Compliance with Intent of Zone District
The Proposed King Soopers Fuel at Taft Hill and Elizabeth is located within the
Neighborhood Commercial District (N-C). The main purpose of this District is to meet
consumer demands for frequently needed goods and services, with an emphasis on
serving the surrounding residential neighborhoods. A,convenience retail store with fuel
sales ("vehicle minor repair, servicing and maintenance establishment") are permitted
uses within the N-C District.
The King Soopers Fuel Facility is compatible with the character of a Neighborhood
Commercial District as outlined in the Fort Collins Land Use Code in the following ways:
• The new fuel facility will be visually compatible with the existing King Soopers and the
national Kroger fuel image.
o The fuel canopy lighting will be fully recessed with flush -mount installation using flat
lenses to minimize the visual impact.
•The parking and circulation system has been designed to provide safe and convenient
automotive, bicycle and pedestrian movements. Although the primary use of a fuel
facility is vehicular, pedestrian and bicycle access has been maintained through
sidewalks and ramps along the frontage of the site.
SUMMARY:
The proposed King Soopers Fuel at Cedarwood Plaza will replace an obsolete fuel
facility with a new, high quality design that will further enhance the existing Cedarwood
Plaza retail center.

Project Description:
The King Soopers Fuel at Taft Hill and Elizabeth project is a proposed fuel facility and is
bordered on the south and west by Cedarwood Plaza Shopping Center, but is not a part
of the existing Shopping Center. The fuel facility is located at the southwest corner of
Taft Hill Road and W. Elizabeth Street. The 0.38 acre (16,568 sq. ft.) site consists of
one parcels described as follows:
Part of Miller Brothers Foothills Subdivision, Sixth Filing
The site is zoned Neighborhood Commercial — NC and is currently developed as a
multiple bay service station with fuel sales, and car wash.
This proposal will remove the existing fuel facility and construct a new, state of the art
King Soopers Fuel Facility consisting of five (5) multiple -product fuel dispensers located
beneath an overhead canopy with an attached 115 sq: ft: kiosk. The fuel facility will be a
new department of the existing King Soopers grocery store and will be physically
connected to the grocery store via data, security, telephone and intercom systems. The
proposed kiosk will be staffed by one (1) King Soopers employee during the approximate
hours of 6AM to 10PM. Unattended fueling will be available during the other hours.
Currently vehicular access to the site is by three,(3) curb cuts. One off of W. Elizabeth
St. and two off of Taft Hill Road. King Soopers is proposing to keep two 30' wide curb
cuts, one on Elizabeth and one on Taft Hill. Pedestrian access to the site is via public
sidewalks along Taft Hill Road and Elizabeth Street.
The subject site is currently Owned by K & G Petroleum. Developer and contract
purchaser is King Soopers and Galloway will represent the owner and developer for all
