4. Carousel/Wendy Williams and Marty Heffernan —Mayor Pro Tern Ohlson would still like to look for a
way to accept the offer of a free carousel if we could find a way to support the O&M (and perhaps consider an
offer in the 2013-14 budget to cover the O&M). Debra/Wendy B--Darin requested a copy of the SAR that
provided a response to the person who offered to give the carousel to the City.

5. Letter from John Kellermeyer re North College Repairs/Helen Migchelbrink, Mark Jackson and
Sarah Kane —Sarah, please submit this letter than was in last Thursday's Council packet as a SAR and
Debra/Wendy, please ask staff to prepare a response.
6. Under grounding of Electric Lines/Brian Janonis and Steve Catanach—staff is asked to provide a two -
pager on the background/history of the City's under grounding program. It apparently was considered in two
parts: retrofitting the old part of town and under grounding the power lines; and requiring under grounding of
all new construction. Who and how were these decisions made and when were these done. There is no
hurry on the response but staff (Debra/Wendy) are asked to track as a SAR.
7. City's Email/Outlook System/Wendy Williams and Dan Coldiron—Council has noticed that the
disruptions that have been occurring (and when service is just not available). Staff is asked to provide a brief
explanation. Please send a memo to Sarah Kane for inclusion in Thursday's (11/3/2011) Council Packet.
8. Policy for Relocation of Displaced Residents (related to the Bender Mobile Park/Grape
Displacement)/Karen Combo and Joe Frank —Council realizes that staff is working on a policy to submit
to Council in 2012. Related to the Bender Mobile Park issues, staff is asked to consider and address in the
information coming to Council, areas that are within the GMA but not yet annexed into the City. For
example, how does the timing of a future annexation (how soon or how far out into the future) factor into the
policy? This relates to the viewpoint of some Council members that we have to be cautious and mindful of
the benefits we extend to those not yet in the City (and they may not be in the City for some time). They are
looking for some consideration and discussion of the pros and cons of applying the policy to those in the
County and in Fort Collins' GMA.

#22 Non-exclusive Utility Easement/Ken Sampley and Lindsay Kuntz —staff is asked to provide a statement
related to the Environmental Impact (the Financial and Economic Impacts were noted, but not the Environmental
Impacts). Please provide a response and send to Sarah Kane for the "Read Before" folder for Tuesday's
Council meeting.
#23 Prairie Ridge Natural Area/Daylan Figgs and Justin Scharton—under the category "Environmental
Impacts" what does "no significant environmental impacts" mean? Are there none or if there are some please
explain why they are not significant. Please provide a response and send to Sarah Kane for the "Read
Before" folder for Tuesday's Council meeting.
#28 Annual Appropriation Ordinance/Darin Atteberry and Mike Beckstead—staff (Darin) will provide a
brief overview of the major 2012 budget revisions (staff is to provide a few power point slides and speaking
points for Darin).
Staff Report/Mark Jackson and Larry Schneider —staff is asked to provide a brief update (5 minutes)
regarding the Storm Clean-up. Couple of points to be sure to address:
• Strategy for picking up and disposing of the tree branches (what citizens can do on their own; what the City
is doing).
• Costs of clean -up —need to segregate out the costs of the pick-up and disposal from the costs related to the
City's public trees (Forestry). Also, distinguish the added costs (unanticipated actual costs such as the
contract w/Hageman, hiring contractors to complement the work of the Streets' crews) from our usual costs
(doing clean-up in place of usual work). In other words, what will be the actual added costs and what are
those attributed to?
• Describe what our Utility Crews have done to assist Loveland and Longmont.
• Are we allowing commercial businesses/customers as well as residents to drop off branches at the Hoffman
Mill site?
• Staff is asked to provide some ppt. visuals along w/a brief update.
6-MONTH PLANNING CALENDAR
1. Poudre River Floodplain Regulations/Jon Haukaas and Ken Sampley—staff is asked to provide some
explanation as to why this topic was moved from January 17 to March 20. Please provide the information
to Wanda Krajicek.
2. January 24—State of the City Address/Kelly DiMartino and Kim Newcomer —the Leadership Team
decided to not schedule any other Work Session items on this date. There was a question about why not start
the "State of the City' event at 5:00 pm rather than 4:30 pm.
3. Chronic Problem Houses/Carrie Daggett, Beth Sowder, Steve bush, Karen Cumbo—Council is asking
when this will be scheduled (no rush, just would like to get it on the calendar) for Council discussion.
The item was in the October 17 Leadership Team Followup as follows: Council is asking staff to develop an
approach (ordinance) to effectively deal with chronic problem properties. Mayor Pro Tern Ohlson's
experiences with a couple of properties in his neighborhood (shooting; drug problems; etc.) and with
neighbors very frustrated (and feeling powerless) to deal with such issues, has brought it to the forefront and
Council is asking that staff prepare options for how to effectively deal with such issues. Staff needs to
provide a general outline for how the issue will be addressed and the general schedule for bringing
information and options to Council.

improved.
#16 Extension of Golf Contracts/Jim O'Neill and J.R. Schnelzer—staff is asked to provide a bit more
information:
• What were the specific provisions that were re -negotiated or amended?
• How are the terms of this extension different from the current contract?
• If the professional contractor receives 100% of the income through the sale of merchandise, golf
lessons, locker rentals, etc. yet uses the City's facility in the transaction (e.g., the storage/lockers; the
shop area of the building, why doesn't the City take a percentage of the contractor's proceeds?
• What is the estimated value of the contract (annual value; 5-year value)?
Please provide a response and send to Sarah Kane for the "Read Before" folder for Tuesday's
Council meeting.
#19 Temporary Winter Night Shelter/Tess Heffernan —a question may come up at the Council meeting as to
why this request seems to be recurring each year, and yet the request usually comes with the statement "this
(temporary shelter) is only needed for this year. The question that Gordon or someone should be prepared to
answer: Is this the last year for this type of request?
#20 Courtney Annexation and Zoning and #21 Leistikow Annexation and Zoning/Steve Olt, Ted Shepard,
Steve Dush and Paul Eckman —these two items are likely to be pulled.
a. Council is asking that Item "C" for each (First Reading to establish the zoning designation for the
properties) be removed from the item and postponed until November 15, after the November 3 special
P&Z Board meeting for the hearing of the zoning request. However, Council is interested to hear
from Paul Eckman and Steve Dush as to whether or not there are any downsides for postponing the
zoning action to November 15.
b. Council will ask staff to provide an explanation as to the error related to notification of affected
property owners as required by the Land Use Code.
c. A citizen is likely to question if any of the parties to the annexation have received different (from the
norm) or favorable treatment regarding these requests. Staff should be prepared to respond to the
question: have these annexations been processed in the same manner as any other annexation request
(whether staff knows the applicant or not)? Generally, what are the requirements for a parcel to be
considered for annexation and what are the steps that an applicant must comply with to complete the
process?
d. For the Leistikow Annexation and Zoning request, what is the implication of the annexation and/or
zoning with respect to the Fossil Creek Reservoir Plan? Please explain the implications of the TDU
program if the property is annexed into the City and if it stays within the County? How would the
construction of a place of workshop impact the TDU Program?
Please provide a written response as appropriate and send to Sarah Kane for the "Read Before"
folder for Tuesday's Council meeting.
A related followup for City Attorneys Office, City Clerk and Planning: The requirement to publish the
annexation resolution and legal description in the newspaper seems less effective and relevant today. Staff
is asked to research options —do we need to continue to publish the documents, particularly the full legal
description. Could something that is more understandable to the public be published in lieu of the
resolution and/or legal description? Please prepare a response and sent to Darin with a copy to Diane

These are the follow-up items from Monday's Leadership Team meeting (Mayor, Mayor Pro Tem, City
Manager, Deputy City Attorney, City Clerk, Assistant City Manager and Deputy City Manager).
NOVEMBER 1 COUNCIL, MEETING
#8 Lease -Purchase of Vehicles/Jim O'Neill —it was requested that in future lease -purchase materials, that staff
find another phrase other than "beyond useful life" of the vehicle or piece of equipment. Because the City often
sends equipment that it is replacing to auction, there must yet be some "useful life" left in the equipment. No
change is required for this item.
#10 Naming (Streets)/Ann Turnquist and Karen Cumbo—not directly related to this item for tomorrow night,
Council is asking that staff schedule a (Work Session) discussion with Council regarding the process for naming
residential streets. Council would like to hear staff's ideas for addressing issues and situations like: duplicate
names; names that sound very similar and read similarly (e.g., Huntington Circle and Bennington Circle); streets
that come together w/different names (Massachusetts and Connecticut) but have the homes across the street from
one another have the same street numbers (2019 and 2019—and it was noted that the Post Office assigns the
