Answer: (Applicant) We are still working that out with the City.

College Avenue, especially since it is primarily a non -auto -
related project. However, the scale and quality of the
architecture is important.

include "green building" concepts?
Answer: (Applicant) We can certainly consider that.
36. Comment: (Speaker Unknown) The drainage siphon north of the New
Mercer Ditch goes south and daylights near the Perez

37. Question: (Resident) Is the Bohemian Foundation arts center close to
this site?
Answer: (Applicant) No, not really.
38. Comment: (Resident) I really want to see a good sit-down restaurant in
this shopping center.
Response: (Applicant) Yes, we want to include at least one in the center.

this new shopping center?

25. Question: (Resident) Will you be adding sidewalks to both sides of
North College Avenue along the west side of this shopping
center?
Answer: (Applicant) Yes, on the east side of North College Avenue for
sure. Where on the west side is to be determined.
26. Question: (Resident) Will bicycle lanes be added on North College
Avenue?
Answer: (Applicant) One already exists on the west side and we will
add one on the east side.
27. Question: (Resident) Could there be a theater in this shopping center?
Answer: (Applicant) No, a theater does not work with the
supermarket, nor is there enough room.
28.. Comment: (Resident) There appears to be too many, or approaching too
many, grocery stores in fort Collins now. This King Soopers
will probably cause Albertson's to close.
Response: (Applicant) That is conjecture. Also, King Soopers considered
buying the Albertson's store but determined that it is too
small to fit their needs.
29. Question: (Resident) Is the roundabout proposed to be a double lane?
Answer: No, it will be a single lane roundabout.
30. Question: (Resident) Will the intersection at North College Avenue and
Willox Lane contain sidewalks and bicycle lanes?
Answer: (Applicant) Yes, it will.
31. Question: (Resident) Do you have a best estimate on when the King
Soopers Supermarket will open?
Answer: The plan is for June, 2010.

19. Question: (Resident) The applicant is asking for 2 uses on -site (drive-in
restaurants and gasoline station) that are not now permitted
in the CCN District. Where will these uses be in the shopping
center?
Answer: (Applicant) The applicant pointed to the projected locations
on the plan.
20. Comment: (Resident) There is a big difference between need and want. I
don't need or want this project. It would make this area look
very south Fort Collins. This is not the character we want on
North College Avenue. The project does not reflect the flavor
and character of this area. It does not fit and does not
contribute to the quality of life in north Fort Collins.

21. Comment: (Resident) This type of development does provide a quality
type of development needed in north Fort Collins.

22. Question: (Resident) Are there projections for how much traffic there
will be on Willox Lane over the next 2 years?
Answer: (Applicant) There will be about a 2% growth in traffic per
year.
23. Question: (Resident) Do you have any projections for potential City
annexation on West Willox Lane?
Answer: (City Planner) No, we don't, and the question is not really
germane to tonight's meeting.
24. Question: (Resident) Where will most of the King Soopers customers
come from?
Answer: (Applicant) Generally, within a 2 to 3 mile radius from the
store.

13. Question: (Resident) Will there be any stoplights at the entry or entries
from North College Avenue?
Answer: (Applicant) No, because the Colorado Department of
Transportation (CDOT) will not permit stoplights in this
location.
14. Comment: (Resident) The nucleus of the residential neighborhoods are
to the east and south. There is already lots of truck traffic
along Willox Lane through these neighborhoods.
Response: (Applicant) Willox Lane is now an arterial roadway and is
planned to extend east of Lemay Avenue in the future.
15. Comment: (Unclear as to who made comment) Actually, Conifer Street
is planned to extend east of Lemay Avenue, not Willox Lane.
Response: (Unclear as to who responded) Willox Lane is still a minor
arterial street.
16. Question: (Resident) What will be the impacts of improvements to
Willox Lane be on North College Motors?
Answer: (Applicant) We will have to take 5 feet along the south side of
that site for a right -turn lane and bicycle lane.
17. Question: (Resident) Taking part of this site out of the floodplain, is
that City or FEMA regulated?
Answer: (Applicant) to some extent, a combination of both.
18. Question: (Resident) What is preventing you from filling portions of the
wetlands and eliminating the mosquito breeding grounds?
Answer: (Applicant) Both the City, in their Land Use Code, and Corps
of Engineers have regulations against that..

7. Question: (Resident) This extra large supermarket right across from
Albertson's is going to put them out of business. Why does
this have to happen?
Answer: (Applicant) The large store is the nature of King Soopers'
business today. The idea of Albertson's going out of business
is only conjecture.
8. Question: (Owner of Country Club Corners Shopping Center)
representing the Albertson's shopping center, can you
coordinate the accesses with us?
Answer: (Applicant) Yes, definitely.
9. Comment: (Resident) We live in the Pheasant Ridge development to the
east and north and are most concerned about noise,
especially the 24 hour noise.
Response: (Applicant) That is a valid concern. King Soopers will control
the times of day for trucks to the site for deliveries.
10. Question: (Resident) How high are the screening walls along the east
side of the King Soopers store to screen the trucks?
Answer: (Applicant) They will be 14 feet high.
11. Comment: (Resident) I live close to where the trucks will be entering the
site along the east side of the King Soopers store. I am
concerned about the noise.
Response: (Applicant) As previously stated, King Soopers will control
truck deliveries and will do what they can to minimize the
noise.
12. Question: (Resident) Are any stillwater (assume means stormwater)
ponds being proposed in the green (wetlands) areas on the
plan? Will they hold water?
Answer: There are no ponds to be included. These will be vegetated
wetlands. There will be some detention (short term) for storm
water.

1. Question: (Resident) Would the proposed gas station be part of the
King Soopers operation?
Answer: (Applicant) Yes, it would be.
2. Question: (Owner of Country Club Corners Shopping Center) The
proposed roundabout on Willox Lane may impact our
Albertson's Supermarket shopping center access. Will we
continue to have full access?
Answer: (Applicant) Yes, you will.
3. Question: (Resident) Will there be any gateway into this development
for the residents up in the Country club area?
Answer: (Applicant) Yes, along Willox Lane.
4. Comment: (Resident) The landscaping appears to represent about a 30-
year growth. We will have to live with the maturing of the
plants for the rest of our lives.
Response: (Applicant) Our plan shows trees and shrubs at a 10-year
growth, as the City's Land Use Code requires.
5. Question: (Resident) Is•there any chance that there could be a bridge
across the ditch to allow for a pedestrian/bicycle trail from
the neighborhoods into the shopping center?
Answer: (Applicant) There are constraints such as the existing
wetlands along the ditch and homes, in some cases. We can
certainly look into the possibility, however.
6. Question: (Resident) How will you move all the `trucks for King Soopers
to the store?
Answer: (Applicant) They will use local, adjacent streets and drives.

PROJECT: North College Marketplace (King Soopers Shopping Center)

Current Planning
The applicant is proposing a (King Soopers) supermarket -anchored shopping
center, to be known as North College Marketplace, at the northeast corner of
North College Avenue and East Willox Lane. The developer is Loveland
Commercial, who has developed a Kings Soopers Center in Loveland, Colorado.
The potential development site is approximately 30 acres in size and the
supermarket building would be about 123,000 square feet in size. Total
building square footage in the center would be about 176,000 square feet
(including 8+/- smaller building pad sites). The primary access to the site will
be from North College Avenue and East Willox Lane. The property is in the CCN
- Community Commercial North College Zoning District. The applicant went
to the Planning & Zoning Board at their August 21, 2008 public hearing
with a request for "addition of permitted uses" to allow gasoline station
and drive-thru (restaurant) uses.on pad sites in the shopping center. They
currently are not permitted uses in the CCN District. This was also
discussed at the neighborhood meeting on August 7th and a letter of
notification for the Board public hearing was mailed to affected property
owners.
