The addition to the warehouse will have to be equipped with an automatic fire extinguishing system. Be sure to maintain all the fire access lanes. Be sure that the water supply to the site meets minimum requirements. Please contact Carrie at 221-6570. 9. The New Mercer Ditch Company will need to retain access to the ditch. Please contact John Moen, 482-3309, for further information. 10. Any additional outdoor lighting, both building and pole -mounted, must comply with the requirements for down directional and full cut-off fixtures. 11. Be sure to provide a landscape plan with the Minor Amendment that shows foundation plantings along the new additions. 12. A Minor Amendment maybe submitted at anytime. The standard utility plan documentation must be included in the Minor Amendment submittal to the City. Or, it may be more practical to revise the affected sheets of the approved Utility Plan. It appears that the storm sewer and parking lot are impacted. d. Please note that the Engineering Department has a separate Minor Amendment fee of $250.00. Please contact Susan at 221-6750 if you have questions. 5. Kurt Ravenschlag of the Transportation Planning Department offered the following comments: a. Adequate and convenient bicycle parking should be provided near primary entrances to the buildings. Please contact Kurt at 416-2040, if you have questions. 6. Rob Irish of the Light & Power Department offered the following comments: a. The existing transformer was set in 2003. If there are no changes in the electrical load, then the existing panel size and service to the building should remain adequate. If additional electrical capacity is needed, then a C-1 Form should be completed to help determine the new electric load needs. Please contact Rob at 224-6157 if you have questions. 7. Doug Moore of the Natural Resources Department offered the following comments: a. The New Mercer Ditch is considered a wildlife movement corridor. As such, a 50-foot buffer is required, as measured from the top of bank. The conceptual plan appears to encroach into this buffer. Any encroachment must be mitigated in accordance with the performance standards as stated in Section 3.4.1(E) of the Land Use Code. Mitigation is usually accompanied by an Ecological Characterization Study. b. Be sure that there is sufficient area within the trash enclosure for recycle containers. 3 C. Any existing water and sanitary sewer stubs must be used or abandoned at the main. d. If connections are made to the 21" sanitary sewer mains they must be done at manholes. e. . The water conservation standards for landscape and irrigation will apply. f. No changes to the existing water/sewer services are anticipated; therefore, no comments at this time. Please contact Roger, at 221-6854, if you have questions about these comments. 3. Glen Schlueter of the Stormwater Utility offered the following comments: a. This site is in the Spring Creek drainage basin. The city wide new development fee is $3,070.00 /acre which is it is subject to the runoff coefficient reduction. This fee is to be paid at the time the building permit is issued. b. A drainage and erosion control report and construction plans were required and they were prepared by a Professional Engineer registered in Colorado. The onsite detention and water quality treatment was sized with the last report. If this project can comply with it then all that is needed for a report is a letter verifying compliance. Since an addition is proposed that would add impervious area, the increased runoff from it will cause a change in the volume of the pond unless other impervious area can be eliminated to compensate for it like the proposed building that has not yet been built. At the very least the report would need to be updated to document the changes. A grading plan is required. C. The New Mercer Ditch Company will need to approve the plans and should be contacted soon since this will impact the ditch access. The Tolmar Expansion is located in the southeast quadrant of the Centre/Worthington intersection, in Fort Collins. The site location is shown in Figure 1. Tolmar currently has approximately 135 production employees and 25 office employees. The Tolmar Expansion will consist of an additional 85 production employees and 15 office employees. The Tolmar Expansion will be done in three phases. Phase one is an expanded paved parking lot. Phase two is a parking lot reconfiguration and expansion of the production area. Phase three is expansion of the office area. This TIS analyzed full development (all three phases), since it was assumed that phase three would be completed in the short range future. The scope of this study was discussed with the Fort Collins Traffic Operations Engineer. A brief memorandum was requested. The Base Assumptions form is provided in Appendix A. There are sidewalks along developed parcels of land within 0.25 miles of the site. There are bicycle lanes along Centre Avenue and Worthington Circle. Figure 2 shows recent peak hour counts at the Centre/Worthington, Worthington/Site Access, Centre/West Site Access, and Centre/East Site Access intersections. The count data at key intersections were obtained in October 2007. Raw traffic data is provided in Appendix B. Since the traffic counts were obtained on different days, they were balanced/adjusted along Centre Avenue and Worthington Circle. These are shown in Figure 3. Table 1 shows the current peak hour operation of the key intersections. Calculation forms are provided in.Appendix C. A description of level of service for unsignalized intersections from the 2000 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The key intersections operate acceptably during the peak hours. The Tolmar Expansion site is in an area termed "other." In areas termed "other," acceptable overall operation at unsignalized intersections during the peak hours is defined as level of service E or better.
