I have reviewed this landscape plan and it does not comply with the standards marked below.
Landscape Plan Requirements
1.. The landscape plan shall contain a general note calling for the review and approval by the City
of Fort Collins of any required landscape irrigation system, prior to the issuance of a Building
Permit.
2. The landscape plan shall include the total area (in square feet) for each landscape category.
Landscape categories are distinguished by their water requirements and intended maintenance
level. Examples of possible categories include, but are not limited to, high water turfgrass, low
water turfgrass, low water planting beds, moderate water planting beds, and non -plant areas
(paved areas, etc.).
❑ 3. Mulches shall be used for planting beds. The mulch can be either organic or inorganic, and
shall be applied to a minimum depth of 3 inches. In order to. prevent large expanses of barren
mulch, there shall be a minimum plant cover of 50 percent within 5 years of planting. .

Street trees along Pavilion are labeled as Autumn Purple Ash which is not an approved
street tree. These need to be changed to Skyline Honeylocust or another species on the
approved city list. See comments on attached plant.
These plant notes should be added to the landscape plan.
The soil in all landscape areas, including parkways and medians, shall be
thoroughly loosened to a depth of not less than eight (8) inches and soil
amendment shall be thoroughly incorporated into the soil of all landscape areas to
a depth of a least six (6) inches by tilling, discing or other suitable method, at a
rate of at least three (3) cubic yards of soil amendment per one thousand (1,000)
square feet of landscape area.
A permit must be obtained from the City Forester before any trees or shrubs as
noted on this plan are planted, pruned or removed on the public right-of-way.
This includes zones between the sidewalk and curb, medians and other city
property. This permit shall approve the location and species to be planted.
Failure to obtain this permit may result in replacing or relocating trees and a hold
on certificate of occupancy.
The developer shall contact the City Forester to inspect all street tree plantings at
the completion of each phase of the development. All tres need to have been
installed as shown on the landscape plan. Approval of street tree planting is
required before final approval of each phase. Failure to obtain approval by the
City Forester for street trees in a phase shall result in a hold on certificate of
occupancy for future phases of the development.
Swamp White Oak is used on this project as a landscape tree. This species does not
survive in Fort Collins soils. Chinkapin Oak Quercus muehlenbergii looks similar to
Swamp White Oak. This species or another adapted species should be substituted for
Swamp White Oak.

the plans with this development proposal are in a condition to be able
to be scheduled for a Planning & Zoning Board public hearing.

Board agenda. However, several departments need to see some revised
plans prior to the hearing. Please contact City staff directly for information
on what they need and by when to enable the item to stay on the agenda
(see comment #81, page 4, of this comment letter). Be sure and return all
red -lined plans when you re -submit documentation.

systems in the parking area that will have better access for maintenance

Townhomes HOA to build this wall.

Fire hydrants, where required, must be the type approved by the water
district having jurisdiction and the Fire Department. Hydrant spacing and
water flow must meet minimum requirements based on type of occupancy.
Minimum flow and spacing requirements include: Commercial, 1,500 gpm
at 20 psi residual pressure, spaced not further than 300 feet to the building,
on 600-foot centers thereafter; residential within Urban Growth Area, 1,000
gpm at 20 psi residual pressure, spaced not further than 400 feet to the
building, on 800-foot centers thereafter; residential outside Urban Growth
Area, 500 gpm at 20 psi residual pressure, spaced not further than 400 feet
to the building, on 800-foot centers thereafter.
These requirements may be modified if buildings are equipped with
automatic fire sprinkler systems.

#3, and another on JFK Pkwy., at Pavilion Lane. The developer needs to
survey the location of these lights, show them on the Landscape Plan.
Street tree locations then need to be adjusted to provide a minimum of 40 ft.
clearance between the lights and the trees (15 ft. if the tree is an ornamental
type) .

available locations for electric transformers appear to be quite limited, so

[12/ 18/07] REQUIRED ACCESS: We prefer not to have a blanket
Emergency Access Easement (EAE). We can discuss the EAE over Tract A of
the plat, but we normally prefer to designate only the drive aisles as an
EAE. A fire lane shall be visible by painting and signage, and maintained
unobstructed at all times. A fire lane plan shall be submitted for approval
prior to installation. In addition to the design criteria already contained in
relevant standards and policies, any new fire lane must meet the following
general requirements:

information with other documents. The grading contours can be removed
and the landscape information can be removed, which conflicts with the
landscape information shown on the Landscape Plan.

[12/21/07] In checking with Engineering Inspection on two issues brought
up at staff review regarding the construction of the extension of Pavilion
Lane, the following was noted:
- On the driveway not being constructed for the ditch company access,
this is being looked at further to recount past history between the
inspector and the contractor. There is reason to believe that the ditch
company was consulted and had no objection to the lack of a driveway,
though if this is not the case, the inspector will have the contractor for
Goodwill perform this work.
On the termination of the access ramp, the design and construction
was agreed to by the inspector and the contractor, not knowing whether
the extension of the sidewalk would take place at any point. The
development should reconstruct the access ramp as needed to continue
it to the east.

[12/ 18/07] The existing 20' slope easement proposed to be vacated with
this plat is of potential concern at the ditch crossing. Not knowing the
grading in this area I'd prefer that this portion of the slope easement remain
(and doesn't appear to adversely affect the development) around the culvert
structure.

[12/ 18/07] Tract A is indicated as being dedicated as various easements for
the benefit of Lots 1 through 4. If this is intended then to not be dedicated
to the City, then the Certificate of Dedication language should specifically
state the exemption of Tract A as being dedicated to the City to avoid
confusion. This would be of concern though as the emergency access,
drainage, and utility easement uses should be dedicated to the City for the
public use and not solely to Lots 1 through 4. Overall, I'd prefer that Tract
A note be amended to read similar to as follows: "With this Plat Tract A is

north boundary of the site and its location adjacent to the property line. It
would appear to be difficult to have this wall constructed without
permission from the property owner to the north. A letter of intent should

demonstrated) not to encroach offsite.

ideally be moved to the adjacent stall with this parking stall removed. (See
next comment regarding the design of the stall.)

not appear to be sufficient in width (12' instead of 131, while the
construction plan drawings show this parking stall to be a standard stall at
Win width. The horizontal control information does not appear to match.

a. Generally, this is a very good set of development plans. They are
substantially complete.
Environmental Planner/Dana Leavitt
a. The required buffer line for the Larimer County Canal No. 2 ditch along
the west side of the property must be clearly shown on all plans. The
buffer line must be a minimum of 30' from the "top of bank", which is
reduced from the normally required 50'.
b. The proposed fence as shown along the west property line is not
consistent with the purpose of the wildlife corridor. If a fence is to be
installed in this location it should be something like an open, 3-rail
fence. One is not required.
c. The proposed landscaping along the west property line is insufficient to
mitigate the allowable reduced buffer distance. Also, native plants must
be used in this area.
d. A schedule of lighting fixture types is needed on the Site Lighting Plan,
or another plan added to include this information. Technically, a
Photometric Plan showing spot lighting levels is normally provided.
e. There appears to be a potential safety issue with the detention pond -
public sidewalk relationship at the southeast corner of the site,
adjacent to the 2 streets.
Engineering/Marc Virata
a. Please remove the reference to PDP from the plans. PDP really refers to
a particular phase in the City's development review process.
b. Pavilion Lane, being the adjacent street, may be confusing as the
project name. Possibly "The Plaza at Pavilion Lane", or something like
that, would be a better name.
