1. This property is within the Fort Collins/Loveland Water and Sanitatioin
District.

1. This site is in the Fossil Creek drainage basin where the new development
fee is $2175.00/acre which is it is subject to the runoff coefficient reduction.
This fee is to be paid at the time a building permit is issued. It is only
charged if there is an increase in imperviousness greater than 350 square
feet.
2. A drainage and erosion control report and construction plans are required
and they must be prepared by a Professional Engineer registered in
Colorado.
3. Onsite detention is required with a 2 year historic release rate for water
quantity and extended detention is required for water quality treatment.
These are required if there is an increase in imperviousness greater than
1000 square feet. If there is less than 1000 but more than 350 square feet
of new imperviousness a site grading plan is all that is required.
4. Coordinate detention requirements with adjacent Nursery owner.
Transportation Planning

1. No changes to S. College Access Control Plan.
2. A direct pedestrian connection must be provided from the North buildings
entrance to the adjacent street sidewalk. This walk may not cross any
vehicle drive aisles or parking areas.
3. Bicycle parking will need to be provided in a convenient location adjacent to
the building entrance.
4. A pedestrian crossing needs to be located across drive isle.
5. A TIS is required.

LAND USE DATA: Request to develop two new commercial buildings on an existing
vacant lot. The property is within the City of Fort Collins and is currently zoned MMN—
Medium Density Mixed -Use Neighborhoods District. The following departmental
agencies have offered comments for this proposal based on a conceptual plan which
was presented to the review team.

Zoning

1. This development proposal is an allowed Type II use (Long -Term Care
Facility) within the MMN Zoning District. LUC parking requirements specify
.33 spaces per bed unit.
Engineering

1. Larimer County Road Impact Fees and Street Oversizing Fees for this site
will apply. Contact Matt Baker at (970) 224-6108 for an updated estimate of
the City's Street Oversizing Fees for this kind of use.
2. A Traffic Impact Study may be required for this project. Contact Eric Bracke
in Traffic Operations at (970) 224-6062 to discuss.
4. Applicant will need to dedicate right-of-way and provide utility easements
along College Ave and Triangle Drive.
5. Utility plans, a Development Agreement, and a Development Construction
Permit will need to be prepared for this project.
6. Applicant is responsible for undergrounding any existing overhead utility
lines.
7. Applicant is responsible for repairing or replacing any damaged curb, gutter
or sidewalk along College Avenue and Triangle Drive frontages.
9. All public improvements need to be made in accordance with Larimer
County Urban Area Street Standards (LCUASS).
10. Any portion of a public sidewalk placed outside R.O.W. will need to be in a
public access easement.
11. Contact PFA for emergency access requirements.
12. PFA requirement for buildings over 3 stories will require separate drive isle.
13. Parking space dimension will be 19' minimum, or increase adjacent sidewalk
with 17' parking stall.
