We would like to run it by you to see what if any impact it would have from the Planning Department on the current design, scheduled and status as we are on consent for P and Z Hearing. Currently our site is designed with a 12'-0" fire lane connecting the two parking lots off Centre Avenue and Worthington Circle. This fire lane (emergency access plaza) is designed to accommodate emergency vehicles as well as offer the community a useable exterior space (see exhibit A). We would like to explore the concept of using this emergency access plaza for drop off and pickup access to the buildings (see exhibit B). This would allow a more convenient way for the community to access the buildings. This lane one-way lane would be restricted, with posted signs, for "drop off / pick up" only and will occasionally be used by both tenants and concierge service. We would also create a larger more usable plaza that would double as a "pull off / pick up" lane which alleviates possible blocking or interference with cars and emergency vehicles in this area. It is our goal to create a site which serves the community and offers the best solutions to any potential problems. We feel this option would enhance the design as well as offer solutions to any traffic conflicts. We appreciate you taking the time to review this and offer any advice that you may have. Therefore the rendering reflects the revised central space, which works well regardless of what uses will be acceptable on it. Option A would keep it exclusively as a fire access route, same as before, while Option B would also allow occasional 'pick-up drop off uses, a beneficial service in a community targeted toward an older population. Option B was designed with safety considerations in mind, referencing elements suggested in section 3.2.2(C) of the Fort Collins Land -Use Code. While the daily traffic through this one-way lane should be minimal, steps were taken to minimize potential hazards for the pedestrian. The entire plaza is concrete paving, distinguishing it from the asphalt parking lot so that it is clear that this isn't a drive lane for thru traffic. In addition, the concrete plaza will be made of 2 different shades of colored concrete. A 4' band will be the same grey color as all pedestrian walks in the site, while an 8' colored concrete band would guide the occasional automobile. A pull of area near the center of the plaza not only creates an area of refuge for pedestrians, but it provides an area for a car to pull off to pick someone up near all main entrances without blocking the 12' fire access lane. Additionally, signage will indicate the lane is to only be used for'pick-up drop-off purposes and emergency access. I hope this explains our design intent clearly. Please let Luis or I know if there are further questions, and whether Option B looks like something that can be supported by staff, keeping us on the consent agenda for P&Z. This is the same concept in place at many of the PSD schools and it's a constant battle trying to keep our fire lane clear of parked vehicles. If people see a flat area next to a building, they think they can park there. However, Option B does appear to at least attempt to make it obvious that parking is not allowed, and the signs would help, too. Older adults are more likely to obey the signs although it's still every American's God-given right to park wherever he/she wants. A few questions: • On Option B, what is the "ramp" shown on the west and east ends of the plaza? Do we know the grade of these ramps? • What is the height above grade of the seatwalls? Probably either A or B would work, but I'd like the applicant to provide answers to the above questions. I do think our "pick up/Drop off' option would have substantially less traffic than a school. The traffic would also be at random times not at peak hours such as a school would have. I would not see more than a handful of vehicles a day using this option. We would install signage to indicate both one-way and drop off/ pick up only. To answer Carie's questions: - The grade of the ramp would be less than 5%. - The top of the seat walls are at 18".
