Board agenda. However, several departments need to see some revised
plans prior to the hearing. Please contact City staff directly for information
on what they need and by when to enable the item to stay on the agenda
(see comment #81, page 4, of this comment letter). Be sure and return all
red -lined plans when you re -submit documentation.

with ASTM C-443 standards.

detention. It is suggested that the 0.05 Acre-feet of detention be provided by
seeking a variance to the ponding depth in the parking lot if possible. This
variance would be approved as long as ponding does not exceed 18 inches
at any point. If not please consider the use of underground detention
systems in the parking area that will have better access for maintenance
purposes.

volumes required and have eliminated the box culvert. We have added a variance
request section to the Drainage Report and we have noted this variance request on
Sheet 2 of the Final Utility Plans (Larimer County Urban Area Street Standards

the detention pond. This will help for maintenance access and for visual
esthetics. Clearly designate pond overflow elevation and compare to
proposed building minimum opening elevations.

stepped wall has not been provided for the entire perimeter. Please note that the
Goodwill detention pond retaining wall was not tiered and maintenance access
was not provided.
The retaining wall shown along the north property line is right on the
property line. A construction easement may be needed from the Parkway
Townhomes HOA to build this wall.
Please clarify the grading at the west end of the south entrance, what
elevation will the storm line be at? If possible provide an inlet at that
location rather then just a flared end section.

construction easement is not being provided. A fence will be installed along the
north boundary at the request of the Parkway Townhomes P.U.D. home owners.

Emergency Access Easement (EAE). We can discuss the EAE over Tract A of
the plat, but we normally prefer to designate only the drive aisles as an
EAE. A fire lane shall be visible by painting and signage, and maintained
unobstructed at all times. A fire lane plan shall be submitted for approval
prior to installation. In addition to the design criteria already contained in
relevant standards and policies, any new fire lane must meet the following
general requirements:
❑ Be designed as a flat, hard, all-weather driving surface (asphalt or
concrete) capable of supporting fire apparatus weights. Compacted road
base shall be used only for temporary fire lanes or at construction sites.
❑ Have appropriate maintenance agreements that are legally binding and
enforceable.
❑ Be designated on the plat as an Emergency Access Easement.
❑ Maintain the required minimum width of 20 feet throughout the length
of the fire lane.

[12/6/07] There is an existing streetlight on Pavilion Lane., near building
#3, and another on JFK Pkwy., at Pavilion Lane. The developer needs to
survey the location of these lights, show them on the Landscape Plan. Street
tree locations then need to be adjusted to provide a minimum of 40 ft.
clearance between the lights and the trees (15 ft. if the tree is an ornamental
type).
R Existing street lights are now noted on the Site Plan, the Landscape Plan and the
Final Utility Plans. Existing street lights were originally identified on the Alta
Survey provided by Nolte Associates. The Landscape Plan has been revised to
maintain a minimum of forty feet (40') between the existing street lights and

[12/21/07] In checking with Engineering Inspection on two issues brought
up at staff review regarding the construction of the extension of Pavilion
Lane, the following was noted:
- On the driveway not being constructed for the ditch company access,
this is being looked at further to recount past history between the inspector
and the contractor. There is reason to believe that the ditch company was
consulted and had no objection to the lack of a driveway, though if this is
not the case, the inspector will have the contractor for Goodwill perform this
work.

- On the termination of the access ramp, the design and construction
was agreed to by the inspector and the contractor, not knowing whether the
extension of the sidewalk would take place at any point. The development
should reconstruct the access ramp as needed to continue it to the east.

[12/18/071 The existing 20' slope easement proposed to be vacated with
this plat is of potential concern at the ditch crossing. Not knowing the
grading in this area I'd prefer that this portion of the slope easement remain
(and doesn't appear to adversely affect the development) around the culvert
structure.

revised to remove reference to vacating this easement.

confusion. This would be of concern though as the emergency access,
drainage, and utility easement uses should be dedicated to the City for the
public use and not solely to Lots 1 through 4. Overall, I'd prefer that Tract
A note be amended to read similar to as follows: "With this Plat Tract A is
hereby dedicated to the City as an emergency access, drainage and utility
easement and also hereby dedicates a shared access easement for the
benefit of Lots 1 through 4. Maintenance and ownership of Tract A shall be
the responsibility of Lots 1 through 4."

the northwest of the entry into the site may have to be eliminated because
they do not meet the 50' setback distance requirement from the street
