Am back to reviewing. Hopefully you have not waited on me and I will enter any comments in Accela, plus email a copy to you and to the applicant if you provide me an email contact address. I spoke with Matt Delich earlier on an item but yet have any comments. Also, Joe and I, possibly Wade Troxel and other staff will be meeting with Joy Short and Patrick McKeen (possibly others) from the neighborhood next Friday (here, 10-12). We will be discussing traffic issues with them. You are welcome to attend if you want. This is currently a very dangerous intersection, and it is unacceptable to "wash your hands of it" just because it doesn't fall under your jurisdiction. 3. In regards to the intersection mentioned above, it is currently classified as a "commercial corridor", and therefore the high volume that passes through there is not of concern to the city. How can we go about getting that changed to a "residential corridor"? The only traffic that passes through that intersection is residential, not commercial in any way! Just because it is located on a state highway does not mean it is commercial. 4. Due to the higher volume of traffic once this project is completed, the residents would like the city to show us some tangible proof that we can have communications regarding paid crossing guards (currently we have NONE), and the possibility of reducing the speed limit in front of the school. Our HOA is currently working to poll residents to show that a majority is in favor of traffic calming measures, but we need the city to show us the best way to proceed in this matter. Joe was very prompt in responding to Joy and offering several times that worked for him this week to meet with her and other neighbors to discuss traffic issues and concerns. Please let me know if there is additional information needed regarding this matter. They are 2 separate residential projects about one mile apart, east to west, in south Fort Collins. The Ridgewood Hills Residences, POP is a proposed qualified affordable housing project. The initial submittal (12/07/10) was for 180 multi -family dwelling units on approximately 10 acres located at the intersection of Avondale Road and Triangle Drive in Fort Collins. The proposal had been through one round of development review by City staff and outside reviewing agencies. There was a brief staff review meeting on December 22nd where staff provided the applicant/developer with a comment letter expressing concerns, most significantly related to adequate buffering between this project site and surrounding single-family residences. The applicant/developer then took time to make revisions to the plans based on staff comments. On March 8, 2011 revised plans were submitted to the City for a second round of development review. The revised plans are for 146 multi -family dwelling units, being a decrease of 34 units on the 10 acres. At the staff review meeting on March 23rd it determined that the current plans adequately satisfy the applicable Land Use Code requirements and standards and, therefore, the required Administrative Public Hearing can be scheduled that will result in a decision (approval or denial) on the project. The administrative hearing is in the process of being scheduled. The genesis/nature of the meeting on Friday, April 2nd, is based on Joe Olson's response to Joy Short, a resident in Ridgewood Hills, who was present at the staff review meeting on March 23'd. She had sent the following e-mail to me on March 241h: Thank you again for allowing us to sit in on the staff review yesterday morning. We appreciate being involved in the process. I want to let you know that at this point we are not trying to block the project in any way. We have been extremely pleased with the work that your staff has done, as well as the major changes that the developer has made. However, we as residents still have some major concerns in the area of traffic. Again, we want to know how best to work with the city to make our neighborhood the best it can be, and we need your help to know who to meet with, and when. We have a big problem with the city accepting the plans as is, with no apparent "plan" in place for the current and projected traffic issues. 1. It has been stated in the traffic study done by Delich and Associates, that the current and projected traffic counts are well over the Larimer County street standards limit, however they estimate that 30% of traffic can flow down Avondale once that has been extended, relieving much of the congestion. BUT, P&Z has told us that there are NO plans in place to extend Avondale. What can be done about this to fix this inconsistency? 2. Both traffic studies done for this project state that "the city needs to investigate if the warrants could be met for a traffic signal to be placed at 287 and Triangle". Who in the city can work with us and CDOT 3/29/2011
