Proposing Alternate Design: The following is a summary of the lighting levels 20' from
the property lines:
1) Maximum lighting levels at 20' from the existing Taft Hill right of way are 0.4 foot-
candles, 1.0 foot-candles from the proposed dedicated right of way.
2) Maximum lighting levels at 20' from the existing Elizabeth right of way are 0.1
foot-candles, 0.2 foot-candles from the proposed dedicated right of way.
3) Maximum lighting levels at 20' from the West property line into the grocery
parking lot are 0.3 foot-candles.
4) Maximum lighting levels at 20' from the south property line into the grocery
parking lot are 0.1 foot-candles (complies with the code).
Comparing to Standards: The site is over the standards on three sides of the property
line, two are within the existing or proposed right of way line, and one is within a lighted
parking lot.
Justification: the small site with the canopy close to the existing right of way line using
the lowest available light fixtures the site is unable to meet the standard. Because the
site adjoins existing street right of ways and a shopping center parking lot both having
additional lighting the effect will not be visible.
3) Monument Sign
Identifying Issue: City of Fort Collins Land Use Code 3.8.7(4) proposed existing
monument sign to be replaced but will be in new right-of-way dedication.
Proposing Alternate Design: Place a new monument sign between existing and
proposed right of way line and address the interim issue in the DIA.
Comparing to Standards: Standards require the monument sign be placed in back of
the right of way line, the new right of way line will be moved into the site approximately
11 feet and will place it at the edge of the drive aisle. This does not allow a sign per the
standards.
Justification: With the dedication of the additional right of way and the close proximity
of the property line to the drive aisle there is no place to put a monument sign and to
meet the standards.

Re: King Soopers Fueling Station — Variance Requests
Dear Steve,
On the behalf of King Soopers, Galloway is requesting the following variances.
1) Driveway/intersection separation of 460 feet as required by the Larimer County
Urban Area Street Standards (L.C.U.A.S.S.).
Identifying Issue: Per Table 7-3 of the L.C.U.A.S.S., the distance between high volume
driveways and intersections for a driveway abutting an arterial road is 460 feet as
measured from the centerline of the access to the centerline of the street.
Proposing Alternate Design: The proposed accesses on West Elizabeth Street and
South Taft Hill Road will be 120 feet and 149 feet, respectively, as measured from the
centerline of the access to the centerline of the public street.
Comparing to Standards: The proposed alternate design will place accesses at 120
feet and 149 feet from the adjacent public streets as opposed to the 460 feet required by
city standards. This will help with city maintenance costs since the development will be
replacing all of the curb and gutter, sidewalk, and landscaping along the property
frontage. Any maintenance that was scheduled or needed in these areas will not be
necessary in the near future due to the new facilities being installed. The accesses will
be 36 feet wide with pedestrian ramps and detectable warnings per city criteria.
Justification: There are currently three accesses serving the existing site, none of
which meet current city standards. The alternate design proposes only two accesses,
removing the access closest to the intersection, thereby improving the public safety of
the site. The two proposed accesses are necessary for emergency and delivery vehicle
circulation and will meet the current city standards of required width and radial curb
returns with ramps and detectable warnings. Lastly, meeting the 460 foot requirement is
impossible given the size and location of the site. The property is 125 feet along West
Elizabeth Street and 125 feet along South Taft Hill Road, making it impossible to meet
460 feet of separation as required by standards.
2) Photometric lighting standards 20 feet from property line.
Identifying Issue: Photometric lighting 0.1 foot candles at 20 beyond property lines.
