Please contact Light & Power Engineering at 221-6700 to coordinate power requirements. Response: The site Electrical Engineer and the Owner (Chick-fil-A) are working with Mr. Martine in this regard. 2. The front side of the electric transformer will face toward the building. The landscaping in front of the transformer needs to be low, ground cover type, that is not over 6 inches tall. It appears that the Landscape Plan needs to be modified to provide this. Demolition of the existing structure should consider deconstruction as a means to recycle construction materials and reduce the amount of debris being transported and dumped at the Larimer County landfill. Please take another look at the Requirements for Utility Plans checklist in Appendix E-4 of the Larimer County Urban Area Street Standards (LCUASS) for the Utility plan requirements. Also, take note of the specific sections noted on the red -lined plans. Response: Noted. Plans modified in conformance with the redlines provided. 2. Please include the following details from LCUASS on the Utility Plans: 701, 706, 1407, 1601, and D10 or DI from Stormwater. Response: Details 701, 706, 1407 and 1601 are included with the Plans. Neither detail D10 or D11 included (Curb Chase Details), as they do not apply to the proposed improvements. 3. Please see red -lined plans for additional comments. Response: Plans modified in conformance with the redlines provided. LIGHT & POWER (Doug Martine, 970-224-6152): OK (approved) as of 1/20/09 ..... Applicant will be responsible for Light & Power costs. These are estimated to be $9,000 to relocate the electric transformer plus $2,100 per additional 100 amps 3. An Erosion Control Plan is required with all the construction details proposed in the plan. Response: See the addition/revision to the Grading Plan to include Erosion Control Measures. A detail sheet has been added for the proposed BMP's. 4. The proposed retaining wall in the canal needs to be designed with more detail with TOW and BOW elevations. Please provide a cross-section as well at this location perpendicular to the ditch. A retaining wall detail is also required. This wall will most likely be reinforced concrete. Response: The Owner is working with the Ditch Company to design a wall that is acceptable to both parties. A section of the wall will be provided to the City for review and comment when available. 5. Please provide a detail for the water quality snout. Response: Please see the detail on Sheets C4.5 of the Utility Plans. STORMWATER FEES (Jean Pakech, 970-221-6375): Comments as of 2/05/09 ..... 1. If the amount of impervious area is greater than 350 square feet then a Stormwater Plant Investment Fee will be assessed. Also, a Stormwater Review fee will be charged in the amount of $334.47. Response: A Drainage Letter was provided with the previous (2°a) submittal, addressed to Mr. Glen Schlueter. In this letter, it was documented that the change in impervious area is from 10,200 SF (existing) to 10,360 SF (proposed), for a net change in impervious area of 160 SF. Therefore, per a telephone conversation with Ms. Pakech (and Todd Hepworth of Merrick & Company on 4/08/09), it was confirmed that a Stormwater Plant Investment Fee will not be assessed, and that a Stormwater Review Fee in the amount of $334.37 is due to the City. ENVIRONMENTAL PLANNER (Dana Leavitt, 970-224-6143): Comments as of 2/11/09 ..... Per e-mail dated 3/31/2009 from Steve Olt to Allen Ginsborg & David Kasprzak, the comments from Ms. Leavitt have been addressed with the previous submittal. 1. Mugo Pines are not an appropriate plant for the 5' wide planting bed between the driving lane and the side walk. 5 2. Show and call out a I " curb stop on the upstream side of the meter pit as shown in the Standard Detail 15. Response: Requested change made to plans. 3. Add the City's traffic rated clean -out detail (Standard Detail WW-1 S). Response: Requested change made to plans. 4. See red -lined plans for other comments. I Response: Redlined comments incorporated into Plans.. ZONING (Peter Barnes, 970-416-2355): Hold as of 3/19/09 ..... 1. The comment response letter indicates that the flagpole has been lowered from 50' to 30', but I don't see a note on the plans indicating the new height. Please indicate the flagpole height on the plan. Response: Requested change made to plans — see Site Plan. 2. It appears that it is feasible to plant a deciduous tree in the island where the flag pole is located and in the planting area at the northwest corner of the site. Response: Deciduous tree added to Plans in both locations. STORMWATER ENGINEERING (Wes Lamarque, 970-416-2418): Comments as of 3/30/09 ..... 1. Easements and approval is still needed for the outfall into the canal and for the retaining wall in the ditch company's easement/right-of-way. A signature block on the plans for the Ditch Owner to sign is required as well. Response: Noted. The Owner is working with the Ditch Company for approval — per previous comments an approval block is on the Plans. 2. All drainage improvements required for this development need to be included on the plans. This includes details for the inlets, headwall, riprap, 4-foot drainage pan, and any other improvements proposed. Response: Details are incorporated with the Plans. 0 POUDRE FIRE AUTHORITY (Carie Dann, 970-416-2869): OK with Conditions (approved) as of 3/26/09 ..... 1. AUTOMATIC FIRE SPRINKLERS I spoke with Zac Ayala from Merrick about the fire -sprinkler requirements. Because the restaurant will be an A-2 Occupancy with an occupant load of 100 or more, the building is required to be equipped with an approved automatic fire - sprinkler system. 2006 International Fire Code 903.2.1.2 Response: Noted. 2. FIRE LINE Utility plans must show the automatic fire sprinkler line (typically labeled 'fire line") coming to the building. Currently, the utility plans show an existing fire hydrant and water coming from the water main to the hydrant; this is labeled "approximate location of existing water line". This is confusing. The plans need to show the fire hydrant and the water main (and the connection) but also a spinkler line for the fire sprinklers. Buildings that are required to be fire sprinklered must have a minimum 6-inch fire line unless hydraulic calculations can support a smaller fire line. NFPA 13 (2007) 23.1.3 Response: The 6" fire line is shown with the approximate limits of street cut on the Utility Plan. The location of the 24" water line is from utility drawings, versus as surveyed from a "utility locate." Consequently, the annotation for approximate location is to direct the contractor to field verify location for connection. 3. KEY BOXES REQUIRED Poudre Fire Authority requires a key box ("Knox Box") to be mounted in approved location(s) on every new building equipped a required fire -sprinkler system or fire -alarm system. 2006International Fire Code 506.1; PFA BUREAU POLICY 88-20 Response: The Site Plan indicates two proposed Knox Box locations — one for the primary entry to the dining area and a separate one at the mechanical room entry for access to the sprinkler system. WATER/WASTEWATER (Roger Buffuington, 970-221-6854): Comments as of 3/27/09 ..... 1. Add a valve on the fire line at the connection to the 24-inch water main and revise the note as follows: 24"x 4" tapping saddle with thrust block and 4" gate valve. Response: Requested valve added to plan — note change to 6" size per fire comments. 3 Response (Technical Services): Plans modified for clarity to address issues noted. Comments: 1. What is the 8.5' dimension on the west side of the site, on the sidewalk between the drive-thru lane and the drive entry into the shopping center? Response: The annotated dimension is the width of the "island" from face -of - curb to face -of -curb. The annotations have been adjusted such that the dimensions' arrows are visible. 2. The 2 notes within the building as shown on the Site Plan, about brick/stone veneer and slab, canlshould be removed from the plan. Response: The referenced dimensions' annotations that referred to the veneer & slab have been removed from the plans. 3. On the Site Plan, Setbacks under PROJECT DATA, the only setback this building is subject to is the "build -to" line setback from West Horsetooth Road. That distance is 10' - 25' from the right-of-way (ROW) line for Horsetooth Road. The building as shown satisfies that, being 23' from the ROW line. Response: Project Data updated accordingly. 4. There are several discrepancies between the Landscape Plan and the Plant List on the plan ..... Blue Star Juniper - Plant List shows 9 and only 6 on plan; Fanfare Dwarf Blanket Flower - Plant List shows 20 and there are 21 on plan; Sweet Woodruff - Plant List shows 20 and only 15 on plan; White Coral Bells - Plant List shows 20 and there are 22 on plan; Deep Blue Lavender - Plant List shows 93 and there are 104 on plan. Response: Landscape plan and plant list have been adjusted/coordinated in conjunction with the other comments made herein. Current Planning is ready for mylars of the plans once these conditions and comments have been addressed and incorporated on the plans.
