The developer has expressed intent to provide scheduled local transportation (i.e., private shuttle or limo services) to meet the needs of the Liberty Farms residents until the transit system expands. According to the developer, private shuttle services are typically provided for residents of retirement communities like Liberty Farms and will likely be provided as a service independent of whether the public transit system is expanded to serve this site. Specific frequency, destination and capacity requirements of the private shuttle service will be determined as the project progresses further into the development process. 2 r9 42 �\� A 7"' rmm Cisi ty of Fort Collins TO: FROM: DATE: RE: Plannin Planning & Zoning Planning and Zoning Board and Shelby Sommer, Associate Planner November 27, 2007 Services Liberty Farms Project Development Plan Transit Services Staff has prepared the following memorandum to assist the Planning and Zoning Board in understanding the issue of public transit service to the Liberty Farms property. The response has been spurred by public concerns about adequate transit service in this area of the City of Fort Collins. The Liberty Farms property is located approximately one quarter mile north of East Vine Drive, west of Timberline Road. The property is located well out of the presently defined service areas for both Transfort and Dial -A -Ride (see attached maps for details). There are no plans to extend these service areas in the immediate future. The Transportation Impact Study prepared for the Liberty Farms Project Development Plan clearly states that transit facilities are not currently provided in this part of Fort Collins. Per Section 3.6.4 — Transportation Level of Service Requirements of the City's Land Use Code, all developments must demonstrate that all adopted Level of Service (LOS) standards will be achieved for all modes of transportation. All development plans shall adequately provide vehicular, pedestrian and bicycle facilities necessary to maintain the adopted transportation Level of Service standards contained in Part II of the City of Fort Collins Multi -modal Transportation Level of Service Manual for motor vehicle, bicycle and pedestrian modes of transportation. The Transit LOS standards contained in Part II of the Multi -modal Transportation Manual are not required for development plans, and transit service is not required for the Liberty Farms Project Development Plan. The City's Structure Plan and adopted Mountain Vista Subarea Plan call for future transit service along Timberline Road and throughout the subarea as warranted as development occurs. The timing and funding for such improvements and services have not been planned, identified or secured. The Liberty Farms Project Development Plan could be designed to incorporate a future transit stop, though provision for such facility would not result in actual transit service in the near future. The issue of Dial -A -Ride service has gained a lot of attention due to the City's budget shortfall and funding priorities. City Council has heard much public input regarding the service areas and the need to serve the residents of the northeast section of town. While this is an understandable reason for concern, the Planning and Zoning Board does not have the authority to require transit service to property located outside of the 281 North College Avenue — P.O.
