Please provide a minimum of 10 feet of clearance from building. The storm line has been moved to the south to provide 10 feet of clearance from the building. The outfall storm sewer from the detention pond is partially located in the parkway strip, check with Electric utilities for potential conflict. Per conversation with Doug Martine of Fort Collins Light & Power, he has seen the locations of the storm lines and manholes and has no issues with the current layout See his Comment Number 87 above. Avoid crossing lines in roundabout, if possible. Because utility manholes are prohibited in the center islands of roundabouts, crossing utility lines at this intersection are unavoidable. The crossing storm lines are at sufficiently different elevations to avoid conflicts. Pond outfall storm line is about 20 feet deep, how will construction of this line be done, and has an overburden analysis been done? Please provide one. A 20' deep installation, while not simple as one at 8' deep can be done safely and is the responsibility of the construction contractor. It is the desire of both the City, the design engineer and the owner to outfall storm water to the master planned 247cfs conveyance. In addition there is a 55 cfs spill that occurs in the existing condition from the Larimer and Weld Canal north of this property, the grading should be adjusted so that this existing spill can be conveyed safely across this site without causing any flooding of proposed uses within this site. An easement has been provided on the east edge of the site for the master planned 247 cfs conveyance. The design was originally planned to be a large mini -roundabout Now that the determination has been made that this roundabout shall be designed as a modem roundabout, an engineer has been contracted that meets the experience requirement by with the City. The roundabout is now entirely in concrete, with a truck apron on the center island. Pedestrian refuge areas are now 7' wide, and a minimum of 25' from the yield line. Bike ramps are optional but have been included in the revised plans. You may also pave beyond the splitter island to allow vehicles to tum around. The previous plans were missing a note indicating a 2' curb cut in the southeast corner of the parking lot. This provides for surface drainage into Pond 10. The off -site sanitary sewer connection as shown by the engineer will need to be revised as the size of this development and other anticipated future development (based on land use planning per the Mountain Vista Subarea Plan) will require a sanitary sewer of larger diameter than the existing line being connected to. Other development to the south of Vine Drive is being planned with an off -site sanitary sewer of adequate capacity to accept flow from this project and the area in general. DMW (the project engineer) has been contacted and put in touch with the engineer responsible for the off -site sanitary sewer being planned to the south. We continue to work closely with Randy at Boxelder. Randy will be finalizing the capacity requirements for the offshe load and has provided us with initial capacity requirements we have used for this submittal. 2. The District will work with the engineer on the off -site sewer design but will be unable to meet the Nov. 7 deadline for submitting comments. The District has more than adequate treatment plant capacity to serve the property referenced above. Any written agreements required to complete sanitary sewer connections to the property will be completed subsequent to the land approval process. Thanks. Number. • 134 1Created: 11/7/2007 [11/7/07] As I mentioned at the staff review meeting, you may want to consider adding loading area(s) if this campus will have a shuttle service for residents to doctors appointments, activities, etc. This is not a requirement, but most long term care facilities feature this service since many of the residents are in wheelchairs. It would be helpful to have a convenient and potentially even covered loading area since often times it takes a while to load residents on the shuttles. We've opted not to include loading areas for shuttle services in the current plans. Page 3 Fort Collins Planning has had years of experience dealing with the Larimer & Weld system facilities, so I think you are very familiar with how we operate and work together, both with planning staff and the developer. The current plans show an ELCO waterline crossing the ditch. We have reviewed this crossing with both ELCO and the ditch company. We have confirmation that even though the existing ditch crossing agreement is fairly old it will suffice for the requested crossing. The design shown does meet the requirements of this agreement. This, of course, is very difficult to look at prospectively until we have an idea of what type of crossing, its configuration, the number of crossings within an area of the ditch, as well as other factors that are relative to safety, ditch maintenance and operation. In this light, in response to the developer's request for a "Letter of Intent' relative to ditch crossings, I can only say that we have no idea what we will intend to do or not intend to do. If any crossings of our ditch are requested, we will consider them in light of the usual criteria, including safety, maintenance, operation, and other factors involving the coexistence of the irrigation ditch and surrounding urbanized development. We will then develop the criteria and specification that may be demanded for any particular crossing or other involvement with the irrigation ditch. Page 1
