I did hear from the Natural Areas staff and my colleague had a sick child, thus, he was unable to attend. As per our meeting on -site today, the City is going to require an Ecological Characterization Study (ECS) for the property. Please follow the guidelines outlined in Section 3.4.1 of the code for completing this study. I would view this requirement as an affirmation letter and use the ECS requirements as a "checklist," if you will, for whether or not a consultant observed any issues or concerns related to the topics described in the code. As far as timing goes, as we discussed, this should have been submitted prior to the PDP submittal. However, I do recognize that you have only been made aware of this requirement recently. Thus, we would just ask that you get the ECS to us with your second round of review, assuming a 2"d round is scheduled. If it is not scheduled, please send us the ECS as soon as possible. At the end of our site visit, you and I discussed whether the stormwater pond to the south of the proposed development should be included in the ECS. This question was raised become site modifications to this facility could be made because of the pond's lack of functioning. I discussed this issue (as well as the others) with our Director, Steve Dush. Steve and I agree that, because the pond was designed to handle the runoff from this development, this area has already undergone the site review process. As the use of the site was already designed and approved, and the use of the area is to remain the same, it does not need to be included within your ECS. Please note that I will work with the stormwater folks, and your company as necessary, to ensure that all environmental standards are met should any future development affect this site. Finally, please see attached a list of consultants who have provided ECS reports to us in the past. I did not create this document, and I am certain that there are many more folks out there who do similar work. Please note the City does not recommend any of these consultants and is only providing it as a courtesy to you. Please let me know if you have any questions on this — I do apologize this requirement was not brought up to you during conceptual review of your project. Hopefully this will not be the case in any of your future projects, as we have a staff member dedicated to these issues again!
