Another formal round of development review is not necessary before staff can schedule the required administrative public hearing for a decision on this proposal. However, several departments need to see how these comments/concerns are going to be addressed (by revising plans) before the hearing can be scheduled. Please work directly with Randy Maizland (Engineering, 416-2292), Roger Buffington (Water/Wastewater, 221-6854), Doug Martine (Light & Power, 224-6152), and myself (221-6341) to satisfy each department's needs. You can do this with adequate topography and/or spot elevations along with one cross section as shown on the red -lines. All 4 sheets (elevations, floor plans, and electrical plans) will be required by the Building Department with the Building Permit application. The following standard Utility Plan information should be added to the Site Plan: 1. A Vicinity Map showing major arterial cross streets and adjacent local streets using single line streets and the project location clearly shown and labeled. I can provide good examples on request. 2. A standard Engineering signature block should be provided in the lower left hand corner. I will provide a copy of the standard block. 3. I will provide the standard General Notes. Please add only those notes high -lighted and also the "replacement" note also provided. 4. Should provide two City bench marks for reference. 5. Provide all owner and consultant information (i.e. owner, architect, civil & soils if applicable.) Based on the criterion for plantings in high -visibility areas, both the south and east sides of the new single-family dwelling will need some foundation plantings. Number: 44 Created: 12 / 5 / 2007 [12/5/07] It would be helpful to provide a Landscape Legend on the PDP Site, Landscape, and Utility Plan that would, with symbols, show the difference between existing & proposed vegetation, deciduous & evergreen plant materials. Actually, the permitted "new" rear setback of 5'-0" for the new single-family dwelling was approved for that structure only (through the Modification of Standard process). That note could/should be removed from the Site, Landscape, and Utility Plan. The title on the development plans must be changed to reflect an address change. The information is set forth in #8) of the Final Plan submittal requirements. Therefore, the plan must be set up to provide for all of this information, unless another plan is to be added. Attached is an example of the required signature blocks for the Owner, Notary Public (for the owner), and the Director of Planning & Zoning. Also, please check with Randy Maizland of the Engineering Department for the required Utility Plan signature block. This requirement is set forth in Section 3.2. 1 (D) (2) (a) of the LUC. Topic: Planning Number: 19 Created: 12 / 5 / 2007 [12/5/07] Section 4.8(D)(2) of the Land Use Code (LUC) sets forth the maximum allowable building footprint for a single-family dwelling, which is 600 square feet. The Main Floor Plan (Sheet 2 of 4) as submitted shows 602 finished square feet. This exceeds the allowed square footage for the building footprint. Number: 20 Created: 12 / 5 / 2007 [12/5/07] Section 4.8(D)(2) of the LUC sets forth the total square footage of 1,000 square feet allowed in a new single-family dwelling that is located behind a street -fronting principal building. A modification of this standard was approved on September 7, 2007, to allow up to 1,200 square feet in the dwelling. The total square footage on the main floor and upper floor (Sheet 2 of 4 of the Building Plans) is 1,180 square feet. Sheet 3 of 4 of the Building Plans shows a Foundation Plan with 8' high concrete walls. This is a basement, which is counted in the allowed total square footage, per the aforementioned section of the LUC. With the basement the proposed total square footage would far exceed the amount allowed. Therefore, a basement is not allowed in this new single-family dwelling. A crawl space (maximum of 72" floor to ceiling) is allowed. Page 1
