I have received and reviewed the project comment sheet and plans for the Otter Box expansion. I have also
been. in discussions with Kevin Brazelton at Northern Engineering re: connecting to the sanitary sewer for the
new building. The District has no objections to the expansion of this facility.
There is one complicating factor that I am sure we can work around and that is the physical connection to the
District sewer. From my understanding in talking with Kevin, Otter Box will not require additional water service
and hence the District (Boxelder) would not normally charge an additional sewer tap fee because no additional
flow. above the existing tap's allocation would be expected. However, District rules allow one physical
connection to the District sewer per tap. Per Kevin, because of topography of the now 3 merged lots, the
additional building is too low in elevation to connect the internal plumbing to the existing plumbing and a
second physical tap to the District sewer main will be needed. District staff have not had a chance to work
through how this will be handled and our general manager is out until Thursday (day after the staff review
meeting as noted on the info I have received). District staff will be discussing how to handle this and be in
contact with Kevin at Northern Engineering later this week.
Please let me know if you have any questions. I hope this does not hold up or complicate your staff review
meeting. 1 am sure the District can work this out, we just have not had adequate time to arrive at that solution.

Regular maintenance is required to ensure the 4-inch pipe does not become plugged and to
ensure the pond function properly. Verbiage will be added to the development agreement
stating if the pipe does not allow the water quality pond to function properly some time in the
future, a solution will need to be designed and constructed at the owners expense.

PUBLIC -SAFETY RADIO AMPLIFICATION SYSTEM
Where adequate radio coverage cannot be established within a building, public -safety radio
amplification systems shall be installed in the following locations:
1. New buildings greater than 50,000 SF in size or addition(s) to an existing building that
cause the building to be greater than 50,000 SF. For the purpose of this section, fire walls
shall not be used to define separate buildings.
3. Existing buildings meeting the criteria of Items 1 and. 2 of this section undergoing
alterations exceeding 50 percent of the aggregate area of the building.
Public -safety radio amplification systems shall be designed and installed in accordance with
criteria established by Poudre Fire Authority.

EMERGENCY VEHICLE ACCESS
Thank you for showing the Emergency Access Easement. Please make the east boundary
(dotted line) easier to differentiate as the EAE on the plat. Also, please correct EASEMET
on page S-2 of the site plan.
REQUIRED ACCESS
Fire access roads (fire lanes) shall be provided for every facility, building or portion of a
building hereafter constructed or moved into or within the PFA's jurisdiction when any
portion of the facility or any portion of an exterior wall of the first story of the building is
located more than 150 feet from fire apparatus access as measured by an approved route
around the exterior of the building or facility. This fire lane shall be visible by painting and
signage, and maintained unobstructed at all times. A fire lane plan shall be submitted for
approval prior to installation. In addition to the design criteria already contained in relevant
standards and policies, any new fire lane must meet the following general requirements:
❑ Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of
supporting fire apparatus weights. Compacted road base shall be used only for temporary
fire lanes or at construction sites.
❑ Have appropriate maintenance agreements that are legally binding and enforceable.
❑ Be designated on the plat as an Emergency Access Easement.
❑ Maintain the required minimum width of 20 feet throughout the length of the fire lane
(30 feet on at least one long side of the building when the structure is three or more stories
in height).
If the building is equipped throughout with an approved automatic fire -sprinkler system, the
fire code official is authorized to increase the dimension of 150 feet.

WATER SUPPLY
Fire hydrants must be the type approved by the water district having jurisdiction and the Fire
Department. Hydrant spacing and water flow must meet minimum requirements based on
type of occupancy. Minimum flow and spacing requirements include:
• Commercial and multi -family dwellings 1,500 gpm at 20 psi residual pressure, spaced
not further than 300 feet to the building, on 600-foot centers thereafter
These requirements may be modified if buildings are equipped with automatic fire sprinkler
systems.

location.

[7/26/10] On the Air Care Colorado project across the Frontage road from this project, 4.5'
detached walks were required with a 7' parkway strip. Engineering would also like to see
detached walks on this site. There should be ample existing ROW to accommodate
detached walks. However, looking at the existing conditions, it may be difficult to detach the
walk in certain locations due to utility conflicts. If the walk must be attached it should be at
least 5' in width. If detached, 4.5' is the minimum width needed to meet ADA standards.
