The MeadowView of Fort Collins is proposed to be located in the northwest quadrant of the College/Triangle intersection, in Fort Collins. The site location is shown in Figure 1. The MeadowView of Fort Collins will consist of a 92 bed assisted living facility. Currently the site is vacant. The scope of this study was discussed with the Fort Collins Traffic Operations Engineer. A brief memorandum was requested. The Base Assumptions form is provided in Appendix A. There are sidewalks along developed parcels of land within 0.25 miles of the site. There are bicycle lanes along Triangle Drive. Currently, bicycles utilize the shoulder on College Avenue. College Avenue (US287) is a four -lane street with auxiliary lanes and has a posted speed of 55 mph. College Avenue is classified as a NR-A highway according to CDOT and a six -lane arterial according to the Fort Collins Master Street Plan. Triangle Drive is a two-lane street with a two-way left -turn lane and has a posted speed of 25 mph. Triangle Drive is classified as a two-lane collector street according to the Fort Collins Master Street Plan. The College/Triangle intersection is a stop sign controlled T-intersection with Triangle Drive being stopped. At the College/Triangle intersection, College Avenue has a northbound left -turn lane, two through lanes in each direction, and a southbound right -turn lane. At the College/Triangle intersection, Triangle Drive has eastbound left -turn and right -turn lanes. Figure 2 shows recent peak hour counts at the College/Triangle intersection. The count data at College/Triangle intersection was obtained in December 2007. Raw traffic data is provided in Appendix B. Table 1 shows the current peak hour operation of the College/Triangle intersection. During the counts it was observed that eastbound left -turning vehicles used a two-step left -turn, when
