The City's Current Planning Department will coordinate the development review process. The required documentation will be submitted to the Development Review Center with each phase of development and distributed accordingly to other City departments and. outside reviewing agencies involved in development review. 8. Wireless telecommunication facilities are permitted in the NC District as a Type 1, Administrative Review and public hearing. The applicant/developer is not required to conduct a neighborhood information meeting prior to formal submittal of the project; however, it is recommended that one be held. Please contact Steve Olt, at (970)221-6341, to assist you in setting a date, time, and location for the meeting if one is to be held. 5 CONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins Please contact Roger, at (970)221-6854, if you have questions about these comments. 4. Glen Schlueter of the Stormwater Utility offered the following comments: a. A grading plan is required when there is between 350 and 1000 square feet of new impervious area, but no drainage study is required. The building permit will not be released until the grading plan is submitted and approved. The grading plan does not have to be very detailed. It should include relative elevation spots or real elevations and show existing and proposed flow arrows. b. The design of this site must conform to the drainage basin design of the Spring Creek Drainage Master Drainage Plan as well the City's Design Criteria and Construction standards. C. The city wide development fee is $4,420/acre ($0.1015/sq.ft.) for new impervious area over 350 sq.-ft. No fee is charged for existing impervious area. This fee is to be paid at the time the building permit is issued. Please contact Glen, at (970)224-6065, if you have questions about these comments. 5. This development request will be subject to the Development Review Fee Schedule that is available in the Development Review Center. The fees are due at the time of submittal of the required documents for the appropriate development review process (Project Development Plan, Final Compliance) by City staff and affected outside reviewing agencies. 6. This development proposal is subject to the requirements as set forth in the City's LUC, specifically Articles 2. Administration (Development Review Procedures); Article 3. General Development Standards, most specifically Section 3.8.13; and, Division 4.23 Neighborhood Commercial District. 4 City of Fort Collins CONCEPTUAL REVIEW STAFF COMMENTS Land Use Code (LUC). This requirement is set forth in Section 2.14.2 Permits and Certificates of Occupancy of the LUC. C. The request will have to comply with all of the requirements set forth in Section 3.8.13 Wireless Telecommunication of the LUC. Larimer County Road Impact Fees and Street Oversizing Fees will apply to this development request and will be due at the time of building permit. Please contact Matt Baker (970-224-6108) if you have questions about the Street Oversizing Fees. b. Transportation Development Review Fees (TDRF) will apply to this project and are due at the time of submittal. For more information, see http: / /fcgov.com/engineering/dev-review.php. C. This project will need to prepare and submit utility plans. d. Prior to the start of any utility or grading work on the site a Development Construction Permit (DCP) will need to be issued. No water or sewer service needed; therefore, no comments. 3 ��m City of Fort Collins CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: January 5, 2009 ITEM: T-Mobile Wireless Telecommunications Facility, 2140 Valley Forge Avenue APPLICANT: Stryker Site Services L.L.C. c/o Chris Stryker P.O. Box 1558 Denver, CO. 80201 LAND USE DATA: Request to add a wireless communications facility on the developed site (former daycare facility) at the northwest corner of South Taft Hill Road and Valley Forge Avenue. The proposed facility would contain a 50 foot high pole, 24 inches (2 feet) in diameter, with antennas in a sheath on the upper 20 feet of the pole. There would be an equipment building (13 feet x 25 feet and 22 feet high) located at the southeast corner of the existing building and the pole would be located on the east side of the existing building. A 6 foot high fence will enclose the equipment building and the pole. The property is in the NC, Neighborhood Commercial Zoning District. Wireless telecommunications facilities are permitted in this District subject to compliance with standards set forth in Section 3.8.13 of the City's Land Use Code. COMMENTS: 1. The Zoning Department offered the following comments: a. This property is in the NC, Neighborhood Commercial Zoning District in the City of Fort Collins. The proposed wireless telecommunications facility is permitted in the NC District, subject to an Administrative (Type 1) development review process and public hearing. b.
