the Minor Amendment currently in the City's development review
process.
C. The subdivision plat is in compliance with Section 3.3.1(C) Public
Sites, Reservations and Dedications in that:
1) An applicant shall be required to dedicate rights -of way for public
streets, drainage easements and utility easements as needed to
serve the area being platted. The rights -of -way (ROW) for Centre
Avenue and Worthington Avenue were dedicated by previously
approved and recorded subdivision plats. Drainage, utility, access,
and emergency access easements necessary to serve this lot will
be dedicated with the Tolmar Subdivision plat, if approved and filed.
2) Reservation of sites for flood control, open space and other
municipal uses shall be made, as necessary, in accordance with
the requirements of this LUC.
5. Findings of Fact/Conclusion
A. The Tolmar Subdivision, PDP contains existing permitted uses in
the E - Employment Zoning District.
B. The Tolmar Subdivision, PDP meets the procedural requirements
located in Division 2.1 - General Procedural Requirements, Division
2.2 - Common Development Review Procedures for Development
Applications, and Section 2.4 - Project Development Plan in Article
2 - Administration of the LUC.
C. The Tolmar Subdivision, PDP meets the plat standards located in
Section 3.3.1 - Plat Standards of Article 3 - General Development
Standards of the LUC.
RECOMMENDATION:
Staff recommends approval of the Tolmar Subdivision, Project Development Plan
- #38-07.

reviewed under the City's Minor Amendment process that is
running concurrent with this subdivision request.
Staff has determined that there is no detriment to a development plan
associated with the platting of the one lot.
3. Article 2 - Administration
The Tolmar Subdivision, PDP complies with the applicable requirements
of the LUC, specifically the procedural requirements located in Division 2.1
- General Procedural Requirements, Division 2.2 - Common Development
Review Procedures for Development Applications, and Section 2.4 -
Project Development Plan in Article 2 - Administration.
4. Article 3 - General Development Standards
The Tolmar Subdivision, PDP complies with the applicable requirements
of the LUC, specifically the plat requirements located in Section 3.3.1 -
Plat Standards in Article 3 - General Development Standards.
A. The subdivision plat is in compliance with Section 3.3.1(A) General
Provisions in that:
1) The subdivision plat will be filed and recorded only after having
been approved by the Director of Planning, with such approval
evidenced in writing on the plat and signed by the City Clerk.
2) No building permit or certificate of occupancy shall be issued for
construction of any new principal building, enlargement of any
principal building used for nonresidential purposes by more that
25% of the existing floor area of such building, or no act which
changes the use of any building shall be permitted until a
subdivision plat is filed and recorded in the City of Fort Collins.
B. The subdivision plat is in compliance with Section 3.3.1(B) Lots in that:
1) The lot has direct vehicular access to public streets (Centre Avenue
and Worthington Avenue). Lot 1 fronts on public streets (Centre
Avenue and Worthington Avenue). The side lot lines are
substantially at right angles or radial to the street lines.
2) The general layout of parcels, driveways, utilities, drainage facilities
and other services within the proposed subdivision PDP have been
previously established by other means or are being reviewed with

COMMENTS:
I. Background
The surrounding zoning and land uses are as follows:
N: E; existing educational use (National Technological University
in the Centre for Advanced Technology)
S: E; existing and planned offices (Market Center Office Park in
the Centre for Advanced Technology)
E: E; existing offices (Centre Tech in the Centre for Advanced
Technology)
W: NC; existing healthcare and retail (Columbine 90-Bed Rehab.
Facility and various businesses)
The property was annexed in September, 1965 as part of the Fourth
College Annexation.
The property is a part of the Center for Advanced Technology Overall
Development Plan (ODP) that was approved by the Planning and Zoning
Board in September, 1983 for "high tech" uses. There have been 3
subsequent amendments to the ODP, each showing this parcel to be
industrial/office/R&D uses.
The northerly 2/3 of the property (5.0 acres) was platted in March, 1988,
and replatted in January, 1993, as the Centre for Advanced Technology,
Eight Filing.
The entire property (7.71 acres) was platted as Atrix Laboratories in May,
2002. It was approved for 57,184 square feet of office & industrial uses in
one 1- and 2-story building.
2. Purpose of the Subdivision
The purpose for the replatting of the approved and recorded Atrix
Laboratories subdivision is to create one (1) lot on the property, under
different ownership, instead of the two (2) lots currently platted. The new
subdivision plat will create one lot that is 7.71 acres in size.
The applicant is proposing additions and improvements to the
existing building and site, and these improvements are being

PROJECT DESCRIPTION:
This is a request for a replat of the approved and recorded Atrix Laboratories
subdivision plat. The 7.71 acre property is located at the southeast corner of
Centre Avenue and Worthington Avenue, in the Centre for Advanced
Technology, and contains an existing 57,184 square foot building (1- and 2-
stories in height) with associated parking. The property is in the E - Employment
Zoning District.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
This request is to create a 1-lot subdivision plat for a property that presently is
platted as two (2) lots. The request complies with the applicable requirements of
the Land Use Code (LUC), specifically the procedural requirements located in
Division 2.1 - General Procedural Requirements, Division 2.2 - Common
Development Review Procedures for Development Applications, and Division 2.4
- Project Development Plan located in Article 2 - Administration; and,
standards and requirements located in Section 3.3.1 - Plat Standards in Article 3
- General Development Standards.
