The City Engineering Department is prepared to allow parking within the to -be - dedicated right-of-way for the future Boarding House as long as the parking is removed at any point in the future when Plum Street is to be widened. A Development Agreement would formalize such an arrangement. Also, keep in mind that paved surfaces and parking are allowed within the utility easement. 8. There will be no public improvements associated with the request to plat a one lot subdivision. During the Basic Development Review, however, the City Engineering Department may inspect the property. Any damaged curb, gutter and sidewalk existing prior to construction, as well as streets, sidewalks, curbs and gutters, destroyed, damaged or removed due to construction of this project, shall be replaced or restored in like kind at the Developer's expense prior to the acceptance of completed improvements and/or prior to the issuance of the first Certificate of Occupancy. 09 There will be a Transportation Development Review Fee associated with the one lot subdivision. Please contact Dan DeLaughter, 221-6605, for an estimate of this fee. 10. The subdivision request will be process by the Current Planning Department as an Administrative Review. At the time of submittal, in addition to the $200 Small Project Application Fee, a $50 Sign Posting Fee is also due. In addition, .75 cents per name on the mailing list is also due. 11. A map is enclosed describing the notification area. Please provide the names and addresses of all property owners within the defined boundary on self- adhesive mailing labels at the time of submittal for the plat. 12. The platting of a one -lot subdivision with an existing house, combined with a future request for a Boarding House with no building additions, does not create any new impervious surface area. For your information, the standard drainage requirements are provided just in case there are future plans that would result in an increase in the impervious surface: A. This site is in the Old Town drainage basin. The city wide development fee is $3,070/acre which it is subject to the runoff coefficient reduction. This fee is to be paid at the time the building permit is issued and is charged only when there is an increase in imperviousness greater than 350 square feet. B. A drainage and erosion control report and construction plans are required and they must be prepared by a Professional Engineer registered in Colorado. In the Old Town drainage basin these are required if there is an increase in imperviousness greater than 5000 square feet. C. Onsite detention is required with a 2 year historic release rate for water quantity and extended detention is required for water quality treatment. Parking lot detention is allowed as long as it is not deeper than one foot. If there is 5000 square feet or less of new imperviousness, water quantity detention is not required nor is water quality extended detention. If there is an increase in imperviousness greater.than 350 square feet, but less than 5000 square feet, a grading plan is all that is required. D. The closest storm sewer is at the NE corner of Blue Bell and Plum. E. If you have any questions regarding stormwater detention or water quality treatment, please call Glen Schlueter, 221-6700. 5. Since there are no proposed changes to the existing .water and sewer services, there are no comments from the Water and Wastewater Utility. Since the property fronts on West Plum Street, and Plum Street is classified as a collector street with 76 feet of total right-of-way at ultimate build -out, additional property along the frontage must be dedicated. There is presently 44 feet of total right-of-way. Therefore, there must be an additional 32 feet which is divided between the north and south sides of the roadway. For the subject property, there must be 16 additional feet of right-of-way dedicated by the proposed plat so that ultimately, there is 38 feet of right-of-way as measured from the centerline of the street. In addition, behind the right-of-way/property line, there must be an additional nine feet dedicated as an easement for utilities. If there is no room for CONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins ITEM: 1205 West Plum Street — Request for a One Lot Subdivision MEETING DATE: May 22, 2006 APPLICANT: Mr. Roger Dechairo, 601 Gate Circle, Fort Collins, CO 80524 LAND USE DATA: Request to create a one lot subdivision in order to record a plat for the property addressed as 1205 West Plum Street. The property contains an existing house. The site is approximately 80' x 11 T for a total of 9,360 square feet. The property is located on the south side of West Plum Street between Scott Avenue and City Park Avenue. COMMENTS: 1: The site is zoned C-C, Community Commercial. There are no minimum lot sizes in this zone district. The dimensional block requirements for the C-C zone will not apply to the platting of this one property. Since the property is less than 10 acres, there is no restriction on the amount of secondary uses, such as residential. 2. The subdivision would be eligible for the Small Project Fee from the Current Planning Department. This fee is $200.00. Note that the Engineering Department has a separate Transportation Development Review Fee. 2. After the property is platted, the existing house is eligible for a Boarding House (soon to be renamed to "Extra Occupancy Rental House"). Such review will be processed by the Zoning Department. The process will be a Basic Development Review. The site will continue to be served by the City Light and Power Department. The platting of the property will not result in any changes to existing electrical service.
