Both CDOT and the City will ultimately make the decision as to when a signal is warranted and installed. The road construction is scheduled to begin in the Spring of 2010 and complete in Early Fall of 2010. These anticipated construction dates are correct. Albertson's would like planners to consider accelerating the conversion of the Albertson's shopping center main access from College from a right -in / right -out to a 3/4 entry so customers from the north can make a left turn into the center. The City's Transportation staff has stated that accelerating the conversion from right-in/right-out to 314 access of the primary entrance into Country Club Corners shopping center from North College Avenue will not be considered at this time. Albertson's would like installation of a traffic signal at Bristlecone and College to be accelerated primarily to facilitate more efficient truck traffic flow and avoid truck traffic thru residential neighborhoods. The City's Transportation staff has stated that accelerating the installation of a traffic signal at the North College Avenue - Bristlecone Drive intersection will not be considered at this time. Also, this would require CDOT involvement and approval. Albertson's would like to be assured that during the construction of this project, communication with our Store Director, Bob Pfankuch, will be frequent and complete. We ask that construction be staged so that our customers always have at least one way to enter and exit from College and simultaneously that they have one way to enter and exit from Willox. We ask that variable message boards direct our customers safely and as conveniently as possible to detours. Engineering is currently in contact with the Albertson's store manager on a fairly frequent basis. Access to the Country Club Comers shopping center from North College Avenue will not be interrupted by the North College Avenue (north of Willox Lane) & Willox Lane improvements. There will always be access to the shopping center from 2 entrances off Willox Lane, with the roundabout entrance producing the most impact during construction. We build our stores with good access, ample parking, and good traffic flow design in order to meet this service requirement. Any decrease is actual or perceived accessibility is cause for concern and the reason for this communication. First, I summarize our understanding of the project and seek verification that if we have not misconstrued any components: Fort Collin's has a relatively new Urban Renewal Agency that is releasing Tax Increment Funds (TIF) for infrastructure enhancements to a new shopping center development at the NEC of College Avenue and Willox Lane. This decision has been made by the Fort Collins City Council following an exhaustive public hearing process. The time for protesting this decision is past and it is not reversible. The decision to partially fund the North College Marketplace project with Tax Increment Financing was made by City Council in August/September, 2006. As to the time for protesting the decision and possibly getting a reversal, please contact the City Attorney's office for information. College Avenue is the primary North -South arterial in Fort Collins. Many customers access our store by using the main shopping center entry off College Avenue midway between Bristlecone Drive & Willox Lane. It is currently a right -in / right -out and this is not planned change as a part of the project being considered. However, the long range plan is for this to become a 3/4 turn so customers can turn left from College into the shopping center. Apparently there is a plan to convert the primary entrance into the Country Club Corners shopping center from a right-in/right-out only access to a 314 access at some point in time. This improvement is not a part of the North College Avenue and Willox Lane improvements that currently are being designed along the frontages of the North College Marketplace shopping center. The 3 entrances to our center from Willox Lane will remain. The most westerly will change from a full access to a right -in / right -out. The center Willox entry will remain a full access, but will be via a rounder -bout. If the round -a -bout were not constructed, this entry would likely be restricted to right -in / right -out rather than a full access signalized access due to it's proximity to the existing traffic signal at College and Willox. The most easterly is primarily a service entry used by trucks making deliveries to the loading dock at the rear of the store. It will remain a full access. The 3 existing entrances into Country Club Corners shopping center will remain with the Willox Lane improvements. Based on a recent decision by City Transportation staff the westerly entrance will continue to be full access into Country Club Corners. The center entrance will become a roundabout, providing full access into both the existing and new shopping centers. City Transportation staff would have to address vehicular control means of the intersection if it were not to be a roundabout The easterly "service"entrance into the shopping center will continue to be full access. Theoretically, the round -a -bout is designed to accommodate large semi -trucks with trailers typically used for grocery store deliveries. The design includes a 12 foot apron with only a 4 inch lip so trailers can safely trail over as they turn. Traffic planners anticipate trucks from College will travel east on Willox and turn right into the service drive at the rear of our store. Your information and assumptions are correct. Our delivery trucks can avoid the round -a -bout by traveling West on Willox to the first, or most easterly entrance into our center, driving behind the store, backing into the loading dock, and exiting to Bristlecone Drive onto College Avenue. This is a full access intersection, but traffic volume on College makes left turns from Bristlecone onto College very delayed. The Long Range Traffic Plan calls out a traffic signal at this intersection when the established state highway criterion for traffic interruption along the corridor is met. Your description of the delivery truck ingress/egress to and from Country Club Corners shopping center is correct. Albertson's is grateful to learn that the most easterly access point from Willox to Country Club Corners will remain a full access.
