HomeMy WebLinkAboutRIDGEWOOD HILLS RESIDENCES (4TH FILING) - PDP - 33-10 - SUBMITTAL DOCUMENTS - ROUND 1 - PLANNING OBJECTIVESwill show that the proposed project will not affect the volume of traffic more than any other type of residential project that would be proposed for this location. Traffic is always a concern and we want to assure the surrounding neighbors that our intention is not to add traffic or change existing traffic patterns without proper study and consultation with the City of Fort Collins Traffic Engineers. Many of the traffic questions and concerns that were raised during this neighborhood meeting and smaller informal neighborhood gatherings are those of current day. Neighbors are expressing concern of the traffic, roads and control that they are experiencing today. In addition, there were many questions surrounding the type of project being proposed including scale of the project and the definition of "affordable". We clearly addressed at the neighborhood meeting that this is not a rent subsidized project; it is rather an affordable project that is supported and embraced by the City of Fort Collins and the State of Colorado. Many questions surrounded the character of residents this project would attract. We identified our primary residents as those who work in the community, but choose or are not able because of current salary levels, to afford market -rate housing. We firmly believe that this project, developed, built and managed long-term by the applicant will be a positive addition to the neighborhood. We will be good neighbors and will help to increase the livability of the Ridgewood Hills Subdivision. Other questions were asked at this meeting. (ix) Ridgewood Hills Residences is a proposed re -plat known as Ridgewood Hills P.U.D., Fourth Filing, City of Fort Collins, County of Larimer, State of Colorado —Tract A, Tract B and Tract C. a. Formerly known as: Ridgewood Hills P.U.D., Third Filing, City of Fort Collins, County of Larimer, State of Colorado —Tract N and Tract T. Ridgewood Hills Residences Statement of Planning Objectives Page 2 of 2 Statement of Planning Obiectives Hendricks Communities LLC Ridgewood Hills Residences Tract A, Tract B and Tract C December 7, 2010 (i) The City Plan Principals and Policies set forth by the City of Fort Collins were created to carefully plan land use patterns which will preserve the quality of life for the residents of Fort Collins as well as preserve and enhance the future design and development of the City. Clearly stated in the City Plan is that "a variety of housing types and densities will be available throughout the urban area for all income levels". We believe that our proposed development plan for the Ridgewood Hills Subdivision has clearly met the goals of the City Plan in all aspects. By building on a tract of land that is zoned by the City as an LMN parcel and MMN parcel, we are combining housing types within the Ridgewood Hills Neighborhood to create diversity among the residents. (ii) The landscape plan for Ridgewood Hills Residences meets and in some cases exceeds the requirements of the City's Land Use Code. A variety of deciduous trees are planted to create an urban canopy, establish visual continuity with the neighborhood, provide seasonal interest and enhance the architecture of the project. The proposed plan meets the criteria for full tree stocking and for street trees. The proposed species selection will provide seasonal color as well as insure reasonable growth rates and long term survival. Generous foundation plantings are provided on all sides of each building. These plantings help reduce the overall amount of turf on the site, thereby reducing irrigation requirements. The plantings incorporate a variety of deciduous shrubs, evergreen shrubs, ornamental grasses and perennials to provide visual interest throughout the year. The specific species selected have low to moderate water requirements and minimal maintenance requirements. Xeriscape principles such as soil amendments, mulches, and appropriate irrigation techniques will be utilized to conserve water without sacrificing visual quality. (iii) Hendricks Communities LLC is proposing a Project Development Plan for Ridgewood Hills Residences located at the intersection of Triangle Drive and Avondale Road, Fort Collins. Hendricks Communities is an established developer, developing and building affordable and market rate residences in the City of Fort Collins and throughout the State of Colorado. Long term ownership and management of the project will be maintained. Terra Management, a subsidiary of Hendricks Communities, will manage the developments upon completion. (iv) Terra Management will employ a staff of five to manage and maintain the project. (v) Hendricks Communities LLC is proposing a design that meets the intent of the Fort Collins Land Use Code, current building code as well as a design that is sensitive to the surrounding neighbors. (vi) Please see attached documentation that complies with all Submittal Requirement Checklist Items. (vii) The proposed development is not comprised of any conflicts or deviations from the current policies, procedures, codes or zoning. No variances are being requested. (viii) A neighborhood meeting was held on September 20, 2010 to discuss the proposed project with the surrounding neighbors. In addition to notifying neighbors within the required area, the applicant also notified all residents of the Ridgewood Hills Subdivision beyond the 1000' demarcation. Two main topics discussed at the neighborhood meeting included traffic concerns and the type of project proposed for the site.
