remain the means of conveyance to existing
businesses
3. Ingress and egress to businesses that are not indirect, confusing, or
circuitous
4. Developer(s) and development that result in required improvements to
existing infrastructures be required to compensate for any mandatory costs
of
alterations
5. Economic impact study of any usage change that is proposed

Planning and Zoning Board of the City of Fort Collins on Thursday November
15
will hold a meeting on the proposed project Front Range Rezone and Structure
Plan Amendment, File #3-00. The property for restructuring and rezoning is
located on the west side of South College between Skyway and Trilby Road.
I represent the overall concerns of fellow businessmen and property owners
in
our area resulting from the implementation of the South College Access Plan
as now proposed by the City Transportation Planning Office. We as a group
have had several meetings with CDOT as represented by Tess Jones and the
Transportation Department as represented by Randy Hensley and Kathleen
