The"new" volumes do not change the geometric requirements at the key intersections that were reported in the TIS. I did not rerun the operations analyses. Obviously the delays for the minor street movements at the Shields/Birch intersection will be increased. In the TIS of record, the minor street leg was shown to operate at LOS D (LOS C with the critical gap adjustment) in the afternoon peak hour. In my judgment, the LOS will fall into the same LOS categories with the higher volumes. In this type of land use area (per City Plan), at stop sign controlled intersections LOS F is acceptable. This is considered to be normal at stop sign controlled intersections along arterial streets. I trust this explanation will satisfy the concern raised. S> FROM: Matt Delich .A DATE: December 3, 2008 ;� �3 A SUBJECT: Hellenic Plaza Traffic Impact Study (File: 06117ME02) The land uses within Hellenic Plaza, proposed to be located in the northwest quadrant of the Shields/Birch intersection, are being changed, which will cause a major amendment to the approved site plan. The "Hellenic Plaza Transportation Impact Study" (HPTIS), February 2007, was prepared for and accepted by Fort Collins. This is a trip generation memorandum comparing the former proposal and the current proposal. The HPTIS included residential (39 apartment units), specialty retail (3,710 square feet), coffee shop (2,350 square feet), and general office ,(1,760 square feet). A 40 percent reduction for bike/walk trips was allowed for the residential, retail, and coffee shop land uses due to the proximity of Hellenic Plaza to the CSU campus. The calculated trip generation in the HPTIS was: 1165 daily trip ends, 107 morning peak hour trip ends, and 48 afternoon peak hour trip ends. The current proposal for Hellenic Plaza includes residential (46 apartment units), specialty retail (805 square feet), and coffee shop (874 square feet). The new trip generation was calculated using Trip Generation, 8t° Edition, ITE. The calculated trip generation, after applying the same 40 percent bike/walk reduction, is: 558 daily trip ends, 75 morning peak hour trip ends, and 39 afternoon peak hour trip ends. The total daily and peak hour trip generation is less than that analyzed in the HPTIS. Therefore, all of the analyses in approved HPTIS used traffic forecasts that are conservatively high. It is respectfully requested that no further traffic analyses be required for the current proposal for Hellenic Plaza.
