HomeMy WebLinkAboutCHICK-FIL-A, MINOR AMENDMENT - MA0900004 - CORRESPONDENCE - (31)M LIGHT & POWER (Doug Martine, 970-224-6152): OK (approved) as of 1/20/09 ..... 1. Applicant will be responsible for Light & Power costs. These are estimated to be $9,000 to relocate the electric transformer plus $2,100 per additional 100 amps of electric service (over the existing 600 amps). Please contact Light & Power Engineering at 221-6700 to coordinate power requirements. 2. The front side of the electric transformer will face toward the building. The landscaping in front of the transformer needs to be low, ground cover type, that is not over 6 inches tall. It appears that the Landscape Plan needs to be modified to provide this. The plans (Site, Landscape, Exterior Elevations, and Refuse Enclosure) must be changed to address staff's comments before the mylars can be submitted for approval. I need communication (OK's in the City's Accela system or e-mails) from the City departments indicating that their comments/concerns have been addressed before mylars will be accepted. The areas shown on the landscape, site, and utility plans must match. 8. Although it is on the site, I am concerned about the narrow drive through isle width. What does the turning template look like for the proposed traffic flow? Neither the entry or exit movements on the drive through align with an existing drive isle. The U-turn movement from the drive through exit to the access on Horsetooth looks extremely tight and may pose a safety concern. Also, in the drive through lane are you proposing vertical or roll-over curb? 9. There is an area inlet shown at the drive through entrance that looks to be directly in the wheel path of vehicles entering - consider moving it to the center of the drive isle. 10. What are the dashed lines shown on the proposed sidewalks and why are they shown? 11. It appears that you are showing a loading dock area on the North West corner of the building. Taking access across the existing drive isle so close to Horsetooth may cause a safety concern. What exactly is proposed to happen in that area? 12. Please label all details on the plan clearly. As shown, the plans are very cluttered. 13. Please remove all non applicable notes from the plan. 14. Please show the approximate limits of any proposed street cuts and patches. Also include the City's street cut note: Limits of street cut are approximate. Final limits are to be determined in the field but the City Engineering Inspector. All repairs to be in accordance with City street repair standards. 15. It appears that the traffic that is stopped to order in the drive through lane will block the pedestrian access to Horsetooth. Is this the case? 16. A signature block for the ditch company will be required on the Utility Plans since you are affecting the canal. 17. A demolition sheet in the Utility Plans may be very beneficial since there is existing infrastructure on the site. 18. From Technical Services: Scanning issues on the site, landscape, and utility plans. 19. More detailed comments to follow with the submittal of a Utility Plan Set. G ENVIRONMENTAL PLANNER (Dana Leavitt, 970-224-6143): Comments as of 2/11/09 ..... Mugo Pines are not an appropriate plant for the 5' wide planting bed between the driving lane and the side walk. 2. Existing trees on the property may require review and evaluation by Tim Buchanan, City Forester, 970-224-6361. Contact Mr. Buchanan to discuss your property. 3. Any trash enclosures proposed for the project shall comply with Section 3.2.5 of the Land Use Code. Please provide elevation and details on the materials and size. 4. Demolition of the existing structure should consider deconstruction as a means to recycle construction materials and reduce the amount of debris being transported and dumped at the Larimer County landfill. Engineering will require the submittal of Utility Plans for this project. Please refer to the Requirements for Utility Plans checklist in Appendix E-4 of the Larimer County Urban Area Standards (LCUASS) for what information will be required. 2. Please clearly label all onsite details as: "onsite" 3. Please clearly dimension all parking stalls and drive isles. See Figure 19-7 in LCUASS for parking stall requirements. 4. Please clearly label what is existing and what is proposed. 5. Please clearly label what is vertical curb and gutter and what roll-over or other type. 6. Please include details 701, 706, 1407, 1601, 1602, 1606A, 1607, and D10 or D11. M WATER/WASTEWATER (Roger Buffuington, 970-221-6854): Comments as of 3/27/09 ..... Add a valve on the fire line at the connection to the 24-inch water main and revise the note as follows: 24" x 4" tapping saddle with thrust block and 4" gate valve. 2. Show and call out a 1 " curb stop on the upstream side of the meter pit as shown in the Standard Detail 15. 3. Add the City's traffic rated clean -out detail (Standard Detail WW-15). 4. See red -lined plans for other comments. ZONING (Peter Barnes, 970-416-2355): Hold as of 3/19/09 ..... The comment response letter indicates that the flag pole has been lowered from 50' to 30', but I don't see a note on the plans indicating the new height. Please indicate the flag pole height on the plan. 2. It appears that it is feasible to plant a deciduous tree in the island where the flag pole is located and in the planting area at the northwest corner of the site. STORMWATER ENGINEERING (Wes Lamarque, 970-416-2418): Comments as of 2/11/09 ..... 1. Permission from the Larimer County No. 2 Canal irrigation company and an off - site drainage easement is required for the new storm sewer that is draining into the irrigation ditch. 2. Please provide a drainage letter documenting the new impervious area with this proposal with what is existing. Also, explain the proposed drainage for this site and provide any calculations necessary to back up the design. 3. The City's Land Use Code requires all new development or redevelopment to provide water quality treatment. Please provide water quality treatment for the impervious areas of the site. This may require a meeting to coordinate what will be required. STORMWATER FEES (Jean Pakech, 970-221-6375): Comments as of 2/05/09 ..... 1. If the amount of impervious area is greater than 350 square feet then a Stormwater Plant Investment Fee will be assessed. Also, a Stormwater Review fee will be charged in the amount of $334.47. 3 2. The 2 notes within the building as shown on the Site Plan, about brick/stone veneer and slab, can/should be removed from the plan. 3. On the Site Plan, Setbacks under PROJECT DATA, the only setback this building is subject to is the "build -to" line setback from West Horsetooth Road. That distance is 10' - 25' from the right-of-way (ROW) line for Horsetooth Road. The building as shown satisfies that, being 23' from the ROW line. 4. There are several discrepancies between the Landscape Plan and the Plant List on the plan ..... Blue Star Juniper - Plant List shows 9 and only 6 on plan; Fanfare Dwarf Blanket Flower - Plant List shows 20 and there are 21 on plan; Sweet Woodruff - Plant List shows 20 and only 15 on plan; White Coral Bells - Plant List shows 20 and there are 22 on plan; Deep Blue Lavender - Plant List shows 93 and there are 104 on plan. Current Planning is ready for mylars of the plans once these conditions and comments have been addressed and incorporated on the plans. POUDRE FIRE AUTHORITY (Carie Dann, 970-416-2869): OK with Conditions (approved) as of 3/26/09 ..... AUTOMATIC FIRE SPRINKLERS I spoke with Zac Ayala from Merrick about the fire -sprinkler requirements. Because the restaurant will be an A-2 Occupancy with an occupant load of 100 or more, the building is required to be equipped with an approved automatic fire - sprinkler system. 2006 International Fire Code 903.2.1.2 2. FIRE LINE Utility plans must show the automatic fire sprinkler line (typically labeled "fire line") coming to the building. Currently, the utility plans show an existing fire hydrant and water coming from the water main to the hydrant; this is labeled "approximate location of existing water line". This is confusing. The plans need to show the fire hydrant and the water main (and the connection) but also a spinkler line for the fire sprinklers. Buildings that are required to be fire sprinklered must have a minimum 6-inch fire line unless hydraulic calculations can support a smaller fire line. NFPA 13 (2007) 23.1.3 3. There are 3 scanning issues that must be resolved (TECHNICAL SERVICES): * Sheet A-2.1, (2) Drive-Thru Elevation - there is one detail reference that is laid over the stonework above the door that is difficult to read. * Sheet A-3.4, (2) Floor Plan - there are 2 "line over" text situations that must be changed (Pipe Bollards, 0'-0" Top of Concrete Paving). * Sheet A-3.4, (4) SIDE ELEVATION - the "ghosting" line is over the word ELEVATIONS.
