The District's engineer is still reviewing the adequacy of the proposed design along Timberline. The
District expects to have its technical comments soon.
Boxelder Sanitation District has the following comment about sewer service to the Liberty Farms
development. The District asks that its comments be incorporated into the Development Agreement
that the City of Ft. Collins and Liberty Farms agrees to.
The proposed sewer line routing along Timberline that will connect Liberty Farms to the District's
existing sanitary sewer collection system within the Water Field development is an interim connection.
The District Is currently planning the construction of a sanitary sewer interceptor line (North Mulberry
Interceptor) that will serve a large basin that will include the Liberty Farms development. Until the
North Mulberry Interceptor is installed, the District will allow this interim connection to Its existing
collection system through the Water Field development.
The signature of Boxelder Sanitation District (District) on the final plat will be contingent upon an
Agreement Concerning Sanitary Sewer Service between the District and Liberty Farms being executed
prior thereto.

9. Service connections to structures require an elder valve (sewer shut-off valve)
and a cleanout. Elder valves must be installed upstream of the cleanout and a
minimum 3-feet from any wall, overhang or other structure that might limit
access to the valve. Elder valves may be purchased from vendors in Fort
Collins, Colorado.
10. All construction shall be inspected by District inspector prior to backfill.
11. For off -site sewer line manholes: Manhole rims shall be set flush with the
surface when within an all-weather access roadway, rims shall be set 6-inches
above grade if they are not within an all-weather access roadway.

1. All sanitary sewer line construction shall conform to the latest Boxelder
Sanitation District "Standards and Specifications for Sanitary Sewer Pipeline
Construction and Improvements."
2. All sewer services shall be minimum 4-inch diameter constructed at a slope of
2% from the building to the sewer main, unless otherwise specified and
approved by the District.
3. All 6-inch diameter sewer services shall be constructed at a slope of 1% from
the building to the sewer main.
4. When groundwater is encountered clay cut off walls shall be installed on the
upstream side of all manholes, in the mid -section of each main line run at
intervals not to exceed 300-feet, or as required by the District. See detail
sheets for clay cut-off wall detail.
5. Field verify invert elevation of sanitary sewer and basement finished floor
elevation for gravity flow prior to constructing foundations.
6. The Contractor shall schedule a pre -construction meeting with Boxelder
Sanitation District a minimum of one week before construction to coordinate
schedules and clarify any additional District requirements. Contact number is
970-498-0604.
7. Contractor shall notify the District's inspector forty-eight hours prior to start of
construction.
8. Contractor shall be responsible for coordinating field locates of all existing
utilities prior to any construction.

13. Concrete: All concrete construction shall be completed utilizing 3,000 psi at twenty-eight
(28) days or equal concrete.
14. Pavement or Other Repairs: In event that asphalt or concrete pavement, sidewalks,
storm sewers, waterline or any other public or privately owned property is damaged or
requires reconstruction due to the work, repairs or replacement will be made in
accordance with the requirements of the appropriate governing authority. Private property
will be returned to its original condition or as close to original condition as reasonably
possible, unless otherwise noted on the drawings.
15. Service Taps on Existing Lines: All taps made on existing lines shall be completed at
developer's expense by District personnel or the District's authorized contractor with no
exception.
16. Inspection: Construction shall conform to District Standards and Specifications or project
specific specifications at all times. The District shall inspect the construction as necessary
and shall observe all line testing. The District shall have the authority to ascertain that all
construction of facilities is equal to or better than minimum construction requirements as
set forth in these Specifications. The District shall also have the authority to assign an
inspector to check any and all work, including all materials to be incorporated in the work,
excavation, bedding, backfill, testing and all construction methods and practices. The
contractor shall contact the District a minimum of 48 hours in advance when they intend
to work weekends for scheduling of weekend inspections.
17. Testing: All lines shall be pressure tested and flushed by the Contractor in accordance
with District Standards and Specifications and under the District's supervision. Upon
passing, copies of all passing test results including soils compaction in the area of sewer
main construction shall be provided to the District.
18. Acceptance: Upon completion of all utility construction (sewer and other) and fulfillment of
all District requirements, preliminary acceptance of new sewer system improvements will
occur in accordance with District's acceptance procedure.
19. Warranty: The Contractor shall warrant the materials, installation, workmanship and
surface restoration for a period of two years from date of preliminary acceptance. During
this warranty period the Developer shall promptly repair any defects in the work and
maintain the work area. At the close of the two-year warranty period the District will
make a field inspection. Upon satisfactory correction of any deficiencies noted the
District will grant final acceptance of the lines and work. The lines and the
appurtenances shall then become the sole property and responsibility of Boxelder
Sanitation District.
20. Drawings of Record and Total Costs: Within 90 days of preliminary acceptance of the
new facilities, the District shall be provided with acceptable Drawings of Record of the
complete system consisting of two sets of fill size reproduced prints, two sets of/2-size
reproduced prints, one set of 6 mil double matted reproducible mylars and one complete
digital file equivalent (software and version to be confirmed at time of delivery). Written
confirmation of the total cost of all sewer system improvements shall also be submitted
with the Drawings of Record.

4. Safety: All sewer main installation within the District shall be subject to current
(Occupational Safety and Heath Association (OSHA) and the Colorado Safety
Association, (CSA) safety requirements. Contractor shall also comply with any and all
requirements and regulations as set forth by City, County, State and Federal agencies
having applicable authority.
5. Start of Construction: No construction shall begin without prior design review of the
District. The District shall be notified 48 hours in advance of starting construction or
testing to allow for scheduling.
6. Road Excavation Permits: In event that State, County or City road excavation permit(s)
are required, the Contractor is responsible for obtaining all road permits which may be
required.
7. Other Permits: The Contractor shall be responsible for obtaining all permits required for
construction.
8. Revisions: No verbal authorization for field revision shall be given. All requests for field
revision shall be made in writing accompanied by proposed change indicated on copy of
the approved design drawings. Any field revision approved and installed shall also be
accurately documented on the Drawings of Record.
9. Materials: Plastic Pipe —All gravity sanitary sewer piping shall be Polyvinyl Chloride
(PVC) unless otherwise noted on the approved drawings. Pipe 15" and smaller shall
conform to ASTM D3034, Type PSM, and SDR 35. Pipe 18" and larger shall conform to
ASTM F679. All fittings shall be (PVC) unless otherwise noted.
10. Pipe Cover: A minimum cover of 3-1/2 feet of cover shall be maintained throughout the
sewer line and service line installation.
11. Bedding: All sewer main installation shall include bedding. Bedding shall be W washed
rock uniformly graded and compacted. Refer to force main design for force main bedding
requirements. Trench shall be excavated to a depth below established grade equal to Y4
of pipe diameter (min. 4"). Bell depressions shall be provided for all joints. In event that
unstable trench conditions are encountered at pipeline grade 1-1/2" uniformly graded
washed rock shall be used for stabilization. Bedding material shall be placed and
compacted under and around sides of the pipe. Place bedding in such a manner as to
provide solid, uniform bearing surface for full length of barrel. Minimum 30" initial lift
above pipe before other than hand compaction equipment is to be used. Note maximum
trench width detail.
12. Backfill: Backfilling of trench shall be performed as soon as practical, subsequent to
inspection and approval. Backfilling of acceptable material shall not be placed in lifts of
greater than one (1) foot. Backfill shall be compacted to 95% of optimum density in
roadway and residential areas and 90% in all off -site easement areas unless otherwise
noted. Compaction testing of bedding and back fill shall be at least five tests per 1,000
feet and at varying depths and locations in accordance with the requirements of the
applicable authority or as required in project specific specifications.

Subject: Boxelder Sanitation District Construction Notes (to be included on the general
notes sheet of any set of construction plans)
The following information is condensed from the current "Standard Construction Specification
for Sewer Mains" as adopted by the Boxelder Sanitation District (District) and is to be
considered as such. In the event of any question the full document shall take precedence.
Existing Utility Locates: It shall be the responsibility of the Contractor to coordinate field
locates of all existing utilities prior to commencement of any construction. Contractor
shall also notify all affected utility companies prior to commencing construction. In the
event of damage to any existing utility, the contractor shall immediately notify the owner
of the utility involved and unless authorized in writing by the owner of the subject utility,
shall not attempt to make repairs. The cost of repairs shall be the responsibility of the
Contractor.
2. Preconstruction Easement Pictures: Contractor to provide sequential digital pictures
spaced at no more than 300 feet detailing conditions of the off -site easement conditions
and any structures that could be affected, to the District and the property owner prior to
the start of any off -site work. These pictures shall include all existing fence, ditches,
structures, buildings, water troughs, trees and all landscaping. Pictures are to be placed
at no more than four (4) pictures on a 11x8 sheet of photo paper inserted into transparent
sleeves and delivered with the drawings of record in a three (3) ring binder.
3. Protection of Property: Contractor shall continuously maintain adequate protection from
damage of all public and private property through which the work is done. Contractor is
solely responsible for working within the easements granted for the project.

Boxelder Sanitation District Easement Use Language for Platted Easements
Where Sanitary Sewer Will be Installed - to be Included on all Plats
1. There shall be no erection or construction of any building or other structure, or any
permanent obstruction, or decrease or substantial increase in ground level, from the
finished elevations on this set of plans, in a manner that will interfere with use of the
utility easement or impede access over and across the easement.
2. Landscaping in the area of the easement shall not create impediments to ingress and
egress, nor shall landscaping material be installed or any trees or shrubs whose
height is greater than 2-feet be planted in the easement area that may impinge on the
overall operation and maintenance of the infrastructure placed in the easement.
3. No fence, which may impede access to and across the easement, shall be installed
without prior approval from Boxelder Sanitation District. Any such fence, installed
with the Boxelder Sanitation District's approval, must have gates to allow access to
and across the easement of Boxelder Sanitation District's maintenance vehicles, and
must be paid for by the developer or property owner.
4. Boxelder Sanitation District, which owns infrastructure installed in the utility
easement, has the right from time to time to enlarge, improve, reconstruct, relocate
and replace any underground utility lines, improvements or other appurtenances
constructed hereunder with any other number or type of underground utilities and
pipelines, or other structures either in the original location or at any alternate location
or locations within said utility easement.
5. Boxelder Sanitation District shall have the right to mark the location of its
infrastructure by suitable markers set in or on the ground; provided that permanent
markers shall be placed in locations which will not interfere with any reasonable use
of said utility easement.
6. Boxelder Sanitation District shall have the right to install and maintain a gravel access
road within the utility easement for use by District personnel, equipment and vehicles.

reconstructed, and need to see where access road will be in relation to
this ditch to insure the access road and manholes will not interfere with
the property owner's use of the ditch/piping.
■ Need to determine means of access road crossing ditch (culvert?) just
north of STA 22+01.
■ Future storm sewer needs to be shown on drawing to ensure there is
space for it and the sanitary sewer along the east side of the
development.
■ Move manhole O7A south 40-feet to allow room for the installation of the

occur with the stormwater ponds in place.

runoff events.

District staff has completed its review of the submittal and has redlined the drawings. Below

thoroughly loosened to a depth of not less than 8 inches and soil amendment shall

inches by tilling, disking or other suitable method, at a rate of at least 3 cubic yards
of soil amendment per 1,000 square feet of landscape area.
A permit must be obtained from the City forester before any trees or shrubs as noted
on this plan are planted, pruned or removed on the public right-of-way. This
includes zones between the sidewalk and curb, medians and other city property.
This permit shall approve the location and species to be planted. Failure to obtain
this permit may result in replacing or relocating trees and a hold on certificate of
occupancy.
The developer shall contact the City forester to inspect all street tree plantings at the
completion of each phase of the development. All trees need to have been installed
as shown on the landscape plan. Approval of street tree planting is required before
final approval of each phase. Failure to obtain approval by the City forester for
street trees in a phase shall result in a hold on certificate of occupancy for future

property, the City will not be responsible for replacing and landscaping due to any

creating a levee. More engineering thought into the feasibility of this design needs

wall, subdrains may be some options to help mitigate concerns.
Please label the dimensions of the slope including the top width.
The Ditch Company would have to approve this design due to the slope
compromising the structural integrity of the canal. The City would also need
indemnification.

1. The interim cross section for Timberline Road includes a 12' wide northbound bike
lane. It is likely that this will end up being used as a defacto right turn lane by
motorists. A more effective cross section would include a 12.5' northbound right turn
lane (measured from the flow line), a 5' bike lane, an 11' northbound through lane,
an 11' southbound left turn lane (shadowed by an 11' painted median on the south
side of the intersection), an 11' southbound through lane and a 5' southbound bike
lane/shoulder. A short northbound right turn bay taper should be included as part of
this cross section and the bike lane should be dotted (2' line + 2' space) across the
taper area.
2. Marking should be as per the latest edition of the Manual on Uniform Traffic
Control Devices (MUTCD). The MUTCD no longer includes diamond pavement
markings for bike lanes. Those should be removed from the plans.
3. The hatching pattern should be removed from the painted medians.
4. Remove the dotted line across the southbound left turn bay entering taper.
