Paul and Wanda,
As an introduction (and "heads -up"), there is a citizen by the name of Gregory Greaves that may (or may
not) be contacting you about the possibility of an extension of the 14 day appeal time period for the
aforementioned project. The following is a chronology of this item:
* May 15, 2008 - the MeadowView Campus of FC, PDP went to a Planning & Zoning Board public
hearing. Mr. Greaves, an adjacent resident and Affected Property Owner, was the only member of the
public that spoke to the Board. He expressed concerns and opposition to the project.
* May 16, 2008 - Mr. Greaves contacted me by e-mail asking when the minutes to the May 15th public
hearing would be available and how could he get a copy.
* Beginning on May 19, 2008 1 tried to contact Angelina Sanchez -Sprague, the P&Z Board secretary,
about the timing for completion of the minutes.
* May 23, 2008 - Mr. Greaves again asked about the minutes from the May 15th public hearing. I was
able to talk to Angelina and she informed me that the "written" minutes would be ready about the first part
of June. She did, however, suggest that Mr. Greaves access the video of the hearing on the City's
website. I e-mailed Mr. Greaves with this information, giving him step-by-step instruction on how to access
the video.
* May 29, 2008 - The 14-day period for appealing a decision by the P&Z Board at their May 15th public
hearing expired at 5:00 p.m.
* May 30, 2008 - Mr. Greaves e-mailed me and thanked me for the information I had previously sent him
(on May 23rd) and expressed that the minutes of the May 15th hearing were important to him because he
is considering appealing the P&Z Board's decision. He wanted to know the process and time limits for an
appeal. I was out of my office on May 30th and could not respond to him until June 2nd.
* June 2, 2008 - 1 responded to Mr. Greaves e-mail by informing him of the City Code section that sets
forth the appeal process. I also informed him of the fact that the 14-day period to appeal the P&Z Board's
decision of approval for the MeadowView Campus of FC, PDP ended at 5:00 p.m. on May 30th (although
this is incorrect. It should be May 29th). Mr. Greaves responded to this by saying that, as my responses to
his a -mails were delayed at times and the minutes had not been available, how does he get an extension
to the appeal period. I responded to him by saying that I am not authorized to grant an extension of the
appeal period and that he should contact the City Attorney and/or City Clerk's office for information.
* June 4, 2008 - 1 have not heard any more from Mr Greaves since our June 2nd exchanges of e-mails;
and, I do not know if he has tried to contact either the Attorney or Clerk's office. I expect a submittal of the
MeadowView Campus of FC, Final Plans soon.
As an aside, there was a neighborhood meeting held on March 13, 2008 for the MeadowView Campus
project. Mr. Greaves was in attendance at this meeting. I always make a point of informing attendees at
neighborhood meetings, at the beginning of the meeting, about their rights of appeal of any decision made
at public hearings. As part of this I inform them that it is a 14-day appeal period after the decision and that
they file an appeal at the City Clerk's office. There is no doubt in my mind that this information was
provided at the neighborhood meeting on March 13th.
