You contacted me several weeks ago related to a proposed under -drain system for a supermarket
development to be constructed at the above referenced location. The purpose of your contact was to
find out if a de -watering well permit would be required for this system.
The under -drain system will consist of 8" perforated ADS pipe located approximately 3'-4' below the
paved surfaces and pad foundations. It is designed to maintain a separation of 3' between the water
table and the bottom of the pavement and pad foundations. Dewatering will only occur when.the water
table raises due to either seasonal irrigation or precipitation events. The system will be designed to
gravity flow any collected water through a wetland area to an existing channel. The maximum
estimated flow rate is 18 gpm.
Since this system will only operate with gravity flow and will drain the water without placing it to
beneficial use, a de -watering well permit will not be required for this system.
Please contact me if you have any questions or need any clarification related to this letter.
Sincerely, Q
David L. Nettles, P.E.

I reviewed the preliminary plat for North College Marketplace and found the following
title discrepancies. 1908 North College, LLC is not in title to three of the parcels of land
within the legal description boundary. They are:
Parcel#: 98363-00-019 Owner of record: BARBER, FLOYD R/RUTH
Parcel#: 98363-00-021 Owner of record: JONES, PATRICIA J (.50) JONES, PAUL L/
LONNIE L. TRUSTEES (.50)
Parcel#: 98363-00-024 Owner of record: PEREZ, FRANK/ MARY
These parcels should be conveyed to 1908 North College, LLC before the final plat is
recorded.
Please feel free to contact me with questions concerning this matter. Thank you.

[3/24/09] The erosion control plan seems to show erosion control measures (gutter
protection) that occurs within the College and Willox roadways, is this intended? Blocking
portions of the roadways would be problematic.

[3/25/09] The site plan should reflect the same information on public infrastructure to be

[3/24/09] The plat shows several offsite easements (such as at Pobre Panchos and along
Grape Street). They don't seem to be needed specific to this phase of development, and if so,
should be removed from being shown on the plat. If they are required with the project
however, the signed off -site easements need to be in place prior to sign off on the drawings.
[2/3/09] Please ensure that proposed easements are shown within the development, as well
as existing easements off -sites, especially when offsite work is being proposed.
[12/16/08] Please ensure all drawings clearly label existing right-of-way, easements, etc.
Number: 21 Created: 12/16/2008
[3/24/09] The plans should add a note referencing the overlay to follow the patching as part
of the College/Willox improvements.
[2/3/09] The response indicates temporary patching with the City street work to include an
overlay and is indicated as such via Note No. 5 on the demo plan. Please have note No. 5
eliminated for now, pending verification on the overlay aspect. Note No. 4 should address
the patching situation for now.
[12/16/08] Related to ID#16 & 19, please specify street patching limits along Willox Lane
for any utility work to show how the existing Willox Lane pavement is affected.

[3/25/09] Technical Services offers the following comments for this final plan review:
1. Boundary & legal close.
2. What is a private easement? It's not shown in the legend and the table on sheet 1 of the
plat shows tract A as a temp const easement.
3. Scanning issues on plat, site & landscape and utility plans.
4. Reception #'s for easements by sep document will need to be added.
[2/4/09] Technical Services offers the following comments for round 2:
1. Boundary & legal close.
2. Line over text (scanning) issues on site, landscape & utility plans.
3. Book & page -recording date doesn't match between legal & plat.
4. Why is "Tract A" a temporary construction easement and when does it expire?
[12/16/08] Technical Services offers the following comments:
1. Boundary and legal close.
2. Reception number in legal does not match plat.
3. Reception number for 20' ped access easement is missing (sheet 2).
4. Some easement info is missing and would be useful for locating easements.
5. Minor line over text (scanning) issues on the landscape plans.
6. Description of and who maintain outlots?
7. Does the ditch company need to sign the plat?
