Referral Response
Mail Service: Centralized delivery using of a minimum of 1 centralized box units
( Type III) is required. Revise plan to show the required CBU locations as approved
by the U.S. Postal Service. In all cases the CBUs must be located in the public right
of way or a designated easement.
Be advised the responsibility of purchase and maintaining the CBUs with the
concrete pads is that of the owner/developer/builder/HOA. Prior to occupancy within
the development approved mail receptacles will be in place. Delivery Agreement will
be in place prior to any delivery of mail.
It is preferable to locate the new box next to the existing one. I will be gone after
Dec. 31 so you may want to contact the Old Town Post Office at 472-4028 for
inquiries.

Several issues were expressed at the staff review meeting on December 17a' that require
another round of review before the project can be scheduled for a public hearing. Red -lined
plans from City departments are included with this comment letter. Additional comments and
red -lined plans may be forthcoming. This proposal is subject to the 90-day revision re -
submittal requirement (from the date of this comment letter, being December 22, 2008)
as set forth in. Section 2.2.11(A) of the Land Use Code. The number of copies of each
document to re -submit is shown on the attached REVISION ROUTING SHEET. Be sure and
return all red -lined plans when you re -submit.

[ 12/15/08] The c-factor for the site is calculated with the current site plan in mind. If
another building is planned in the future along the southern portion of the lot, the c-factor can
include this impervious area and the pond can be sized for this expansion now. This may
reduce future modifications to the detention pond and other drainage improvements that may
be needed in the future.

spaces/1000 sq. ft. The 2/1000 applies for "workshop and custom small industry". I need
more information as to the nature of the industrial/manufacturing use to determine if it's
"workshop and custom small industry" or "light industrial". If it's light industrial, they are
allowed a max. of .75 parking spaces per employee working in the non -office part of the
facility.

[12/15/08] WATER SUPPLY: I noted the location of only one fire hydrant on the utility
plan; can you include the locations of the closest fire hydrants? Fire hydrants must be the
type approved by the water district having jurisdiction and the Fire Department. Hydrant
spacing and water flow must meet minimum requirements based on type of occupancy.
Minimum flow and spacing requirements include:
-Commercial, 1,500 gpm at 20 psi residual pressure, spaced not farther than 300 feet to the
building, on 600-foot centers thereafter. These requirements may be modified if buildings are
equipped with.automatic fire sprinkler systems.

detention requirement. This would require the Developer to make some improvements to the
regional pond. These improvements may be cheaper than constructing an on -site pond and
would free up some developable land. Water quality mitigation would still be required on -

approximately Tx 5' depending on load requirements. Also, the transformer location will
need to be within 1.0' of an all weather drive -over surface. The transformer cannot be located
between the curb and the walk in the City ROW.

Circle. The current layout does not meet the required separation distances and may cause a .

consideration.
