The LWIC Board reconsidered the matter of the pedestrian bridge at its April .3 meeting. Due
primarily to liability concerns, the Board does not want to change its prior decision to decline to
grant a crossing for the proposed pedestrian bridge as a part of this project. We note in reviewing
the plans that there will be a sidewalk on the east side of College Avenue, so residents from the
neighborhood to the north of the project can in fact cross the ditch using the sidewalk to access
North College Marketplace without being required to come on to North College Avenue.

Mr. Olt:
Please forward this letter to your colleagues, City Council members and all other officials related to the Market
Place Development for the work meeting scheduled for May 15th.
As the representative of Country Club Comers, the retail center at the 1600 block of N. College Avenue, the
following c hanges are requested:
Access to the Country Club Comers center on Willox Avenue East of College Avenue currently has
ingress and egress from both directions where cars can travel freely in and out of the center. The Market
Place proposal calls for a median that would limit a left turn in and left turn out access. To
maintain access and viability of the Country Club Corners retail project, please do not install
a median to the West of the proposed round about and allow access in and out of the center as it
always had been.
- It is my understanding that it is the intention of the City to allow a A3/< entry into Country Club Comers
on College Avenue, South of Willox Avenue. This is the primary entrance into this development and
I am requesting that this change be commenced now to allow cars traveling South on College
Avenue to turn left into the Albertsonifrms anchored center.
To compete with the Market Place mega center more signage on College Avenue and Willox Avenue for
the Country Club Comers shopkeepers is needed. The small retailers of Country Club Corners need
to further share with the community their services. I am requesting permits for more signage in the
form of marquis signs on both College and Willox Avenues. < /SPAN>
There is great concern with the proprietors of Country Club Comers relating to access of this retail center
during construction. It is essential that customers can access the Albertsonifrms center on Willox
and College avenues during construction of the Market Place development.

change as a part of the project being considered. However, the long range plan is for this to
become a 3/4 turn so customers can turn left from College into the shopping center.
➢ The 3 entrances to our center from Willox Lane will remain. The most westerly will
change from a full access to a right -in / right -out. The center Willox entry will remain a full
access, but will be via a round -a -bout. If the round -a -bout were not constructed, this entry
would likely be restricted to right -in / right -out rather than a full access signalized access due to
it's proximity to the existing traffic signal at College and Willox. The most easterly is primarily a
service entry used by trucks making deliveries to the loading dock at the rear of the store. It
will remain a full access.
➢ Theoretically, the round -a -bout is designed to accommodate large semi -trucks with
trailers typically used for grocery store deliveries. The design includes a 12 foot apron with
only a 4 inch lip so trailers can safely trail over as they turn. Traffic planners anticipate trucks
from College will travel east on Willox and turn right into the service drive at the rear of our
store.
➢ Our delivery trucks can avoid the round -a -bout by traveling West on Willox to the
first, or most easterly entrance into our center, driving behind the store, backing into the
loading dock, and exiting to Bristlecone Drive onto College Avenue. This is a full access
intersection, but traffic volume on College makes left turns from Bristlecone onto College very
delayed. The Long Range Traffic Plan calls out a traffic signal at this intersection when the
established state highway criterion for traffic interruption along the corridor is met.
➢ The road construction is scheduled to begin in the Spring of 2010 and complete in
Early Fall of 2010.
Albertson's would like planners to consider accelerating the conversion of the Albertson's
shopping center main access from College from a right -in / right -out to a 3/4 entry_ so
customers from the north can make a left turn into the center.
Albertson's would like installation of a traffic signal at Bristlecone and College to be
accelerated primarily to facilitate more efficient truck traffic flow and avoid truck traffic thru
residential neighborhoods.
Albertson's would like to be assured that during the construction of this project, communication
with our Store Director, Bob Pfankuch, will be frequent and complete. We ask that
construction be staged so that our customers always have at least one way to enter and exit
from College and simultaneously that they have one way to enter and exit from Willox. We ask
that variable message boards direct our customers safely and as conveniently as possible to
detours.

RE North College Marketplace — Project Development Plan #43-08
Mr. Olt:
This message comes to articulate questions and concerns held by Albertson's with respect to
the North College Marketplace Project planned at the intersection of North College Avenue
and East Willox Lane.
Providing convenience for our customers is paramount to serving them. We build our stores
with good access, ample parking, and good traffic flow design in order to meet this service
requirement. Any decrease is actual or perceived accessibility is cause for concern and the
reason for this communication.
First, I summarize our understanding of the project and seek verification that if we have not
misconstrued any components:
➢ Fort Collin's has a relatively new Urban Renewal Agency that is releasing Tax
Increment Funds (TIF) for infrastructure enhancements to a new shopping center development
at the NEC of College Avenue and Willox Lane. This decision has been made by the Fort
Collins City Council following an exhaustive public hearing process. The time for protesting
this decision is past and it is not reversible.
➢ College Avenue is the primary North -South arterial in Fort Collins. Many customers
access our store by using the main shopping center entry off College Avenue midway between
Bristlecone Drive & Willox Lane. It is currently a right -in / right -out and this is not planned
