HomeMy WebLinkAboutNORTH COLLEGE MARKETPLACE, SECOND FILING - PDP - 43-08 - CORRESPONDENCE - (41)will be improved to minor arterial standards with a modern roundabout installed at the
entrances to the North College Marketplace development on the north and the existing
Albertson's Shopping Center (Country Club Corners) on the south.
Currently, the project is in the design and right-of-way acquisition phase, with
expectations that this phase will be complete by the end of 2009. It is anticipated that the
project will go out to bid in January, 2010, with construction starting in the spring of
2010 and being complete in the fall of 2010.
3. North College Improvements Project — Phase II, Vine Drive to the
Hickory/Conifer intersection (Jennifer Petrik, Transportation Planning)
North College is undergoing a design and construction project to improve the safety,
operations and aesthetics between Vine Drive and the Hickory/Conifer intersection. The
project includes curb, gutter and minor street patching; redefinition and consolidation of
driveways; bicycle and pedestrian facilities, storm water improvements and streetscape
design along North College Avenue. Due to funding limitations, full build out of this
project is planned to be done in phases as funding becomes available. The City continues
to seek additional funding. Construction of the first phase of improvements is planned to
begin in 2011.
With the current funding secured, improvements with this North College project are
expected from Vine Drive to Hemlock Street. This will provide connectivity for
pedestrians and cyclists to/from the North College corridor and the northern terminus of
the Mason Bus Rapid Transit (BRT) at the Downtown Transit Center (corner of LaPorte
& Mason Street downtown). To clarify, the Mason Corridor BRT project will not extend
north of Downtown. There are future plans for another northern BRT corridor to link
Downtown with the North College and Mountain Vista areas. In the short-term, there is
currently Transfort bus service that links North College to the Downtown Transit Center.
North College Project Schedule:
2009: Planning, community engagement, visioning, alternatives analysis, development of
implementation program, including prioritization and phasing for improvements
2009/2010: Project development, engineering, rights -of -way acquisition
2011: Construction begins

Jeff Lindquist (303-595-1205) is asking the following questions and would like to speak
with someone:
Related to Darin's article (attached) Jeff Lindquist would like to know a time line
for the proposed shopping center on the corner of Willox (North College).
2. Jeff Lindquist would like to discuss what plans are in place for future sidewalks,
bike lanes, etc., that will come from North College area to the proposed Mason
corridor development. He recently biked with his young daughter and it is very
dangerous to travel this unless you are in a car.

City staff responses:
1. North College Marketplace shopping center (Steve Olt, Current Planning)
The Project Development Plan for the North College Marketplace shopping center was
approved by the Planning & Zoning Board on May 21, 2009. The applicant/developer is
now responsible for preparing and submitting to the City "Final Compliance Plans"
(essentially construction documents) for review by staff before the Final Plans can be
approved and recorded. Once this is done the applicant/developer would be able to obtain
issuance of a building permit (or permits) for any or all of the shopping center. Currently
the City has not received submittal of the required Final Plan documentation.
The applicant/developer has expressed the intent to receive Final approval of the North
College Marketplace shopping center by the spring of 2010 and begin construction of (at
least) the proposed King Soopers Supermarket, with a targeted opening date by the fall of
2010. The proposed North College Avenue/Willox Lane intersection & street
improvements (a City project, see below) will coincide with the construction of the
supermarket, and they must be in place at the time of opening of that store.
2. A summary of the College/Willox Roadway Improvements Project, including
a rough schedule through the construction of the project
(Kyle Lambrecht, Engineering)
The project will improve North College Avenue from Willox Lane, north to the City
Limits (at crossing of Larimer & Weld Canal), to a City standard four -lane arterial.
Landscaped medians, bike lanes and sidewalks are some of the upgrades to the existing
roadway. The intersection of North College and Willox will be improved with additional
dedicated turn lanes and upgraded to concrete pavement. Willox Lane east of College

I did talk to Jeff Lindquist by phone last Friday, August 7th. He lives north of Fort Collins in Eagle Lake, a County
subdivision on the north side of Douglas Road, just west of Highway 1.
Mr. Lindquist expressed a concern about the lack of safe bicycle/pedestrian infrastructure on North College
Avenue from the Highway 1 intersection to the Mason Street Corridor terminus at the north end of town. He has
strong opinions about the truck traffic through downtown and on North College Avenue; and, the impacts of the
railroad tracks crossing North College Avenue. He expressed his intent to continue to question the City's
apparent inability to resolve either the truck of railroad issues.
During my phone conversation with Mr. Lindquist I explained the status of and time lines for each of the projects
that are part of staff response that will be forwarded to him. He expressed his appreciation for my telephone call
and the information I was able to provide to him.
Attached is the City staff response to Jeff Lindquist's comments made to the City Manager's office regarding
bicycle/pedestrian safety on North College Avenue.
