Fort Collins, CO 80525 Re: Electric Service to the proposed Thorland Annexation No. 1 and No. 2 Dear Miles and Jennifer Thorland, The City of Fort Collins Utilities has received copies of the proposed Thorland Annexation No. I and Thorland Annexation No. 2 from the City's Current Planning Department. Fort Collins Utilities will assume responsibility for providing the electric service following annexation. In most cases, the transfer of electric service territory will take place within one year of annexation. Poudre Valley Rural Electric Association (PVREA) currently provides electric service to this area. To compensate PVREA for the loss of territory, Colorado State statute requires a payment of service rights fees to PVREA. The fee is equal to 25% of the City's revenue for electric service for all customers within the annexation at the time the territory is transferred to Fort Collins Utilities. A 5% service rights fee is applicable to new customers added within the annexation boundaries after the transfer of the service territory. All service rights fees terminate ten years after the electric customers and facilities are transferred to the City. It is important you know that service rights fees will apply to this annexation because the fees are collected from annexed customers through the City's monthly electric rates. However, the City's electric rates are among the lowest in the State and will help mitigate the impact of the service rights fee. Collins CO 80522 RE: Thorland No. 1 & 2 Annexation Dear Mr. Olt, This letter acknowledges receipt of the petition for the above proposed annexation to the City of Fort Collins. This week, staff from the Larimer County Planning, Engineering and Health Departments met to review these materials. It is Larimer County Engineering's expectation that as part of the annexation, the entire right of way of any Larimer County roads adjacent to the property will also be annexed. If the annexation is approved and the project moves forward, Larimer County Engineering would recommend that a traffic impact study and drainage report be required. County Engineering would appreciate the opportunity to review these reports as to the impacts the development will have on the transportation and drainage facilities in the unincorporated portions of the County. County Engineering requests that any County transportation or drainage facilities that are not adequate to handle the additional development be made adequate.
