CONCEPTUAL REVIEW STAFFCOMMENTS
7. Current Planning has the following comments regarding this
proposed development:
a. The proposed underground transmission lirie may not have to
go through any City review process if it is contained entirely
within public street right-of-way or public easements.
b. A Site Plan Advisory Review with the City would be required
for any portion of the underground transmission line that would
be contained in a private easement.

CONCEPTUAL REVIEW STAFF COMMENTS

South Fort Collins Sanitation District. Please contact the water and
sanitary sewer districts directly, at 226-3104, for their requirements.
4. Glen Schlueter of the Stormwater Utility offered the following
comments:
a. The crossing of Fossil Creek will need to be wider since the
existing culvert will be replaced with box culverts in the future.
b. The channel along East Trilby Road will need to be maintained
and restored if it is to be disturbed.
Please contact Glen, at 224-6065, if you have questions about these
comments.
5. Rob Irish of the Light & Power Department asked the Applicant if
there would be any directional boring. Mr. Dahl responded by saying
that there may be. Other than that Rob had no comments.
6. Dana Leavitt, the City's Environmental Planner, offered the
following comments:
a. Please familiarize yourself with Section 3.4.1 — Natural
Habitats and Features of the Land Use Code (LUC) to
determine if there are any such features and what impacts
there may as a result of this underground transmission line.
b. Please visit with Black & Veatch about the underground
transmission line.
C. Irregardless of the type of review, if any, required by the City, a
meeting with the Environmental Planner - Dana Leavitt (tel.
970-224-6143) is required. This meeting will help the
engineering consultant understand the standards set forth in
Section 3.4.1 (E) (2).
Please contact Dana, at 224-6143, to discuss potential impacts to
wetlands along the route of the underground transmission line.

LAND USE DATA:
Request for an underground transmission line along East Trilby Road
between the existing overhead PRPA line at the Union Pacific Railroad
tracks (between South Lemay Avenue and South Timberline Road) to the
future Portner Substation just west of the City's Transfort facility, west of
South Lemay Avenue. The applicant's intent is to contain the transmission
line in public right-of-way and/or public easements.
COMMENTS:
1. Gary Lopez of the Zoning Department was present at this
conceptual review meeting and expressed No Comment.
2. Susan Joy of the Engineering Department indicated that her only
comment associated with the underground transmission line is that
PRPA would be subject to the standard street cut fees, if applicable,
plus possible dedication of off -site easements, if necessary. Please
contact Susan, at 221-6605, if you have questions about her
comment.
3. Roger Buffington of the Water/Wastewater Department indicated
that water and sanitary sewer services for properties in this area will
be provided by the Fort Collins -Loveland Water District and the

Dear Mike,
For your information, attached is a copy of the Staffs comments concerning
the request for a PRPA Underground Transmission Line from UPRR
Crossing of East Trilby Road to Portner Substation Site next to
Transfort Facility on East Trilby Road, which was presented before the
Conceptual Review Team on March 31, 2008.
This is a request for an underground transmission line along East Trilby
Road between the existing overhead PRPA line at the Union Pacific Railroad
tracks (between South Lemay Avenue and South Timberline Road) to the
future Portner Substation just west of the City's Transfort facility, west of
South Lemay Avenue. The applicant's intent is to contain the transmission
line in public right-of-way and/or public easements.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions
to these comments may be made at the time of formal review of this project.
