It is suggested that the 0.05 Acre-feet of detention be provided by seeking a variance to the ponding depth in the parking lot if possible. This variance would be approved as long as ponding does not exceed 18 inches at any point. If not please consider the use of underground detention systems in the parking area that will have better access for maintenance purposes. R Thank you for the parking lot depth allowance. We were able to provide the volumes required and have eliminated the box culvert. We have added a variance request section to the Drainage Report and we have noted this variance request on Sheet 2 of the Final Utility Plans (Larimer County Urban Area Street Standards Notes). This will help for maintenance access and for visual esthetics. Clearly designate pond overflow elevation and compare to proposed building minimum opening elevations. R A maintenance access has been added. Due to volume requirements, a tiered stepped wall has not been provided for the entire perimeter. Please note that the Goodwill detention pond retaining wall was not tiered and maintenance access was not provided. The retaining wall shown along the north property line is right on the property line. A construction easement may be needed from the Parkway Townhomes HOA to build this wall. Please clarify the grading at the west end of the south entrance, what elevation will the storm line be at? If possible provide an inlet at that location rather then just a flared end section. A fire lane shall be visible by painting and signage, and maintained unobstructed at all times. A fire lane plan shall be submitted for approval prior to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: ❑ Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of supporting fire apparatus weights. Department: Light & Power Issue Contact: Doug Martine Topic: Landscape plan Number: 2 Created: 12 / 6/ 2007 [12/6/07] There is an existing streetlight on Pavilion Lane., near building #3, and another on JFK Pkwy., at Pavilion Lane. The developer needs to survey the location of these lights, show them on the Landscape Plan. Street tree locations then need to be adjusted to provide a minimum of 40 ft. clearance between the lights and the trees (15 ft. if the tree is an ornamental type). R Existing street lights are now noted on the Site Plan, the Landscape Plan and the Final Utility Plans. Existing street lights were originally identified on the Alta Survey provided by Nolte Associates. The Landscape Plan has been revised to maintain a minimum of forty feet (40') between the existing street lights and proposed street trees. There is reason to believe that the ditch company was consulted and had no objection to the lack of a driveway, though if this is not the case, the inspector will have the contractor for Goodwill perform this work. R Acknowledged. - On the termination of the access ramp, the design and construction was agreed to by the inspector and the contractor, not knowing whether the extension of the sidewalk would take place at any point. The development should reconstruct the access ramp as needed to continue it to the east. R Acknowledged. Topic: Plat Number: 48 Created: 12/ 18/2007 [12/18/071 The existing 20' slope easement proposed to be vacated with this plat is of potential concern at the ditch crossing. Not knowing the grading in this area I'd prefer that this portion of the slope easement remain (and doesn't appear to adversely affect the development) around the culvert structure. R Acknowledged. This portion of the slope easement will remain. The plat has been revised to remove reference to vacating this easement. Number: 49 Created: 12 / 18/ 2007 [12/ 18/07] Tract A is indicated as being dedicated as various easements for the benefit of Lots 1 through 4. If this is intended then to not be dedicated to the City, then the Certificate of Dedication language should specifically state the exemption of Tract A as being dedicated to the City to avoid confusion. This would be of concern though as the emergency access, drainage, and utility easement uses should be dedicated to the City for the public use and not solely to Lots 1 through 4. Overall, I'd prefer that Tract A note be amended to read similar to as follows: "With this Plat Tract A is hereby dedicated to the City as an emergency access, drainage and utility easement and also hereby dedicates a shared access easement for the benefit of Lots 1 through 4. Maintenance and ownership of Tract A shall be the responsibility of Lots 1 through 4." R Acknowledged. Revised note has been added to plat. It would appear to be difficult to have this wall constructed without permission from the property owner to the north. A letter of intent should be provided from the owner to the north or the design should be revised (or demonstrated) not to encroach offsite. Topic: General Number: 37 Created: 12/ 18/ 2007 [12/ 18/07] Please remove PDP from all the document titles. The naming of the project as "Pavilion Lane" would be awkward with sharing the same title as the street. Pavilion Place (as apparently titled in our comment sheets) or some other title would be preferred. R The project name has been changed to "The Plaza at Pavilion Lane". All documents have been revised. Number: 38 Created: 12/ 18/2007 [12/18/07] Per the Development Review Engineering Manager's review of the Transportation Development Review Fee submittal, an additional $7,957.50 in fees is required. R Acknowledged. Number: 39 Created: 12/ 18/2007 [12/18/07] Figure 19-6 of LCUASS specifies parking stall setback requirements from public streets. The commercial local street classification of Pavilion Lane combined with the 1580 daily trips specifies a parking stall setback of 50' when 30' is provided. The handicap parking stall should ideally be moved to the adjacent stall with this parking stall removed. (See next comment regarding the design of the stall.) R Acknowledged.
