I have reviewed this landscape plan and it does not comply with the standards marked below.
Landscape Plan Requirements
1.. The landscape plan shall contain a general note calling for the review and approval by the City
of Fort Collins of any required landscape irrigation system, prior to the issuance of a Building
Permit.
❑ 2. The landscape plan shall include the total area (in square feet) for each landscape category.
Landscape categories are distinguished by their water requirements and intended maintenance
level. Examples of possible categories include, but are not limited to, high water turfgrass, low
water turfgrass, low water planting beds, moderate water planting beds, and non -plant areas
(paved areas, etc.).
❑ 3. Mulches shall be used for planting beds. The mulch can be either organic or inorganic, and
shall be applied to a minimum depth of 3 inches. In order to prevent large expanses of barren
mulch, there shall be a minimum plant cover of 50 percent within 5 years of planting.

Re: Pavilion Place PDP
Street trees along Pavilion are labeled as Autumn Purple Ash which is not an approved
street tree. These need to be changed to Skyline Honeylocust or another species on the
approved city list. See comments on attached plant.
These plant notes should be added to the landscape plan.
• The soil in all landscape areas, including parkways and medians, shall be
thoroughly loosened to a depth of not less than eight (8) inches and soil
amendment shall be thoroughly incorporated into the soil of all landscape areas to
a depth of a least six (6) inches by tilling, discing or other suitable method, at a
rate of at least three (3) cubic yards of soil amendment per one thousand (1,000)
square feet of landscape area.
• A permit must be obtained from the City Forester before any trees or shrubs as
noted on this plan are planted, pruned or removed on the public right-of-way.
This includes zones between the sidewalk and curb, medians and other city
property. This permit shall approve the location and species to be planted.
Failure to obtain this permit may result in replacing or relocating trees and a hold
on certificate of occupancy.
• The developer shall contact the City Forester to inspect all street tree plantings at
the completion of each phase of the development. All tres need to have been
installed as shown on the landscape plan. Approval of street tree planting is
required before final approval of each phase. Failure to obtain approval by the
City Forester for street trees in a phase shall result in a hold on certificate of
occupancy for future phases of the development.
Swamp White Oak is used on this project as a landscape tree. This species does not
survive in Fort Collins soils. Chinkapin Oak Quercus muehlenbergii looks similar to
Swamp White Oak. This species or another adapted species should be substituted for
Swamp White Oak.

looks pretty much the same for most of the colors on the key as well as the
elevation drawings themselves. Please note the colors on the elevations with
the corresponding color code.
After discussion at staff review on March 5th it was determined that the
plans with this first round of Final Plan review are in a condition that
does require a second round of review. The number of copies of the items
being requested is set forth on the Revision Routing Sheet attached to this
comment letter. Be sure and return all red -lined plans when you re -submit
documentation.

These transformers are approx. 7 ft. x 5 ft., plus 3 ft. of additional clearance
on 3 sides and 8 ft. on the front side.

each building, locations for electric transformers, and the electric
development charges with Light & Power Engineering (221-6700). The
available locations for electric transformers appear to be quite limited, so
prompt contact with Light & Power is encouraged.

pavement on the parking lot and extend out to the maximum of 50' north
and south of the parking lot.

eliminate the reference to CDOT and their use of truncated dome bricks.
The City does not allow the use of truncated dome bricks and requires
either "Cast in Tact" (concrete) or truncated dome warning detection made
out of cast iron (East Jordan Iron Works' 7005 series plates are an
example).
[ 1 / 15/ 08] Please have the access ramp on west side of the drive aisle be
revised to appear as the access ramp on the east side of the drive aisle.
[12/ 18/07] On the plan view of the construction drawings please show the
indication of truncated dome detectable warnings on either side of the
driveway out to Pavilion Lane just to sure it isn't assumed that scoring lines
are needed (realizing that the truncated dome warnings are accurately
reflected on the detail sheets).

1. Swamp White Oak does not survive in Fort Collins soils. Change these 2

Collins. Change to Skyline Honeylocust or another approved Street Tree
(see attached Street Tree List).
3. See Tim's comments (attached to the comment letter) for plant notes

[3/7/08] The following Landscape Assurance note must be added to Sheet
LS-3 of the Landscape Plans:
All landscaping (in each phase, if phased) shall either be installed or the
installation shall be secured with a letter of credit, escrow or
performance bond for one hundred twenty-five (125) percent of the
value of the plant materials and installation prior to the issuance of a
certificate of occupancy for any building (in a phase).

4. No rock in the buffer area. It should be as natural, organic as possible.
Stormwater (Basil Hamdan)
1. No pan is necessary in the detention pond if it is wetland -like. A pan is
required if it has a manicured treatment (irrigated landscape).
2. There are line / text issues on the grading plan. Basil wants to see this
plan before a mylar is submitted. Other than that, Stormwater is ready
for mylars.
Engineering (Sheri Langenberger, for Marc Virata)
1. CDOT dome brick reference note needs to be removed or revised per the
comment letter.
2. A Signing / Striping Plan needs to be added to the plan set.
Light & Power (Rob Irish)
1. Contact Doug Martine to coordinate transformer locations.
2. C-1 Forms must be filled out.
3. The applicant may request a utility coordination meeting.
Water / Wastewater (Basil Hamdan, for Roger Buffington)
1. Is there alternate sewer service for the long building? Investigate shorter
services with less depth.
2. Show an irrigation tap for landscaping.
General comments
1. The land transfer is scheduled for April 17th. Can the DCP be
scheduled prior to mylars?
2. A variance request may be needed for the Striping Plan. Ward Stanford
and Marc Virata will make this determination.
3. On the Plat, the Attorney's Certification proves ownership. No title
certification is required.
4. There will be work needed in the ditch right-of-way. The ditch company
must be added to the signature blocks.
