looks excellent.)
Fire hydrants, where required, must be the type approved by the water
district having jurisdiction and the Fire Department. Hydrant spacing
and water flow must meet minimum requirements based on type of
occupancy. Minimum flow and spacing requirements include: Commercial,
1,500 gpm at 20 psi residual pressure, spaced not further than 300 feet
to the building, on 600-foot centers thereafter; residential within
Urban Growth Area, 1,000 gpm at 20 psi residual pressure, spaced not
further than 400 feet to the building, on 800-foot centers thereafter;
residential outside Urban Growth Area, 500 gpm at 20 psi residual
pressure, spaced not further than 400 feet to the building, on 800-foot
centers thereafter.
These requirements may be modified if buildings are equipped with
automatic fire sprinkler systems.

Because the buildings are equipped with automatic fire sprinklers, we will not require a second access
point. I'm not even sure if the farthest point behind the hotel, from the drive cut, exceeds 660 feet.
Additionally, there are two fire hydrants located to the north of Pavilion Lane, in the middle of the site, and
the 660-foot requirement is technically a water -supply issue, not an access issue.

At P & Z work session today the P & Z Board members wanted assurance
that PFA is OK with the proposed single point of vehicular access to the
site from Pavilion Lane. The following are your comments from the Staff
comment letter dated 12/21/07 that was sent to the applicant/developer:

[12/18/07] REQUIRED ACCESS: We prefer not to have a blanket Emergency
Access Easement (EAE). We can discuss the EAE over Tract A of the plat,
but we normally prefer to designate only the drive aisles as an EAE. A
fire lane shall be visible by painting and signage, and maintained
unobstructed at all times. A fire lane plan shall be submitted for
approval prior to installation. In addition to the design criteria
already contained in relevant standards and policies, any new fire lane
must meet the following general requirements:
O Be designed as a flat, hard, all-weather driving surface
(asphalt or concrete) capable of supporting fire apparatus weights.
Compacted road base shall be used only for temporary fire lanes or at
construction sites.
0 Have appropriate maintenance agreements that are legally binding
and enforceable.
0 Be designated on the plat as an Emergency Access Easement.

At your work session last Friday, January 11 th, a question was asked about whether or not the proposed
single point of vehicular access to the project from Pavilion Lane was acceptable to the Poudre Fire
Authority. Please see Carie Dann's response to the question, attached.
Since the hotel building is to be sprinklered, and because of hydrant locations on the site, PFA does not
require a second point of vehicular access to this project. Also, regarding Carie's uncertainty about the
distance from the single point of access to the furthest point on the back of the hotel building, the distance
is 450 feet in one direction and about 630 feet in the other direction. Both are less than the maximum
allowable distance of 660 feet from a single point of access.
Hopefully this information is sufficient to belay any concerns about emergency access to the hotel in the
Plaza @ Pavilion Lane PDP. Please let me know if there is anything else you need.
