JRESPONSE: CSU will contact Len regarding their gas line and easement. Number: 33 Please see the enclosed red -lined Site Plan with several comments/concerns. /RE5PON5E: The curb cut on Centre Ave. is restricted to maintenance and emergency vehicles only, general public and client vehicles will not be allowed access to the site through this curb cut. This development proposal has been scheduled for an administrative public hearing on Thursday, May 8, 2003 in conference rooms A - D at 281 North College Avenue. The hearing will begin at 4:00 p.m. and this item is one of several scheduled for that date. An agenda will be prepared at a later date but prior to the hearing. The comments and concerns expressed in this letter can be and should be addressed with the required Final Compliance submittal following the public hearing for the PDP. Please check with Steve Olt for submittal requirements. Be sure and return all red -lined plans from City staff when you submit Final Compliance. Department: Transportation Planning Issue Contact: Tom Reiff Topic: Transportation Number: 15 Created: 3/28/2003 Staff recommends that adequate bicycle parking facilities be provided for visitors, not only to the ropes course, but to the planned arboretum and soccer fields. /RESPONSE: Existing bicycle parking is provided for at the parking lot. Department: Water Wastewater Issue Contact: Jeff Hill Topic: General Number: 20 Created: 4/16/2003 Will water and sewer services be required for this project? If so, show and label. RESPONSE: Water and sewer is not required for this project. Number: 21 Created: 4/16/2003 Provide a grading plan that shows any changes that would affect exiting water and sewer lines in the vicinity of this site. ✓RESPONSE: CSU does not plan to change any existing grades. Existing utilities have been designed around and will not be impacted by the project. Number: 22 Created: 4/16/2003 Field locate, show and label all existing water and sewer lines in this vicinity. See project development plan for other comments. RESPONSE: All utilities will be field located and labeled at CSU's expense prior to start of the project. Access between parking and the ropes course will not be inhibited and will not restrict wildlife movement along the ditch. Perimeter fencing will not encroach on the ditch and will not limit wildlife access to Spring Creek. Number: 30 Created:4/23/2003 If bridge construction results in the disturbance of wetlands the disturbance should be restored. RESPONSE: Construction of the bridge will not occur in a wetland area, and any disturbances resulting from construction will be restored. Department: Stormwater Utility Topic: Stormwater Number: 25 Issue Contact: Wes Lamarque Created:4/18/2003 Is any grading being proposed? A grading plan is required if any grading is to be done. Also, no fill is allowed in the floodplain. RESPONSE: CSU does not plan to alter the current grades. Minor grade changes may be required for accessibility between the pedestrian bridge and the ropes course. Existing vegetation on the course will be removed and replaced with native grasses. Number: 26 Created:4/18/2003 Irrigation approval is required on the plans for any improvements, like the bridge, in the ditch easement or right-of-way. ✓RESPONSE: CSU will provide plans for irrigation and the bridge. CSU will also obtain a crossing agreement from the ditch company for the bridge. Number: 27 Created: 4/18/2003 No bathroom, or any habitable structure, can be located in the floodplain/floodway. /RESPONSE: Restroom facilities have been deleted from the project. CSU does not plan on constructing any habitable structure in the floodplain/floodway. The property line along Issue Contact: Doug Moore Created;4/23/2003 The Natural Resources has data from past projects in the area that conclude that ditch that runs between the proposed course parking lot and the course serves as a wildlife movement corridor which the Fort Collins Land Use Code (3.4.1(E)) would protect with a 50' Natural Habitat and Features Buffer Zone. Due to the wildlife movement around this ditch lighting of the project should be dealt with in a sensitive manner. The security lighting located along the fencing should be design to light as minimally as possible. Lighting at the gates should light only the gates and be directed in toward the course. Lighting along the fencing on the north side should be relocated closer to the course and light only the course. The project should also be design so that pinch points for wildlife movement don't occur limiting movement between parking and fencing. Fencing should not also limit wildlife movement between the ditch and Spring Creek with also serves as a wildlife movement corridor (3.4.1(F%2�. ►RESPONSE: The ropes course has been specifically designed with minimal security lighting. The course will not be operated in night-time conditions. RESPONSE: The fence will not encroach on the ditch. Number: 24 Created: 4/16/2003 Additional comments with more complete submittal. Future phases may generate additional comments as it relates to parking, access road, rest room facilities and etc. RESPONSE: CSU plans to utilize the existing CSU parking lot north of the ditch for parking. Rest room facilities were deleted from the project.
