This development proposal has been placed on the scheduled Planning
& Zoning Board public hearing agenda for September 20, 2007. There
are several items that need to be addressed with City departments before
the hearing. Please work with them directly in a timely manner. No formal
re -submittal is necessary before the P8&Z hearing; however, be sure and
return all red -lined plans when you submit plans for final review, after the
hearing and before recording.

[8/22/071 After discussion with Transportation staff, the sidewalk along
Rule Drive should provide an access ramp and terminate behind the cul-de-
sac bulb as shown on the horizontal control plan of the construction
drawings. We can consider other design alternatives to the sidewalk
termination if this proves to be problematic.

[8/22/07] Please show proposed street patching repair limits.
Number: 16 Created: 8 / 23 / 2007
[8/22/07] As a heads -up, there will be a TDRF final compliance fee of
$1,000 with the re -submittal after the public hearing.

[8/23/07] Technical Services has the following comments:
1. Boundary closure could not be checked, boundary curve data is
missing.
2. Note how Lemay Avenue was dedicated.
3. Additional comments upon providing additional information.

[8/21/071 Please define "U&AE" in the plat legend (presumably Utility and
Access Easement).
Department: Light & Power Issue Contact: Doug Martine
Topic: Electric Utility
Number: 1 Created: 8/ 15/2007
[8/ 15/07] If the electric service is to be 3 phase, the transformer location
shown on the utility plan will need to be changed. Three phase
transformers must be located within 10 feet of an all-weather surface
accessible to electric line trucks. The location shown is acceptable if the
electric service is single phase. The developer will need to coordinate power
requirements and complete a Commercial Service (C-1) form. This form is
available from Light & Power Engineering at 221-6700.

[8/24/07] Please do not show the existing trees on the Site Plan. Existing
trees to be removed and existing trees to remain and be protected must be
shown on the Landscape Plan.
Number: 25 Created: 8 / 24 / 2007
[8/24/07] In an appropriate location in the Statement of Planning
objectives, please add a brief discussion about how the applicant/developer
sees the exception to the "build -to" line requirement, per Section
3.5.3(B)(2)(d)1, being met with the proposed Pedestrian Plazas.
Department: Engineering Issue Contact: Marc Virata
Topic: General
Number: 3 Created: 8 / 21 / 2007
[8/21/071 The curb return radius for the driveway out to Rule Drive
appears to be close to 30'. LCUASS Table 8-2 shows that a 15' radius is
required. The larger radii could perhaps be supported as part of a variance
request provided information is shown (such as turning template
movements for large vehicles) that would warrant the increase.
Number: 9 Created: 8 / 22 / 2007
[8/22/071 The Larimer County Urban Area Street Standards has been
updated as of 4/ 1/07. The construction drawing details will need to be
updated accordingly. Among the notable changes is that high volume
driveways require the installation of truncated domes. Please update all
LCUASS details to the current standards.
Number: 10 Created: 8 / 22 / 2007
[8/22/07] Please add this sentence to the end of General Note #42 on sheet
2 of the construction drawings: "The limits of the repairs will be identified in
the field by the City Engineering Inspector prior to and over the course of
the project and will not be shown on the plans."
Number: 11 Created: 8 / 22 / 2007
[8/22/07] The sidewalk along Rule Drive should be 5' in width detached
from the curb and gutter, not 4.5' and not attached around the cul-de-sac
bulb. This is in keeping with our commercial local street cross section of a
5' sidewalk and also matches the sidewalk width and detachment around
the cul-de-sac bulb done with the Sterling House project to the north. The
response letter indicated the use of a connector local cross-section, I'm of
the view that the commercial local cross-section is more of what the road is
built to and functions as, given the uses.

Staff has reviewed your submittal for COLLINWOOD NORTH, MAJOR
AMENDMENT - TYPE 2, and we offer the following comments:
ISSUES:
Department: Current Planning Issue Contact: Steve Olt
Topic: General
Number: 19 Created: 8/24/2007
[8/24/071 Rick Lee of the Building Department is forwarding a copy of the
Codes and Standards that will apply to this development. Also, please
schedule the Required Pre -submittal Code Review Meeting.
Number: 21 Created: 8/24/2007
[8/24/07] Bonnie Ham of the U.S. Postal Service indicated that the
developer must provide mail receptacles for all potential tenants at an
agreed upon location.
Topic: Landscape plan
Number: 20 Created: 8/24/2007
[8/24/071 Tim Buchanan, the City Forester, has indicated that there are 2
species of trees being used on the Landscape Plan that are not adapted to
the soils in the Fort Collins area. They are the Northern Red Oak and
Swamp White Oak. He is suggesting that the applicant use Burr Oak and
Chinkapin Oak as substitutions.
Number: 24
Created: 8/24/2007
[8/24/07] The trees along South Lemay;Avenue are definitely sufficient to
satisfy the street tree requirement. It looks like the trees along Rule Drive
are OK, also. Therefore, the proposed 4 new deciduous trees in the parkway
along Rule Drive near the intersection with south Lemay Avenue are the
only new trees needed to satisfy the street tree requirement.
Topic: Site Plan

[8/24/071 Under the LAND USE DATA it shows Max. Building Height
Permitted and Max. Building Height Proposed, with the numbers 3 and 1 to
the right. Assuming this to mean 3 Stories and 1 Story, please add this to
the data.
