[2/26/09] Pending final driveway location; suggest making transition from attached sidewalk
ramp (shown on plans NE of drive) to detached walk more of a natural curve transition
instead of angular. This will follow the more natural path for pedestrians and wheel chair
users.
Number: 37 Created: 2/26/2009
[2/26/09] At the T-intersection of Blue Spruce and Red Cedar, please provide an ADA ramp
to sidewalk along project property. See Larimer County Urban Area Street Standards manual.

[2/27/09] A letter of intent from the off -site property owner is required before a hearing.
[12/17/08] There is currently no record of a drainage easement for the privately owned
Evergreen West detention pond. A letter from the Evergreen West detention pond property
owner stating knowledge of and permission to construct the outfall storm sewer on this
property is required. Also, please give the owner of this property a set of utility plans for
their review. Contact information is:

[2/27/09] No comments at this time; however, if site layout changes, provide revised plans
for further review.
Several issues were expressed at the staff review meeting on February 251' that require
another round of review before the project can be scheduled for a public hearing. Red -lined
plans from City departments are included with this comment letter. This proposal is subject
to the 90-day revision re -submittal requirement (from the date of this comment letter,
being March 5, 2009) as set forth in Section 2.2.11(A) of the Land Use Code. The number
of copies of each document to re -submit is shown on the attached REVISION ROUTING
SHEET. Be sure and return all red -lined plans when you re -submit.
If you have any questions regarding these issues or any other issues related to this project,
please feel free to call me at (970) 221-6341.

[12/18/08] The driveway does not meet LCUASS standards as the traffic volume does not
warrant a high volume driveway design as shown. Please revise and provide spot elevations.
The LCUASS standard for driveway radii for a drive of this kind is 15 feet, not the 25 feet
shown. This requirement is table 8-2 in LCUASS.
Number: 31 Created: 2/ 19/2009
[2/19/09] Please remove the proposed asphalt in the driveway to the ROW line. Asphalt is
not permitted in public ROW. I
Number: 32 Created: 2/19/2009
[2/19/09] Neither the driveway alignment nor the curb return comments from conceptual
review and the first round of review were addressed for this round of review. Also, no
variance request has been submitted for the driveway location or any proposed variance to
the driveway radii. Please refer to table 8-2 in LCUASS for curb return radii and section
1.9.4 in LCUASS for variance request requirements.

[2/25/09] Please provide bike parking on a hard surface, in a well lighted area, convenient to

[2/25/09] Please provide an enhanced walkway for connectivity from public sidewalk to the
front entrance. The 30' required setback with landscaping would provide a space for a
continuous uninterrupted sidewalk to the building entrance.

[3/5/09] Two (2) additional trees are needed along the south side of the south tier of parking.
Also, additional shrubs are needed in this area to satisfy Sections 3.2. 1 (E)(4)(a)&(b) of the
Land Use Code.
Topic: Site Plan
Number: 43 Created: 3/4/2009
[3/4/09] Please remove the landscaping from the Site Plan. There is a separate Landscape
Plan for that purpose. Also, move the New Tree & New Shrub information from the Site Plan
to the Landscape Plan.
Number: 44 Created: 3/4/2009
[3/4/09] City staff had a lengthy discussion about the location of the entry drive into this
development. Staff would like to meet with the applicant for the purpose of looking at
alternative locations for the drive that could possibly align with one of the streets or drives to
the west, across Blue Spruce Drive.
Number: 49 Created: 3/4/2009
[3/4/09] The development to the north, with 2 separate buildings and parking between,
satisfies the direct pedestrian connectivity requirement set forth in Section 3.5.3 of the Land
Use Code. Could this development proposal be revised to satisfy the requirement?

[12/17/08] In Conceptual Review, it was suggested that the driveway align with Red Cedar
Circle. The current layout does not meet the required separation distances and may cause a
safety concern for vehicles turning left out of the site and vehicles turning left from Red
Cedar. For the current layout a variance request must be submitted for review and
consideration. -

[12/17/08] The following comments are from Technical Services (See Redlines):
1) Minor scanning issues with the site and landscape plans.
2) Plat title must match utility plan title.

Staff has reviewed your submittal for Kaufman & Robinson Office Development, Project
Development Plan (PDP) - Type 1, and we offer the following comments:
ISSUES:
Department: Current Planning Issue Contact: Steve Olt
Topic: General
Number: 50 Created: 3/5/2009
[3/5/09] The driveway location into the site requires that a variance request be submitted to
the Engineering Department for review, with the City Engineer ultimately approving or
denying the request. It cannot be processed as a modification of standard as 3) in the
MODIFICATION of STANDARDS document submitted by the applicant is requesting.

Number: 45 Created: 3/4/2009
[3/4/09] Please label the 2 phases of the building on the plan, similar to how it's done on the
Site Plan.
Number: 46 Created: 3/4/2009
[3/4/09] Please identify the parking spaces on the Landscape Plan by showing the lines
between spaces.
Number: 47 Created: 3/4/2009
[3/4/09] There are standard notes that must be shown on Landscape Plans. An example plan
is being forwarded to the applicant.
Number: 48 Created: 3/4/2009
[3/4/09] A standard Plant List would be more appropriate than the Tree and Shrub Inventory
as shown. An example plan is being forwarded to the applicant.
