North College Marketplace —Wetlands (Phase -1)
Development of the wetlands (Phase-1) to include wetland mitigation, earthwork and utility
work is tentatively scheduled to begin in early 2009 and work impacting the Larimer and Weld
Canal to be finished in the spring of 2009 before the ditch becomes operational for the
season.
Development of Phase-2 will begin in May -June with earthwork and installation of utilities with
the goal of turning the anchor pad site over to King Soopers in early 2010.

(v) Description of rationale behind assumptions and choices made by the applicant
• This project will comply with standards recommended by the Cedar Creek wetland
mitigation plan and incorporate buffer plantings as designed by BHA Design to meet
buffer requirements.
(vi) Variances
• None.
(vii) How Conflicts Between Land Uses are Being Avoided
• Landscape and buffer requirements will be followed to minimize conflicts between land
uses and impacts on open spaces. Future Phase-2 proposed site improvements plan
to minimize impacts to high quality natural areas and wetlands.
(viii) Neighborhood meeting
• After neighborhood meeting minutes are prepared and received from the City, a
narrative addressing concerns will be provided for the 2n' round of review.
(ix) Project name and previous project names.
• Phase-1 PDP submittal project name is North College Marketplace —Wetlands
• Other names include: North College Market Place, North College Market Place (King
Soopers), King Soopers shopping center

detention. The northern most wetlands will remain intact as part of the development.
Open space is also provided along the west edge of the north existing wetland with a
proposed trail connection to the north.
Buffering:
• Buffering is indicated to screen the existing north wetland from Tract A. A proposed
15' minimum wide enhanced landscape area with a three-foot height berm is to be
densely planted with native medium to large shrubs and small trees to provide
screening.
• Enhanced landscape will be utilized along the perimeter of the southeast
wetland/detention area to soften the appearance of the retaining walls and to
enhance wildlife cover and isolation from human presence. The proposed landscape
will be native in nature as an upland planting adjacent to newly created wetlands.
Landscaping:
• The landscape design concept for the North College Marketplace — Wetlands project
will mostly consist of native plant materials serving as a transition from the wetland
areas to the future Phase-2 formalized landscape. The landscape will meet the
requirements of the City of Fort Collins and the recommendations outlined in the
"Wetland Mitigation Plan for the North College Marketplace Project" prepared by
Cedar Creek Associates, Inc.
Circulation:
• A pedestrian trail connection is provided to the north to facilitate safe access and
transition from existing residential areas.
Wetlands and Natural Areas:
• Three wetlands, one small and two larger existing on site totaling 7.01 acres. Newly
created wetlands for the purpose of 1:1 mitigation will follow recommendations in the
"Wetland Mitigation Plan for the North College Marketplace Project" prepared by
Cedar Creek Associates, Inc.
• A grouping of native and non-native trees exists throughout the site. Many of the
existing trees are undesirable species such as Siberian Elms, White Poplars and
Russian Olives. Existing trees will be protected, removed and/or mitigated along with
the Phase 1 improvements. Six trees near the proposed 15' wide buffer identified to
be removed or impacted by earthwork within 20' of the tree trunk have been rated by
the City Forester for mitigation. Three of the six trees will remain as wildlife habitat
although proposed earthwork for the cut-off wall installation encroaches into the 20'
radius.
(iii) Proposed ownership and maintenance of public and private open space areas.
• The Fort Collins Urban Renewal Authority (URA Fort Collins) will own and be
responsible for maintenance of approximately 8.3 acres of detention and wetland
open space areas associated with Phase-1.

Statement of Planning Objectives
North College Marketplace —Wetlands (Phase -1)
The proposed project site is located in the City of Fort Collins at the northeast corner of North
College Avenue and East Willox Lane. Phase-1 of the proposed project includes the mitigation
and buffering of existing wetlands generally located along the north and southeast property
boundary with a smaller wetland located near the southwest corner of the site. Total existing
wetland area is approximately seven acres. Specific wetland mitigation and revegetation
measures are outlined in detail in the "Wetland Mitigation Plan for the North College
Marketplace Project" prepared by Cedar Creek Associates, Inc.
A proposed plat will create three separate outlots (Outlots A, B and C ) equalling] 0.880
acres. Outlot B which is 8.237 acres and encompasses the wetland and detention area will
eventually be owned and maintained by URA Fort Collins. The wetland areas provide a
transition as a natural buffer between existing surrounding neighborhoods and the proposed
commercial development. Tract A is designated as future development and is16.881 acres.
Overall, the proposed land -use for the site is commercial and is a total of approximately 28
acres and is currently zoned Community Commercial North College (CCN). A subsequent
PDP submittal for the second phase is to include a major supermarket anchor with
approximately 30,000 SF of small retail space, gas pad and additional pads to accommodate
other retail users such as banks and restaurants. Additionally, an ODP will be submitted
concurrently with the Phase-2 PDP to include an overall development statement of objectives.
(i) Statement of appropriate City Plan Principals and Policies
The proposed project is consistent with the City's Comprehensive Plan as per the following
• The North College Marketplace — Wetlands project is being developed as Phase-1 of
two total phases. The project will comply with City Land Use Code and will remain
consistent with the Overall Development Plan (ODP).
• The property is located within the Community Commercial North College (CCN) zone
district. Division 4.19 lists Commercial as a permitted use subject to administrative
review.
• Development of the wetlands (Phase-1) to include wetland mitigation, earthwork and
utility work is tentatively scheduled to begin in early 2009 and work impacting the
