The cable will be connected at the east end to the existing overhead transmission line and at the west end to the new Fortner Substation high voltage system. Cable installation does not require additional excavation. A special truck pulling a cable reel trailer will park near a vault location and a special winch truck will park at the next vault about 1500 feet away. The winch truck will pull the cable off the reel through the conduit. When the cable installation process is complete the cable is ready for splicing. The splicing process will take three to four days per vault and a pickup sized panel truck will be parked near the vault location during this process. When complete there will be two transmission circuits of three cables each connecting the existing overhead line with the Fortner Substation. The reason for two circuits is to allow maintenance of one circuit while maintaining electric service to the substation and its customers. Following the installation of the conduit system the areas disturbed by trenching activity will be reseeded to meet the requirements of the City and Stanton Creek HOA and the asphalt will be repaired to meet the City's requirements. Current plans call for project construction to start in July 2009. The trenching work should be complete by February 2010, barring weather delays. The cable installation work is planned to be complete by the end of April 2010. A horizontal directional drilling machine will be used to bore about 800 feet to get under Fossil Creek and Fossil Creek Wetlands NA to allow installation of the conduit system for the transmission cable. A conventional trench excavation system will be used for the balance of the project to install the conduit system. The trench is dug about four feet wide and five feet deep. The conduit system is then installed and consists of eight -six inch PVC pipes. Six of the conduits will hold conductor for the double circuit transmission line. Two conduits will be left empty as spares in case a faulted cable needs to be replaced and cannot be extracted from its original conduit location. Six concrete vaults will be installed along the route of the transmission line to allow the cable to be spliced. The underground transmission cable will connect to the existing overhead line that is located in Platte River's existing easement which is within the Union Pacific Railroad right-of-way at the east end of the project. The transition from overhead to underground transmission will take place on two new poles to be erected approximately 100' and 200' south of Trilby Road. The existing pole in the immediate foreground of the picture, next to the south edge of Trilby Road near the UPRR tracks, will be removed after the new poles have been installed. The new poles will be installed in the flat area at the base of the hill in the foreground of the picture. Below are three pictures that show (i) the type of excavation that will be done by trenching in an area of asphalt, (ii) what the directional boring machine looks like, and (iii) what the project will look like when complete. Two of the pictures are from an underground project in Longmont that Platte River completed about 6 years ago. The drilling machine picture was supplied by the contractor that would be used for that work. Description of the Portner Transmission Line Project In the Transmission Facilities Agreement between Platte River and its owner municipalities, a municipality decides when and where a new substation will be located to serve the distribution needs of its system. Platte River is then responsible for planning and installing the transmission system to that municipality's substation site and for installation of the high voltage equipment in the new substation. The municipality is responsible for acquiring and preparing the substation site and providing all low voltage distribution equipment. In 2007, the City of Fort Collins requested that Platte River provide transmission service to a new substation site in south central Fort Collins to be called the Fortner Substation. The Portner site is located in a mixed residential/commercial area across Fortner Road to the west of the City's Transfort facility. Platte River's standard for transmission service to all of the municipally owned substations is to provide two transmission circuit connections to each substation for long term service reliability. For the Portner Substation, Platte River will create a connection to its existing 230kV transmission line that parallels the Union Pacific Railroad tracks near Trilby Road and build a one mile underground double circuit transmission system to the substation site. The route of this transmission line will cross the Fossil Creek Wetlands Natural Area, the Stanton Creek Homeowners Association open space area, and travel approximately 3/4 mile along the Trilby Road right-of-way to the substation location.
