HISTORIC PRESERVATION

1. This property is located near several historic landmarks, and may be
eligible for historic landmark designation. Please provide photos of all
sides of the existing structures to Karen for a determination of
landmark eligibility. Please refer to Section 3.4.7 of the Land Use
Code for Historic Preservation requirements.
PLANNING

1. You will be required to submit a Project Development Plan (PDP) for
the City to review. This PDP will be evaluated through the
Development Review Process. City of Fort Collins Departments
and other external agencies such as Xcel, Comcast and Poudre Fire
Authority will have the opportunity to review and comment on your
Project Development Plan.
2. A decision (approval, approval with conditions or denial) will ultimately
be made by the City's Administrative Hearing Officer following an
Administrative Public Hearing (Type One Review). If your Project
Development Plan is approved at the Public Hearing, you will be
required to submit Final Plans for review which will be recorded
permanently.

4. Please be aware that you will owe both the Transportation
Development Review Fee (TDRF) and the Development Review Fee
with your application submittal. You will follow the small project fee
schedule for your Development Review Fee, found online at
http://fcgov.com/currentplanning/submittals.php. A final
development review fee of $200 will be charged when final plans are
submitted after the public hearing.
5. A neighborhood meeting should be held prior to submitting your
Project Development Plan for review. Please contact me as soon as
you have selected a property/proposal and we can coordinate the
logistics of this meeting.
6. Your Project Development Plan will be evaluated per the standards
set forth in the Land Use Code (LUC) and the Larimer County
Urban Area Street Standards (LCUASS).

maximum, and place of worship will have a fee calculated based on
square footage of the facility and the property. If the development
plan is approved at the public hearing, a final plan fee of $1000 will be
due at the Final Development Plan stage. Please contact Susan if
you need help calculating the TDRF amount.
3. A Transportation Impact Study (TIS) evaluating all modes of
transportation may be required for this project. Please contact Ward
Stanford in Traffic Operations at 221-6630 to discuss TIS
requirements.
4. The applicant may be required to dedicate additional right-of-way
along the street or alley frontage plus any required utility easements.
5. The applicant will be required to improve the alley with this proposal.
Alley improvements include the full design and construction of the
alley to County standards, along your property's frontage plus
preliminary off -site design for 500 feet or out to the nearest
intersection.
5. If sidewalks along street frontages are not existing, standard width or
are in poor shape, the developer will be required to install, replace or
repair any curb, gutter and sidewalks.
6. Any new driveways proposed will need to be reviewed by
Transportation staff to make sure they could be allowed and to assess
the impacts they may have on existing on -street parking.
7. Utility Plans will be required and must be prepared by a licensed
surveyor/engineer. A Development Agreement (DA) may be prepared
for this project, which you will be required to sign. A Development
Construction Permit (DCP) may also be issued for construction.
8. Any public improvements must be built according to Larimer County
Urban Area Street Standards (LCUASS).
9. Any existing overhead utility lines must be undergrounded with this
proposal.
10. All off-street parking areas must be paved. Parking setbacks from the
street may apply, depending on where the parking is located.
11. Street cut fees may apply if you are going to be doing any utility
work/cutting into the street.

ENVIRONMENTAL PLANNING

1. If you are proposing to remove any trees on the site, please contact
Tim Buchanan, City Forester at 221-6361 for an evaluation of the
trees and to discuss tree mitigation requirements.
2. If a trash enclosure is proposed, it must be large enough to
accommodate recycling services and be designed to match the
building architecture.
POUDRE FIRE AUTHORITY

1. Automatic fire sprinklers will be required for multi -family dwellings.,
When you have a property and configuration selected, please contact
Carte for current fire authority requirements.
2. The address for the new dwelling unit(s) and place of worship must be
clearly mounted with at least 6 inch numerals in a visible location on
the building exterior.
LIGHT & POWER

1. The existing electric service feeds to the existing house is located in
the alley (there are two services, but only one is active). Credit may
be given for the existing service to the lot. The existing service may
need to be upgraded and/or relocated at the developer's cost.
2. Normal development fees will apply for service to the new dwelling
units and/or to the place of worship. A pocked easement may be
necessary in the alley to accommodate a new transformer. More

ENGINEERING

STORMWATER UTILITY

1. In the Old Town Drainage Basin, a drainage and erosion control report
and construction plans are required if there is an increase in
imperviousness greater than 5000 square feet. These must be
prepared by a Professional Engineer registered in Colorado. It is
important to'document all the existing impervious areas since they are
grandfathered. If there is less than 5000 but more than 350 square
feet of new imperviousness, a site grading plan is all that is required.
2. If there is an increase in imperviousness greater than 5000 square
feet, onsite detention is required with a 2 year historic release rate for
water quantity. Parking lot detention for water quantity is allowed as
long as it is not deeper than one foot.
3. Water quality treatment is required as described in the Urban Storm
Drainage Criteria Manual, Volume 3 — Best Management Practices
(BMPs). Extended detention is the usual method selected for water
quality treatment; however, the use of all BMPs is encouraged and
can reduce the water quality capture volume requirement for extended
detention.
4. The closest storm sewer is at the comer of Myrtle and Sherwood;
therefore, the drainage outfall for the site is the curb and gutter of the
street.
5. The design of this site must conform to the drainage basin design of
the Old Town Master Drainage Plan as well the City's Design Criteria
and Construction standards.
6. The city wide development fee is $4,420/acre ($0.1015/sq.ft.) for new
impervious area over 350 sq.ft. No fee is charged for existing
impervious area. This fee is to be paid at the time each building
permit is issued.
WATER & WASTEWATER

1. Each building must have separate water and sewer services
extending from the public water/sewer mains to the building.
2. The addition of new buildings on any of these sites or the addition of
more dwelling units (attached or detached) will trigger development
fees and water rights being due at the time of building permit.

5. Since this property is in the Transit Overlay District (TOD) zone in
addition to the NCB zone, minimum parking requirements for multi-
family and mixed -use developments are not required. However, you
may want to use the following typical minimum off-street parking
requirements as a basis for your off-street parking need calculations:

For places of worship, one parking space per 4 seats is the minimum
requirement for properties not in the TOD zone.
6. Off-street parking shall be accessed from the alley.
7. Parking lots are required to feature internal and perimeter
landscaping, and must have at least one van accessible handicap
parking space in a lot with less than 25 parking spaces.
8. Every dwelling unit entrance shall face the adjacent street to the
extent reasonably feasible. A connecting walkway will be required to
connect the dwelling unit entrances to the street sidewalk.
9. Minimum lot width is 50 feet for a multi -family or mixed -use building.
10. Minimum front yard setback is 15 feet.
11. Minimum side yard width is 5 feet for interior side yards. Whenever a
portion of wall or building exceeds 18 feet in height, such portion of
the wall/building must be set back from the interior side lot line an
additional one foot for every 2 feet in building height that exceeds 18
feet.
12. Minimum rear yard setback is 5 feet from existing alleys.
13. Maximum building height is 3 stories, but may need to be less based
on historic preservation compatibility standards.

LAND USE DATA: The property is located on west side of South Sherwood
Street, just north of West Laurel Street. There is an existing single-family house
and garage on the property. The property is platted as Lot 12 of Block 75 of the
Block 76, 77, 85 to 87 Subdivision Replat.
COMMENTS: The following departmental agencies have offered comments for
this proposal based on a sketch plan which was presented to the review team:
ZONING

1. The property is located in the NCB — Neighborhood Conservation
Buffer zone district.
2. Attached dwelling units (3 additional to the existing dwelling) are
permitted in the NCB zone district, subject to Administrative (Type 1)
review and public hearing approval. Places of worship are also
permitted in the NCB zone district. If the place of worship is attached
to the dwelling unit(s), the building will be considered mixed -use.
Minimum lot size for a mixed -use building in the NCB zone is 5,000
square feet. If the place of worship is detached from the dwelling
unit(s), it will be considered a second principal use on the lot and a
minimum of 5,000 square feet of lot area is required per principal use
(thus, a minimum lot size of 10,000 is required).
3. Total floor area of the building(s) cannot exceed the total lot area.
Total floor area includes the total gross floor area of all principal
buildings, including each finished or unfinished floor level, plus the
total gross floor area of any accessory building larger than 120 square
feet (open balconies and basements do not count towards total floor
area calculations for density purposes).
4. Lots are subject to a maximum Floor Area Ratio (FAR) of 0.33 on the
rear 50 percent of the lot.

2008.
The comments are informally offered by staff to assist you in preparing the
