Electrical power will be provided by the City of Fort Collins - Light and Power Utility. Three-phase primary power is available at the northwest corner of King Soopers. You may tie into an existing secondary vault if that will provide sufficient power. If this power source is insufficient, then you will have to tap the three-phase primary power and a new transformer will have to be set. . 7. For electrical service, please submit a Commercial One ("C-1 ") Form, completed by a licensed electrical contractor, to Light and Power. The design of this site must conform to the drainage basin design of the Canal Importation Master Drainage Plan as well the City's Design Criteria and Construction standards. There will be a fee on the building permit for the 35ft. by 15ft. pad shown on the plan. The fee would be for the 525 sq.ft. of new imperviousness. The city wide development fee is $3,070/acre ($0.0705/sq.ft.) for new impervious area over 350 sq.ft. No fee is charged for existing impervious area. This fee is to be paid at the time the building permit is issued. 9. A grading plan is required. If there is an increase in imperviousness . greater than 1000 square feet a drainage and erosion control report and construction plans are required. These must be prepared by a Professional Engineer registered in Colorado. A grading plan is required when there is between 1000 and 350 square feet of new imperviousness, but no drainage study is required. There are no requirements for less than 350 square feet. 10. Normally onsite detention is required with a 2 year historic release rate for water quantity and extended detention is required for water quality treatment only if there is an increase in imperviousness greater than 1,000 square feet. If there are less than 1000 but more than 350 square feet of new imperviousness, a site grading plan is all that is required. For further information, please contact Glen Schlueter, 221-6700. 11. Existing mains: 6-inch water and 8-inch sewer west of King Soopers in an easement. In addition, a 2-inch domestic water service and 6-inch fire line extend from these mains to the King Soopers building in the general vicinity of the proposed cell tower facility. The developer should field locate the water/sewer mains and the domestic water service and fire line to determine if conflicts exist. Be sure to maintain 10 feet separation to all water/sewer lines. 12. If an irrigation system is planned, the least costly method of obtaining water would be to worts with King Soopers to connect to the building water CONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins ITEM: T-Mobile Cellular Tower at Cedarwood Plaza MEETING DATE: October 30, 2006 APPLICANT: Mr. Chris Stryker, Stryker Site Services L.L.C., P.O. Box 1558, Denver, CO. 80201. LAND USE DATA: Request to erect an 40-foot high cellular tower for T-Mobile Wireless located directly west of King Soopers at the Cedarwood Plaza shopping center at the southwest comer of Taft Hill Road and West Elizabeth Street. As proposed, the tower would be of a monopole design without the projecting array of antennae at the top. There would be base equipment enclosed by a fence. COMMENTS: 1. The site is zoned N-C, Neighborhood Commercial. A cellular tower is considered to be wireless telecommunications equipment which is an allowable land use subject to Administrative Review. 2. Cell towers are subject to the standards found in Section 3.8.13 of the Land Use Code. The Land Use Code is available at www.fcqov.com. 3. Please be aware that chain link fencing is not allowed. Cedar fencing is permitted. 4. Also, please note that landscaping the base equipment and fencing is required. 5. Be sure that the light fixture attached to the pole does not face the neighboring property but faces internal to the shopping center property. Also, such light must be equipped such that there is a down -directional and sharp cut-off fixture to minimize light spillage. The wattage must be equivalent to that found in the center.
