Request: An amended plat of Lot I of the Blehm Subdivision to modify a plat note prohibiting the
construction of dwelling units north of the existing irrigation lateral. If approved the Findings and
Resolution by the Board of County Commissioners would serve as the documentation of this action.
Location: SW ''14 of Section 5, Township 6 North, Range 68 West; specifically the property is situated on
the north side of Kechter Road, approximately ''A mile east of Timberline Road.

Development Services Team Recommendation: Approval of the Amended Plat for Lot I of the Blehm
Subdivision, by Findings and Resolution, to eliminate the Plat note restricting the location of residential uses
for Lot I of the Blehm Subdivision subject to the following condition(s) and authorization for the chairman
to sign the Findings and Resolution when presented for signature:
I. No further residential development shall occur on Lot I until a subdivision application is approved. Said
approval shall require the installation and use of public sewer facilities.

Re: Electric Service to the proposed Thorland Annexation No. 1 and No. 2
Dear Miles and Jennifer Thorland,
The City of Fort Collins Utilities has received copies of the proposed Thorland Annexation No. I and
Thorland Annexation No. 2 from the City's Current Planning Department. Fort Collins Utilities will
assume responsibility for providing the electric service following annexation. In most cases, the transfer
of electric service territory will take place within one year of annexation.
Poudre Valley Rural Electric Association (PVREA) currently provides electric service to this area. To
compensate PVREA for the loss of territory, Colorado State statute requires a payment of service rights
fees to PVREA. The fee is equal to 25% of the City's revenue for electric service for all customers within
the annexation at the time the territory is transferred to Fort Collins Utilities. A 5% service rights fee is
applicable to new customers added within the annexation boundaries after the transfer of the service
territory. All service rights fees terminate ten years after the electric customers and facilities are
transferred to the City.
It is important you know that service rights fees will apply to this annexation because the fees are
collected from annexed customers through the City's monthly electric rates. However, the City's electric
rates are among the lowest in the State and will help mitigate the impact of the service rights fee.

An easement will be required to install utilities for the proposed new development to the
north. Electric, cable and phone can be installed in a joint trench. Electric and gas normally
requires a 3' separation from other utilities and water and sewer normally require a 10'
separation.

provide water service to the property. The District has no objection or further comment at
this time.

[11/29/07] Ellen Switzer of Light & Power indicated that this proposed annexation is within
Poudre Valley REA (PVREA) electric service territory. Following annexation, the area will
be served by City of Fort Collins. Service rights fees will apply to all new and existing
electric services for 10 years following transfer of electric services from PVREA. Please see
the attached letter from Ellen.

[11/29/07] Dan Kunis, the GIS Specialist for the Larimer County Planning Department,
offered the following comments:
a. The week of November 21, 2007, staff from the Larimer County Planning, Engineering,
and Health Departments met to review the annexation materials for the Thorland No. 1
& 2 Annexations.
b. The entire right-of-way of any Larimer County roads (in this case Kechter Road)
adjacent to the property will also be annexed.
C. If the annexation is approved and a project moves forward, Larimer County
Engineering would recommend that a traffic impact study and drainage report be
required. County Engineering would appreciate the opportunity to review these report
as to the impacts the development will have on the transportation and drainage facilities
in the unincorporated portions of the County. County Engineering requests that any
County transportation or drainage facilities that are not adequate to handle the
additional development be made adequate.
