It is required only if a building exceeds 40 feet in height. Based on the means of Measuring Building Height as set forth in Section 3.8.17(A)(1) of the Land Use Code, the height of the building on the MeadowView Campus, Project Development Plan does not exceed 40 feet. "When measured in feet, building height shall be measured from the average of the finished gound at the center of all walls of a building or structure to the highest point of the roof surface or structure." Therefore, a Special Height Review was not required. This was addressed in Section 4.C.1 of the Staff Report to the Planning & Zoning Board.
