College Avenue Fort Collins, CO 80524 Re: Site Plan Advisory Review Application for the Proposed Tri-State Richard Lake to Waverly 115-kV Transmission Line Project Dear Mr. Olt, Tri-State Generation and Transmission Association, Inc. (Tri-State) hereby submits the Site Plan Advisory Review Application (SPAR) for the proposed Tri-State Richard Lake to Waverly 115-kilovolt (kV) Transmission Line Project. We understand that this is a Type 1 SPAR and that no application filing fees are required. The following is a list of information included with the application submittal, per the Project Development Plan Submittal Checklist: • 27 Statements of planning objectives • 31 Site plan drawings • 8 architectural elevations • 2 sets of mailing labels • Conceptual review letter dated November 14, 2003 and conceptual review staff comments • List of names of all general and limited partners and/or officers involved as either applicants or owners • Completed project development plan checklist The proposed project consists of the construction, operation, and maintenance of a new 115-kV electric transmission line that will extend from the existing Richard Lake Substation, located approximately 0.4 miles south of County Road (CR) 52 in the city of Fort Collins, to the existing Waverly Substation, located on the northwestern corner of CR 60 and Lavina Drive, in unincorporated Larimer County. The total length of the proposed transmission line will be approximately 7.7 miles, of which approximately 0.4 miles is located within the city of Fort Collins, and 7.3 miles is located in unincorporated Larimer County. Larimer County issued the Location and Extent Permit per Section 13, 13.2.B., of the Larimer County Land Use Code to Tri-State for the proposed Richard Lake to Waverly 115-kilovolt (kV) Transmission Line Project on April 16, 2008.
